The operational goal for Nicaragua’s National Human Development Plan is economic growth with increased employment and reduced inequality and poverty. The results for 2007–10 highlight a significant reduction in inequality among Nicaraguans based on better distribution of income and consumption. This has been possible owing to redistributive government policies with positive results, economic recovery, and positive economic growth in the midst of a world financial and economic crisis.

Book excerpt: This Poverty Reduction Strategy Paper for Nicaragua reports that the most pressing demand for the majority of Nicaraguans is employment generation and economic growth. The National Development Plan (NDP) gives priority to actions that improve the investment climate and promote productive development—considering the competitive potential of the territories—giving a better position to Nicaragua in the trading world through increased foreign investment. The NDP establishes a more effective regulatory framework, and promotes competition and a legal framework that guarantees property rights and lowers domestic transaction costs.

Book Impact Evaluation of a Conditional Cash Transfer Program

Download or read book Impact Evaluation of a Conditional Cash Transfer Program written by John Maluccio and published by Intl Food Policy Res Inst. This book was released on 2005 with total page 78 pages. Available in PDF, EPUB and Kindle. Book excerpt: In 2000, the Nicaraguan government implemented a conditional cash transfer program designed to improve the nutritional, health, and educational status of poor households, and thereby to reduce short- and long-term poverty. Based on the Mexican government's successful PROGRESA program, Nicaragua's Red de Proteccion Social (RPS) sought to supplement household income, reduce primary school dropout rates, and increase the health care and nutritional status of children under the age of five. This report represents IFPRI's evaluation of phase I of RPS. It shows that the program was effective in low-income areas and particularly effective when addressing health care and education needs. The report offers the first extensive assessment of a Nicaraguan government antipoverty program.

Available in PDF, EPUB and Kindle. Book excerpt: The current government has succeeded in reorienting economic policies after a series of shocks and an initial weak policy response. Revised real GDP growth targets are feasible with sustained prudent macroeconomic policies and institutional reforms. The medium-term macroeconomic framework centers on sustained prudent fiscal and monetary policies. The Poverty Reduction Strategy Paper (PRSP) could include a more detailed description of the actions being implemented to strengthen the financial system. The pursuit of fiscal discipline to restore macroeconomic stability has dominated the second year of strategy implementation.

Book Nicaragua Poverty Assessment

Download or read book Nicaragua Poverty Assessment written by Weltbank and published by . This book was released on 2012 with total page pages. Available in PDF, EPUB and Kindle. Book excerpt: Nicaragua is a small, open economy that is vulnerable to external and natural shocks. With an estimated Gross National Income (GNI) per capita of US$1000 in 2006, and a total population of 5.2 million, it is one of the poorest countries in Latin America. Forty six percent of the population lived below the poverty line in 2005 (while 15 percent lived in extreme poverty), and the incidence of poverty is more than twice as high in rural areas (68 percent) than in urban areas (29 percent). Nicaragua's social indicators also rank among the lowest in the region, commensurate with its relatively low per capita income level. Nicaragua's long-term development vision is set out in its National Development Plan (NDP), 2005-2009, which gives greater importance to economic growth than the strategy document that preceded it. This also serves as its second Poverty Reduction Strategy (PRS). The goals of the PRS incorporate the MDGs, and establish medium (2006-2010) to long term targets (2015). By 2005, the country had made satisfactory progress on meeting the PRS/MDG targets for reducing extreme poverty, increasing net primary enrollment, and reducing infant and child mortality. This National Development Plan is being revised by the new government that took office on January 2007, which has expressed interest in maintaining policy continuity in those areas that have shown progress and tackling pending development challenges. These include efforts to improve the country's growth performance while reducing poverty, macroeconomic stability as a necessary, although not sufficient, condition to stimulate growth, and reduce poverty, a special focus on social issues that impact the poorest, including the MDGs, and environmental sustainability. Programmatic priorities for the new administration include a renewed focus on poverty reduction using a multi-sector approach, implementing pragmatic solutions to the energy crisis for the short to medium term; expanding water and sanitation services with environmentally sustainable solutions; sharing economic growth more broadly to tackle hunger, malnutrition and poverty; placing greater emphasis on preventive health and continuing social protection programs; extending illiteracy programs and improving education services, and pursuing municipal decentralization, state modernization, and good governance.

Book Nicaragua Development Policy Review

Download or read book Nicaragua Development Policy Review written by Weltbank and published by . This book was released on 2013 with total page pages. Available in PDF, EPUB and Kindle. Book excerpt: This document reviews Nicaragua's development agenda from a growth perspective. That focus emerges from the country's Poverty Reduction Strategy Paper (PRSP), which traces the widespread poverty observed in Nicaragua, to the collapse of the 1980s, and considers a continued, broadly-based economic recovery as the best way to eliminate it. The focus on growth guides the review of policy developments in various economic, social, and infrastructure sectors. The Development Policy Review (DPR) has the objective of providing analytical underpinnings, both for the Government in developing and refining its growth strategy, and the Bank and other donors, in designing their assistance programs for Nicaragua. The macroeconomic program agreed with the International Monetary Fund (IMF) seeks to promote sustained growth, and poverty reduction in a stable manner, by connecting the country's large fiscal, and external imbalances, addressing key vulnerabilities, and removing long-standing barriers to growth. Key focal points of the program are measures to improve governance, and accountability in the public, private sectors, rein in sustainable government spending, raise the tax effort, and strengthen the banking sector. On the structural front, significant advances were made in 2002 in education and health, including strengthening of the public sector management, through an integrated financial management system, and other important reforms. However, key macroeconomic challenges outline the country's continuing dependence on a few primary commodity exports and aid, both of which have contributed significantly to the high level of economic volatility. A second issue concerns the sustainability of Nicaragua's macroeconomic framework, a weak spot in policymaking, deserving careful attention. To address shortcomings, the report suggests accompanying the Fiscal Transfers Law with additional measures, or legislation that 1) defines the spending responsibilities; 2) strengthens project planning and executing capacities of the weaker municipalities; and, 3) establishes appropriate accountability, and financial management mechanisms. In addition, the pension reform initiated in the mid-1990s, seeks to replace the current defined-benefit, pay-as-you-go system, by a defined-contribution system. The status of the pension reform is being reviewed, reassessing its fiscal costs with assistance form the Bank.

Book Central America Social Expenditures and Institutional Review

Download or read book Central America Social Expenditures and Institutional Review written by Weltbank and published by . This book was released on 2016 with total page pages. Available in PDF, EPUB and Kindle. Book excerpt: Nicaragua has had decent economic growth in the past decade, which has contributed to substantial poverty reduction (the largest in Central America), as well as improvements in human development indicators. Fiscal accounts have deteriorated recently, which may pose some challenges to the sustainability of current levels of financing for social sector expenditures. Better planning and monitoring of social spending are needed to improve Nicaragua's budget management. While Nicaragua has a medium-term development plan, the use of results-oriented budget formulation is still in its early stages. Low and inefficient public spending in education, coupled with outdated legal and institutional frameworks and high dropout rates present are significant barriers to increasing enrollment and providing quality education. Progress in key areas such as child and maternal mortality, but lowest per capita health spending in Central America, as well as institutional and governance challenges limit coverage and quality of services. There is need for increased spending in social assistance interventions, better coordination among implementing agencies, and revised targeting to ensure decent coverage of programs among the poorest. Government policies also reflect the need for improved controls and implement social audits, which are considered a pillar of participatory governance. However, these still need to be implemented on a broader scale and publicly disseminated.
