Regional cooperation has immense potential Countries are collaborating to address challenges that cannot be addressed individually and on regional public goods. New forms of cooperation are taking place with the emergence of new regional and subregional groupings. UNDP, since its inception, has supported regional cooperation through its regional programmes and engagement with regional bodies. UNDP itself is structured along regional lines with five regional bureaux and has also established a presence in all five regions through regional service centres that support country and regional programmes. The evaluation concluded that UNDP regional programmes have made significant and long-standing development contributions. They promoted cooperation among countries in building regional and national institutions as well as addressing cross-border and common challenges. The regional service centres have provided useful and much-appreciated technical support to country offices. However, in all regions, the contribution to results has been affected by fragmentation of regional programmes, insufficient linkages with national programmes, and time-frames that have not taken into account the need for long-term capacity development. UNDP has yet to develop an explicit, holistic and strategic business model that addresses critical capacity in country offices, the provision of supplementary technical support to country offices, management of the regional programme, support to UN coordination at the regional level, and the grounding of corporate positioning in regional knowledge. As a result, the core recommendation of the evaluation is that the organization should develop a strategic corporate business model that covers headquarters/global, regional and country levels -- Publisher's website.

The report found that UNDP has been particularly effective in supporting participatory local governance, environmental and natural resources management, and targeted assistance such as to highland ethnic peoples for their human rights and to mobile population vulnerable to HIV infection. The challenge has often been to ensure the results are sustained by national partners and the local-level success is scaled up to the national level. As Thailand has become a middle-income country, UNDP has been seeking to reposition itself, making an effort to shift its approach from a project-based one to policy-level support. However, it has still been running projects that are often parallel to national programmes and activities, relying on the funds it has raised. With shrinking funding base, this mode of operation has put a limitation on the impact it could have. It is also a part of the reason why many UNDP initiatives faced difficulties in ensuring the sustainability of the results achieved. The report found high expectations among the Thai people for UNDP to represent and promote the values that UN espouses. While UNDP engages in a variety of advocacy activities, their scope has been rather limited. The report suggests UNDP to further enhance and broaden the outreach of its advocacy to general public. Book excerpt: This report is the first independent assessment of UNDP programmes in the Philippines by the UNDP Evaluation Office, covering the Country Programme 2005-2009, the eighth programming cycle in the country, and the preceding Country Cooperation Framework 2002-2004. It examines UNDP interventions under the various thematic areas of the programmes, with the aim of providing forward-looking recommendations to assist the UNDP country office and its partners in the formulation and implementation of the next programme cycle. The ADR notes that the Philippine UNDP programme broadly conforms to the UNDP global mandate, and is largely consistent with government priorities. The perceived neutrality of UNDP has permitted the organization to advocate several important issues, such as capacity building at municipal and community levels, and the human security approach in crisis prevention. The UNDP programme has achieved a lot, relative to the financial resources available, through activities with demonstrable results that are likely to be sustainable. The UNDP programme progressed through a broad range of partnership activities. The ADR has identified some limitations in the way in which UNDP has implemented its programme. It has undertaken many smallscale projects, particularly where funding is most constrained, but it has not always found a means of replicating its successful activities. Synergies across programme areas are only just developing, and monitoring and evaluation of the programme has not been systematic. While there are examples of good practices in gender mainstreaming and applying a rights-based approach, overall performance in these areas is uneven across the programme. In order to enhance UNDP contributions to results, UNDP needs to clearly define its niche, focus its efforts, and ensure systematic application of crosscutting issues in programming -- foreword.

He dealt, in particular, with the science underpinning the negotiations for a new global protocol on climate change, as a successor to the Kyoto Protocol. Professor Sachs argued that climate change crises can only be solved through the goals, leadership, and treaty mechanisms of the UN. Edward C. Luck: ARUNA 2006/2007 edition Professor Edward C. Luck is UN Special Advisor on the Responsibility to Protect and Vice President and Director of Studies at the International Peace Academy. From 1984 to 1994, he served as President and Chief Executive Officer of the UN Association of the USA (UNA-USA). Professor Luck's introduction to ARUNA 2006/2007 covered "The responsible sovereign and the responsibility to protect", in which he addressed the scope and content of what was agreed at the 2005 World Summit, the implications of the responsibility to protect (RtoP) for notions of state sovereignty, and some of the conceptual, architectural, and policy challenges then facing UN Secretary-General Ban Ki-moon's commitment to "operationalizing" the responsibility to protect and translating it "from words to deeds". Louise Frechette: ARUNA 2005/2006 edition Ms Louise Frechette is Distinguished Fellow at the Centre for International Governance Innovation, Waterloo, Ontario. Until March 2006, she was the first Deputy Secretary-General of the UN; before that, she was Permanent Representative of Canada to the UN. Ms Frechette's introduction to ARUNA 2005/2006 covered "United Nations reform: an unfinished story". As the first Deputy Secretary-General of the UN, Ms Frechette was uniquely positioned to undertake a personal assessment of what has changed and what has not changed in the past decade at the UN and why. She examined if the UN is functioning better than it was 15 years ago, why reform is so difficult to achieve and what the future holds for the institutions. Rubens Ricupero: ARUNA 2004/2005 edition Mr Rubens Ricupero is Dean of the Fundacno Armando Alvares Penteado (FAAP), Sao Paulo and was formerly Secretary-General of UN Conference on Trade and Development (UNCTAD) and Minister of Finance of Brazil. Mr Ricupero's introduction to ARUNA 2004/2005 covered "The difficulty of building consensus in an age of extremes" and examined the mysteries of the negotiating process leading to the outcome of the 2005 World Summit. Rather than a "Grand Bargain" of a comprehensive UN reformin the areas of development, security and human rights, it is argued that the Summit ended more on a note of lamentation and regret over a missed opportunity. Mr Ricupero concludes that contrary to the daring proclamation at the outset by the Secretary-General, the conditions indispensable to succeed were not in place. Indeed, it was hard to imagine that an ambitious and balanced reform package for the UN could have had any real chance of succeeding.
