Book excerpt: This final report presents the findings, conclusions and recommendations of the Evaluation of European Union (EU) Support to Gender Equality and Women's Empowerment (GEWE) in Partner Countries, commissioned by the Evaluation Unit of the Directorate-General for International Cooperation and Development (DG DEVCO). The objectives of the evaluation are: (a) to provide the relevant external cooperation services of the EU, Member States, the EU Parliament and the wider public with an overall independent assessment of the EU's past and current support to GEWE in partner countries; and (b) to identify key lessons, assess results thus far, and to produce strategic, operational and forward-looking recommendations in order to improve current and future EU and Member State strategies, programmes and actions. The evaluation focuses on gender mainstreaming in EU development cooperation, as called for in the EU Plan of Action on Gender Equality and Women's Empowerment 2010-15 (GAP). In particular the evaluation focuses on how gender mainstreaming has been implemented by the European Commission Services (EC Services), the European External Action Services (EEAS) and two Member States (MS), the Netherlands and Spain. The evaluation assesses also the extent to which EU/EC cooperation (policy, strategies, programmes/projects) has been relevant, efficient and effective in supporting sustainable impacts on GEWE in partner countries in the period 2007-13.

The aim of this book is to provide an overview of both European Union’s (EU) gender policies and gender balance in EU institutions. It does so by looking at gender equality policies and the EU legal system concerning gender equality, women’s representation within diff erent institutions (and more particularly in the European External Action Service), gender rights as a type of human rights and the EU’s role in the external promotion of womens’ rights in third countries. The analysis shows that women’s representation in the EU institutions has increased in the last decades and that the EU has strengthened its att ention to gender rights in its external relations as well, however the results of both att empts are far from being fully satisfactory.

Against this background, this European Implementation Assessment seeks to provide an initial assessment of the strengths and weaknesses of GAP II at its first milestone: the end of its first year of operation in third countries. Given the short timeframe of the evaluation, this study presents some preliminary findings on the achievements and shortcomings in the application of GAP II, but also aims to assess the new framework itself. Moreover, it provides Members with a number of opportunities for action and recommendations for improving EU performance on promoting and protecting gender parity and women's empowerment in partner countries.

Book excerpt: The 4th World Conference on Women, held in Beijing in 1995, officially adopted the Beijing Declaration and Platform for Action for Equality, Development and Peace (BPfA). The BPfA outlines strategic objectives and actions to be taken by the international community, national governments and civil society for the promotion and protection of human rights for women and the girl child as inalienable, integral and indivisible elements of universal human rights and fundamental freedoms of all women throughout their lives. By signing up to the document, the 27 Member States of the European Union (EU) officially acknowledged their responsibility for taking action to implement the BPfA and undertook to monitor and report on progress in each of the areas of concern. Although primary responsibility for the advancement of women lies with national governments, the EU was involved in drawing up the Beijing Declaration and supports its Member States in taking action. Since 2010 the European Institute for Gender Equality (EIGE) has been supporting the Presidencies of the Council of the European Union in the follow-up to the BPfA. Denmark, which holds the Presidency of the Council of the EU during the first half of 2012, decided, in cooperation with the Commission, the High Level Group on Gender Mainstreaming and EIGE to review the area entitled Women and the Environment focusing on gender equality and climate change and thereby to propose indicators in this area. Two important dimensions of objective K.1 have been considered: women's participation in climate change decision making at the national, EU and international levels, and the proportion of women tertiary graduates in scientific and technical fields related to climate change. Book excerpt: This paper looks at how gender equality and women's empowerment are considered in the policies and actions supporting the integration of third-country nationals through education and training. Embedding a gender equality perspective in all policy sectors, including in the integration of third-country nationals, education and training, is a legal and political obligation for the EU institutions and Member States. Gender- sensitive policy-making can contribute to the development of policies and measures that respond to the distinct needs and interests of diverse groups of women and men third-country nationals. It can also serve to further advance gender equality in the EU. The paper is based on a small-scale study and draws on: 1) a review of EU policies on migrant integration and education; and 2) a review of five Member States' (France, Germany, Greece, Italy, Sweden) policy frameworks and gender-specific actions. The findings show that the EU and its Member States can - and should - do much more and much better on the gender equality and women's rights aspects of integration and education of third-country nationals. The commitment to the dual approach to gender equality - combining gender mainstreaming and specific actions - is hardly reflected in policies, programmes and projects for the integration of third-country nationals through education.

Each aspect is addressed from a more human rights-focused angle and a development-policy angle. This allows comparisons between the different approaches but also seeks to close gaps which would remain if only one perspective would be at the center of the discussions. Specifically, the book shows the strong connections between human rights and the objectives of the 2030 Agenda for Sustainable Development and the Sustainable Development Goals adopted by the United Nations in 2015. Already the preamble of this document explicitly states that "the 17 Sustainable Development Goals ... seek to realise the human rights of all". Moreover, several goals and targets of the 2030 Agenda correspond to already existing individual human rights obligations. The contributions of this volume therefore also address how the implementation of human rights and SDGs can reinforce each other, but also point to critical shortcomings of the different approaches.
