This report provides details on the damaged portable concrete barriers, the crash tests and results, and the performance assessment of the damaged portable concrete barriers for MASH Test Level 3 (TL-3) longitudinal barrier evaluation criteria. The damaged portable concrete barriers met the performance criteria for MASH TL-3 longitudinal barriers.

The report will be of particular interest to design and safety practitioners with responsibility for roadside safety improvements. The increasing application of context-sensitive design solutions for highway projects has created a national need for aesthetic improvement of typical highway features. Requests for concrete barrier treatments and bridge rails that contribute to the overall aesthetic experience are increasing. Concrete barriers (e.g., New Jersey, F-shapes, single-slope, and vertical-face designs) are often the barriers of choice in urban and suburban environments. Many transportation agencies and communities have expressed a desire for aesthetic treatments for these standard shapes. To date, there has been limited evaluation to determine which aesthetic treatments are safe and practical. Designers need guidance regarding the safety implications of aesthetic treatments for concrete barriers.

However, since there was a lack of information on the barrier's performance in a construction zone environment, officials of the Virginia Department of Highways and Transportation requested that the Virginia Highway and Transportation Research Council evaluate the performance of the barrier during the widening of the Virginia Beach-Norfolk Expressway (Rte. 44). The scope of the evaluation included (1) a review of the literature on the performance of the concrete "safety shape" barriers, (2) an examination of the accident data before and during construction on Rte. 44 to determine the effects of construction on the frequency and characteristics of traffic accidents, (3) an analysis of tire marks and barrier-involved accidents to determine the effectiveness of the barriers in safely redirecting vehicles, and (4) an examination of the effects of construction on traffic characteristics. The literature review revealed that in using the precast concrete traffic barrier the following factors should be considered: (1) the end of the barrier should never be exposed to oncoming traffic; (2) the barrier joints must be tight for the barriers to act as a system; (3) the longitudinal axis of the barriers should be placed parallel to the roadway, except when the barrier system is started with a flare; (4) the barrier system should have a minimum length of 100 feet (30 m); and (5) the barrier system must have lateral support in order to prevent vehicle penetration. For conditions on Rte. 44, it was found that (1) there was an average of 49 vehicle contacts with the barrier for every reported accident in which the barrier was involved; (2) there was a definite tendency for motorists to stay out of the barrier lane, but avoidance of the barrier lane was reduced as volume increased; and (3) with a 55 mph (88 km/h) posted speed limit, the vehicular speeds were reduced by only a few miles per hour when the barriers were in place. Evaluation of the barrier's performance during the widening of I-95 is recommended, since that highway carries a much higher volume of tractor-trailers than does Rte. 44.

Available in PDF, EPUB and Kindle. Book excerpt: Two approach guardrail transitions for use with concrete safety shape barriers were developed and crash tested. For this study, the transition systems were attached to the New Jersey safety shape concrete barrier; however, it is believed that these transition systems could be easily adapted to the F-shape barrier with no need for further crash testing. Both transition designs were constructed with two nested thrie beam rails measuring 2.66-mm thick. The first transition design was supported by nine W150x13.5 steel posts measuring, 1,981-mm long, while the second transition design was supported by nine 152-mm x 203-mm wood posts measuring 2,134-mm long. For both systems, post spacings consisted on one at 292 mm, five at 476 mm, and three at 952 mm. A triangular-shape concrete curb was constructed below the thrie beam rail on each approach guardrail transition system. The two transition systems successfully met the Test Level 3 requirements specified in NCHRP Report 350, "Recommended Procedures for the Safety Performance Evaluation of Highway Features."

Construction personnel would like to use PCBs in temporary situations along roadways where the use of a bituminous or concrete pad is impractical and costly. However, when PCBs are placed on soil foundations with no anchorage, they tend to dig into the soil, causing the barrier sections to rotate or overturn. The objective of this research was to develop a device which will allow temporary PCBs placed on soil foundations to translate without significant rotation when impacted by errant vehicles. This device was developed and successfully tested to Test Level 3 of the National Cooperative Highway Research Program (NCHRP) Report No. 350.

Book excerpt: The purpose of the testing reported herein was to assess the performance of the free-standing single slope concrete barrier (SSCB) with cross-bolt connections according to the safety-performance evaluation guidelines included in American Association of State Highway and Transportation Officials' Manual for Assessing Safety Hardware (MASH) for Test Level Four (TL-4). The crash test performed was in accordance with MASH Test 4-12 criteria, which involves a 10000S single unit truck impacting the barrier at a target impact speed and angle of 56 mi/h and 15°, respectively. The free-standing SSCB with cross-bolt connection successfully contained and redirected the single unit truck. The barrier performed acceptably for MASH Test 4-12. The maximum dynamic and permanent barrier deflections were each 33.0 inches. In addition to the TL-4 crash test, researchers performed a detailed finite element analysis to determine the expected lateral deflection of the barrier under MASH Test 4-11 conditions, which involve impacting the barrier with a 2270P pickup truck vehicle with a target impact speed and angle of 62 mi/h and 25°, respectively. The maximum lateral barrier deflection for the pickup truck impact was estimated to be in the range of 12.5 inches to 16.8 inches.
