Book The Quantum Opportunity Program Demonstration

Download or read book The Quantum Opportunity Program Demonstration written by Allen Schirm and published by . This book was released on 2006 with total page 206 pages. Available in PDF, EPUB and Kindle. Book excerpt: From July 1995 through September 2001, the U.S. Department of Labor (DOL) and the Ford Foundation (Ford) operated a demonstration of the Quantum Opportunity Program (QOP). QOP offered intensive and comprehensive services to help at-risk youth graduate from high school and enroll in postsecondary education or training. QOP was mainly an after-school program providing case management and mentoring, supplemental education, developmental activities, community service activities, supportive services, and financial incentives. These services were provided year-round for five years to enrollees who had not graduated from high school, and were designed to be comprehensive enough to address all barriers to success and to be intensive. To estimate QOP impacts on high school performance and graduation, postsecondary education or training, and risky behaviors, four surveys were conducted using a group of youth enrolled in QOP and a non-participating control group. The current document presents impacts on outcomes measured using data from the fourth survey. In addition to features of the QOP model, the impacts of the QOP demonstration are influenced by how well demonstration sites implemented the QOP model, how much they spent on the program, and the extent to which QOP enrollees participated in the program. It is noted that due to the overall comprehensiveness, intensity and complexity, sites generally did not meet enrollee needs for education or support services. It was also found that most enrollees attended fewer program activities than was stipulated by the participation goal. Primary objectives of QOP were to increase the likelihood of graduating from high school with a diploma, to increase engagement and persistence in postsecondary education, training, or military service, and to improve employment-related outcomes and earnings. Secondary objectives of the program included improving high school grades and achievement test scores, and reducing a broad range of targeted risky behaviors, including as binge drinking, illegal drug use, crime, and teen parenting. Impacts were found to vary significantly on a site-by-site basis but overall, it was found that QOP did not achieve its primary or secondary objectives, although that these shortfalls mask some suggestive evidence of promising effects for particular types of students, especially among younger enrollees. Eight appendixes are included: (A) Obtaining an Evaluation Sample and Conducting Random Assignment; (B) The Baseline Data; (C) Follow-Up Data from the Third Telephone Survey;(D) Outcomes and Subgroups; (E) Weighting, Impact Estimation, and Variance Estimation; (F) Sensitivity Analysis; (G) QOP and Control Group Means for Subgroups; and (H) QOP and Control Group Means for Sites.

Book Civic Engagement as an Educational Goal

Download or read book Civic Engagement as an Educational Goal written by Bertelsmann Stiftung and published by Verlag Bertelsmann Stiftung. This book was released on 2010-07-30 with total page 108 pages. Available in PDF, EPUB and Kindle. Book excerpt: A modern democratic society depends on the civic engagement of its citizens. Growing cultural pluralism and economic globalization have brought greater complexity to all areas of life. Young people in particular need diverse opportunities in order to enrich their experience, to learn about civic responsibility and to strengthen their communities. Furthermore, the topic is important since it shapes a path to overcome social inequalities in education and to use the untapped potential for-and declining interest in-political participation among youth. With the 2007 Carl Bertelsmann Prize for Civic Engagement as an Educational Goal the Bertelsmann Stiftung presents approaches in diverse countries and discusses how they meet the challenge to promote civic engagement in schools and early childhood education and care. The report also gives a short overview of the status quo of civic engagement in Germany and suggests some reforms for the future.

Download or read book Community Programs to Promote Youth Development written by Institute of Medicine and published by National Academies Press. This book was released on 2002-02-12 with total page 432 pages. Available in PDF, EPUB and Kindle. Book excerpt: After-school programs, scout groups, community service activities, religious youth groups, and other community-based activities have long been thought to play a key role in the lives of adolescents. But what do we know about the role of such programs for today's adolescents? How can we ensure that programs are designed to successfully meet young people's developmental needs and help them become healthy, happy, and productive adults? Community Programs to Promote Youth Development explores these questions, focusing on essential elements of adolescent well-being and healthy development. It offers recommendations for policy, practice, and research to ensure that programs are well designed to meet young people's developmental needs. The book also discusses the features of programs that can contribute to a successful transition from adolescence to adulthood. It examines what we know about the current landscape of youth development programs for America's youth, as well as how these programs are meeting their diverse needs. Recognizing the importance of adolescence as a period of transition to adulthood, Community Programs to Promote Youth Development offers authoritative guidance to policy makers, practitioners, researchers, and other key stakeholders on the role of youth development programs to promote the healthy development and well-being of the nation's youth.

Book Diverting Children from a Life of Crime Measuring Costs and Benefits

Download or read book Diverting Children from a Life of Crime Measuring Costs and Benefits written by Peter Greenwood (W.) and published by Rand Corporation. This book was released on 1998 with total page 96 pages. Available in PDF, EPUB and Kindle. Book excerpt: In combating crime in America, little attention has been paid to keeping children from becoming criminals. What benefit might be realized from such an approach, and at what cost? Working from limited data on program efficacy and on criminal careers, the authors of this report made rough estimates of the costs and benefits of four early interventions--prenatal home visits by child care professionals, followed by four years of day care; training for parents with young children who have shown aggressive behavior; incentives to induce disadvantaged high-school students to graduate; and monitoring and supervising young delinquents. All except the first appeared to be at least as cost-effective as a popular but very different approach to crime reduction--California's "three-strikes" law. The advantages of parent training and graduation incentives in particular are so large that some advantage is likely to be found even under assumptions differing substantially from those made here. This report updates information contained in MR-699-UCB/RC/IF, published in 1996.
