This phase was commissioned to provide a comprehensive overview of the CPP Disability Program (CPPD), and to examine issues of rationale, impacts, achievement of objectives, and alternatives. The introduction provides background on the history & purpose of the CPPD, reviews recent CPPD experiences, and describe the evaluation criteria & methodology. Chapter 2 explains the rationale for public disability insurance, with reference to experience in other countries and to the role of the federal government. Chapter 3 presents evaluation findings that discuss key features of the CPPD, including characteristics of beneficiaries, the income replacement capability of the CPPD, eligibility criteria, claim patterns & caseloads, the use of CPPD benefits as economic grants, claims adjudication, appeals, program abuse & reassessments, support for rehabilitation, and program costs & funding. Comparisons are made with the Quebec disability program. The final chapter summarizes alternatives & suggested changes to the CPPD to better meet the needs of persons with disabilities while maximizing program effectiveness.

Book excerpt: The objective of the National Vocational Rehabilitation Project is to identify suitable disabled Canada Pension Plan beneficiaries residing in Canada and provide them with the necessary vocational rehabilitation services that will allow for a return to meaningful employment. Services are provided through a network of rehabilitation contractors. This document reports on the evaluation of the Project conducted in summer 1996. The evaluation is based on a client survey, interviews with key stakeholders, a review of administrative data & literature, and focus group consultations. After an introduction on the Project, the evaluation methodology, the document explains unique features of the Project, organizational constraints, and characteristics of beneficiaries. Section 3 discusses Project performance with reference to the rationale for a rehabilitation function as part of the Canada Pension Plan disability benefits program, the client selection process, the determinants of successful rehabilitation, incentives/disincentives to rehabilitation & voluntary participation in the Project, the adequacy of external contracting, service effectiveness, the integration of rehabilitation services, and Project resources. Section 4 evaluates Project impacts on caseload management, independent living, and on other matters such as earnings. Finally, implications of the evaluation findings are discussed, with specific options for improving and refining particular aspects of the Project. The appendix includes survey technical notes, a copy of the survey instrument, and selected responses to the survey questions.

Book excerpt: In 1987, disability benefits under the Canada Pension Plan (CPP) were raised by more than 150 per month, while Quebec Pension Plan (QPP) benefits were unchanged. The purpose of this study is to use this policy change to estimate the elasticity of the labour supply response for older persons with respect to DI benefits. Data from the Survey of Consumer Finances is matched up with information on the benefits available under CPP and QPP. Two types of estimates are computed. The first focuses on the labour supply effect of the change in benefits. The second exploits the underlying variation in the impact of the change across workers within the CPP and QPP plans.
