LACDMH has partnered with the Los Angeles Dodgers for several years to expand the reach of the campaign to the Major League Baseball team's audience and spread the WhyWeRise messages to the Dodgers' extensive Hispanic fan base-a key county demographic with attitudes toward mental illness that sometimes differ from those of other ethnic groups. The LACDMH/Dodgers campaign focused on awareness of resources and stigma reduction among Hispanic county residents. This report builds on prior RAND work and provides an evaluation of the reach of the 2022 Dodgers campaign overall and a focus on the reach to (and potential impact of outreach on) attendees of 2022 Dodger games. Results indicate that the Dodgers campaign reached a substantial percentage of Los Angeles County residents: 12 percent of adults and 27 percent of youth reported exposure to the campaign, translating to more than 800,000 adults and more than 400,000 youth reached. The campaign was effective in targeting Hispanic- or Latino-identifying residents, who made up 71 percent of youth who were campaign-exposed and 58 percent of adults exposed. In summary, there is evidence that the Dodgers campaign successfully reached Los Angeles County residents, particularly Hispanics and young adults, and that those reached were more aware of key county mental health resources.

Book excerpt: The Los Angeles County Department of Mental Health recently undertook a community engagement campaign that sought to increase awareness of mental health access as a civil rights issue and increase civic engagement. The WeRise/WhyWeRise campaign was composed of a website (whywerise.la); social media outreach through Facebook, Instagram, and Twitter; and, as its centerpiece, the WeRise event, an immersive experience in downtown Los Angeles in which visitors were exposed to an art gallery, rally, performances, panels, and workshops. To evaluate how well the campaign met its goals, RAND conducted an in-person survey of WeRise attendees; a social media analysis of Twitter conversations related to WeRise/WhyWeRise, mental health, mental illness, and well-being; and a web-based survey of a broader population of Los Angeles youth in the age range targeted by WeRise/WhyWeRise. Overall, the evaluation found evidence that the WeRise/WhyWeRise mental health campaign had impressive reach into the Los Angeles community, with one in five young people exposed to the campaign in some way during the brief period examined. There is early evidence that the campaign might be associated with positive outcomes, such as increased supportive and understanding attitudes toward people with mental illness, awareness of the challenges people with mental illness face, knowledge of how to get help for mental health challenges, and, importantly, empowerment and mobilization toward activism around mental health issues.

Book excerpt: In May 2018, the Los Angeles County Department of Mental Health (LACDMH) launched WhyWeRise, a social marketing campaign intended to promote community engagement with mental health issues and create a movement to address barriers to mental health access. The campaign targets youth ages 14-24, with the goal of activating youth to advocate for well-being and access to quality mental health care as civil rights. A year later, the campaign still embodies the same general themes, but there was an increased emphasis in 2019 on confronting challenges to mental health and well-being. The current phase of the campaign notes the importance of feeling that life has purpose or meaning, the centrality of hope to well-being, and the need to obtain social support and provide it to others. In both 2018 and 2019, a central part of the WhyWeRise campaign was the WeRise event, which offers a large art gallery, a rally, performances, panels, and workshops. To gain insight into the WhyWeRise reach and impact, RAND evaluated the campaign broadly and the WeRise event specifically, through in-person interviews of WeRise event attendees and an online survey of youth throughout Los Angeles County. The in-person survey looks at the experiences of those who attended the WeRise event, while the online survey allows for comparison of those who were exposed to the WhyWeRise campaign (through the WeRise event or other means) with those who were not exposed to the campaign.

The primary aim of the fall 2020 WhyWeRise campaign was to continue to raise awareness of resources available to support mental health in Los Angeles County, increase perceptions of support, and foster feelings of hope and connection. WhyWeRise includes WeRise events each spring. Because of the coronavirus disease 2019 (COVID-19) pandemic, WeRise events in 2021 were held both online and in person. LACDMH and the California Mental Health Services Authority commissioned the RAND Corporation to conduct an evaluation of the reach and impact of the fall 2020 WhyWeRise campaign and the 2021 WeRise online events. Surveys found that WhyWeRise successfully reached Los Angeles County residents, especially Hispanic residents and those who are economically and educationally less advantaged. Those whom the campaign materials reached agreed that the materials made them feel that their mental health was important. Los Angeles County residents exposed to the campaign were more likely to be aware of the information and resources offered by LACDMH and to say that LACDMH is available for them if they need help. Those who attended WeRise online events said they felt empowered by the events, connected to community, and hopeful about the future. They also said that they knew where to find mental health resources.

Book excerpt: In 2019, Los Angeles County, in partnership with the Los Angeles Sparks basketball team, conducted a promotional campaign involving a series of events and associated materials under the title "Spark the True You" (STTU). The campaign's goals were to destigmatize mental illness by normalizing the experience of mental health problems; to educate, assist, and activate a community of support for military women, women veterans, and their families; and to highlight the value of women veterans to their communities. Many women veterans experience posttraumatic stress disorder or depression or have experienced military sexual trauma, and rates of suicide are 1.8 times higher among women veterans than nonveterans. STTU involved events related to employment opportunities, veteran programs, stress management, self-care, families as sources of both stress and support, rehabilitation, homelessness, and diet and exercise, and STTU was also integrated into Sparks games. In addition to the games and events, advertisements on local television, posts on social media, and street advertising were used to promote awareness of STTU and its messages. The project team evaluated the reach and impact of the campaign using online and in-person surveys. Overall, although the STTU campaign sometimes struggled to reach individuals, it successfully provided new information about how to improve mental health and access relevant resources among those it did reach. The most-successful methods of outreach appear to have been Sparks games and social media posts. Most participants perceived STTU events and materials as providing new information about the key topics targeted by the campaign, including mental health and how to connect to care.
