Book Evaluation of Safeguards Procedures

Download or read book Evaluation of Safeguards Procedures written by and published by . This book was released on 1979 with total page pages. Available in PDF, EPUB and Kindle. Book excerpt: A methodology for the evaluation of safeguards procedures is described. As presently conceptualized, the methodology will consist of the following steps: (1) expansion of the general protection requirements that are contained in the NRC regulations into more detailed but still generic requirements for use at the working level; (2) development of techniques and formats for using the working-level requirements in an evaluation; (3) development of a technique for converting specific facility protection procedures into a format that will allow comparison with the working-level requirements; (4) development of an evaluation technique for comparing the facility protection procedures to determine if they meet the protection requirements.

Book A Methodology for Safeguards Evaluation and Its Application to Mixed Oxide Fuel Fabrication

Download or read book A Methodology for Safeguards Evaluation and Its Application to Mixed Oxide Fuel Fabrication written by Mohammad Ali Azarfar and published by . This book was released on 1982 with total page 524 pages. Available in PDF, EPUB and Kindle. Book excerpt: This study focuses on the development of a methodology to evaluate safeguardability of various processes in the nuclear fuel cycle. National and international implementation of safeguards systems has been investigated. It was concluded that proliferation is purely a political question that, hopefully, can be prevented by international norms and diplomacy; it does not depend on technical differences between the different processes. On the other hand, the prevention of diversion does depend on technical barriers implemented in nuclear facilities. Therefore, different processes with different technical fixes might have varying degrees of resistivity against diversion. Safeguardability of a process can not be evaluated in absolute terms; rather it can be compared with and ranked against another process. In addition, processes by themselves can not be compared; only plants embodying processes can be compared. This is because processes are not safeguardable but plants incorporating them are. A methodology was developed which compares and ranks various processes in the nuclear fuel cycle. It estimates the weights of different safeguard characteristics of a nuclear facility and calculates a dimensionless number --safeguards index-- for each process under evaluation. By comparing these safeguards indices, one is able to rank processes against each other. As a case study, comparison of two fast reactor fuel fabrication processes, pelletization and spherepac, were selected. At present, no fast reactor fuel fabrication facility exists on a commercial scale. Hence, two fuel fabrication facilities, each incorporating one process, were designed, in enough detail to make the safeguards comparison possible. Safeguards indices were calculated for these two plants based on the information derived from their designs. The result revealed that the spherepac process is higher in rank relative to the pellet process; the spherepac process is simpler to safeguard relative to the pellet process. Derivation of some of the data used in calculation of safeguards indices was based partly upon subjective judgment. A sensitivity analysis was conducted to test the dependency of the result on subjective judgment. It was concluded that as long as the probability estimation and numerical value assignments remain in a reasonable range, the method is relatively insensitive to subjective judgment.

Book Report of the Independent Panel on Safeguards Assessments

Download or read book Report of the Independent Panel on Safeguards Assessments written by International Monetary Fund and published by International Monetary Fund. This book was released on 2005-01-04 with total page 13 pages. Available in PDF, EPUB and Kindle. Book excerpt: In its March 2002 review of the Safeguards Assessments (SA) policy, the Executive Board of the IMF indicated that an independent panel should be involved in the next review of the SA policy in early 2005. To meet this requirement, a panel of four deputy central bank governors from different regions was convened (see Attachment I). The panel was asked to determine whether safeguards assessments have been successful in meeting their stated objectives, and what, if any, improvements could be made to the safeguards policy and process going forward. The panel’s terms of reference are included as Attachment II.

Book Financing Pulp Mills An Appraisal of Risk Assessment and Safeguard Procedures

Download or read book Financing Pulp Mills An Appraisal of Risk Assessment and Safeguard Procedures written by Machteld Spek and published by CIFOR. This book was released on 2005-01-01 with total page 104 pages. Available in PDF, EPUB and Kindle. Book excerpt: This study analyses the risk assessment and socio-environmental safeguard procedures associated with the financing of pulp mill projects. The type and cost of the fibre source is clearly key to the economic competitiveness of any pulp mill. Nevertheless, investment institutions often carry out only limited assessment of the fibre source of the proposed mill. Although a growing number of financial institutions have adopted policies to employ social and environmental safeguard screening for investments in developing countries and transitioning economies, the scope of such screenings is in fact quite limited and they are often implemented ineffectively. Book Review of Institutional Safeguards

Download or read book Review of Institutional Safeguards written by International Monetary Fund and published by International Monetary Fund. This book was released on 2022-06-30 with total page 129 pages. Available in PDF, EPUB and Kindle. Book excerpt: Ensuring the integrity of data and analysis is fundamental to the Fund’s ability to deliver on its mandate. As part of the Fund’s institutional safeguards review, a Working Group on Data and Analysis Integrity (WGDAI) was established to assess the possible need for changes in processes safeguarding the integrity of data and analysis at the Fund. The IMF primarily uses data supplied by its membership to fulfil its core mandate. The IMF has initiated and progressively enhanced a number of initiatives to help members prepare official data of adequate quality. Assessing data integrity and supporting countries’ efforts to achieve high standards has required a sustained commitment on the part of the Fund.

Book Comprehensive Safeguards Evaluation Methods and Societal Risk Analysis

Download or read book Comprehensive Safeguards Evaluation Methods and Societal Risk Analysis written by and published by . This book was released on 1982 with total page pages. Available in PDF, EPUB and Kindle. Book excerpt: Essential capabilities of an integrated evaluation methodology for analyzing safeguards systems are discussed. Such a methodology must be conceptually meaningful, technically defensible, discriminating and consistent. A decompostion of safeguards systems by function is mentioned as a possible starting point for methodology development. The application of a societal risk equation to safeguards systems analysis is addressed. Conceptual problems with this approach are discussed. Technical difficulties in applying this equation to safeguards systems are illustrated through the use of confidence intervals, information content, hypothesis testing and ranking and selection procedures.
