Inflation in Russia has been characterized by a considerable degree of persistence. An explicit inflation-targeting framework may help reduce firms' uncertainty about the future. This, in turn, may allow firms to be more forward-looking, thereby reducing persistence. The exchange rate is the Central Bank of Russia's (CBR) main policy instrument for controlling inflation. Allowing more nominal appreciation would help to keep inflation on a downward path and better anchor inflation expectations.

Book excerpt: The paper reviews the recent conduct of monetary policy and the central bank's rule-based behavior in Russia. Using different policy rules, we test whether the Bank of Russia reacts to changes in inflation, the output gap and the exchange rate in a consistent and predictable manner. Our results indicate that, during the period from 1993 to 2004, the Bank of Russia used monetary aggregates as the main policy instrument. Some estimations provide evidence that the Bank of Russia was more concerned with reducing inflation before 1995, while the priorities shifted towards exchange rate stabilization after 1995.

The paper discusses how a policy formulation framework based on monetary aggregates can be combined with an operational framework that ensures more stable and predictable short-term rates to enhance policy transmission. It also discusses how to best configure an interest-rate-based operational framework when markets are underdeveloped and liqudity management capacity is weak.

However, despite more than a decade of "reforms," Russia's financial system collapsed in 1998. Why had ambitious efforts to decentralize and liberalize the banking industry failed? In A Fistful of Rubles, Juliet Johnson offers the first comprehensive look at how Russia's banks, once expected to revitalize the nation's economy, instead became one of the largest obstacles to its recovery.Drawing on interviews with Russian bankers, policymakers, and entrepreneurs, Johnson traces the evolution of the banking system from 1987 through the aftermath of the 1998 crash. She describes how dysfunctional institutional procedures left over from the Soviet period hindered the subsequent development of sound financial practices. Johnson argues that these legacies, along with misguided, Western-inspired liberalization policies, led to the creation of parasitic banks for which success depended on political connections rather than on investment strategies. Johnson demonstrates that banking reform efforts ultimately did more harm than good, because Russian officials and their international advisers failed to build the corresponding economic, legal, and political institutions upon which modern market behavior depends.

This distinctiveness rests on the republic’s gradual struggle for self-reliance upon becoming independent. Authorities in Uzbekistan, especially its President, were sceptics of the norms that came to prevail across regional and broader international politics. This book addresses the making of Uzbekistan’s general foreign policy and its corresponding effects outside Central Asia, particularly at the highest level, among state officials, heads of state and ministers. It shows how a particular set of promises, slogans and attitudes became the pillars upon which Uzbekistan’s international role was shaped, a role which then affected Tashkent’s twenty-five year relations with Russia, the United States, Germany and Turkey. The book argues that the Government of Uzbekistan sought to be recognised as a self-reliant power after independence, but that the international norms of the post-Cold War order, coupled with the conflicting aims of the partners with whom it interacted, hindered acknowledgement and contributed to a twenty-year struggle for recognition. Providing a thorough assessment of President Karimov’s legacy in the foreign policy domain, this book contributes to the developing field of role theory and recognition in International Relations.
