Book excerpt: Conservation programs administered by the U.S. Department of Agriculture (USDA) have significantly influenced landscape conditions in the Prairie Pothole Region of the United States. Approximately 2,200,000 ha (5,436,200 acres) in the Prairie Pothole Region are enrolled in either the Conservation Reserve Program (CRP) or Wetlands Reserve Program (WRP). The ecosystem services provided by lands in these programs are diverse, ranging from improvements in local and broad-scale environmental conditions, such as air and water quality, and reduction of hazard risks, such as floodwater storage, to an improved ability to conserve the Nation's biological resources and provide increased recreational opportunities (Knutsen and Euliss, 2001; Allen and Vandever, 2003). Collectively, these services provide benefits valued by a broad spectrum of American society; however, the failure to quantify the full range of benefits provided by these programs has led to increasing scrutiny regarding their actual value. For example, the President's Budget and Performance Integration Initiative requires that Federal programs demonstrate effectiveness, accurately account for the expenditure of program dollars, and document results achieved. Consequently, developing approaches that meet these new accountability guidelines is critical to ensuring the continued funding of Federal conservation programs. This is particularly relevant for both the CRP and WRP, which have not yet achieved a rating of “effective” according to the Program Assessment Rating Tool administered by the Office of Management and Budget.

Book excerpt: The 64-million-acre Prairie Pothole Region in the north-central United States provides breeding grounds for over 60 percent of key migratory bird species in the United States. During much of the 20th century, the draining of wetlands and the conversion of prairie to cropland has reduced bird habitat. Under the Small Wetlands Acquisition Program, the Department of the Interior's U.S. Fish and Wildlife Service (the Service) aims to sustain remaining migratory bird populations by permanently protecting highpriority habitat. Some habitat is temporarily protected under the Department of Agriculture's Conservation Reserve Program. In this context, GAO examined (1) the status of the Service's acquisition program in the region, (2) the Service's habitat protection goals for the region, and (3) challenges to achieving these goals. To answer these objectives, GAO examined Service land acquisition data and projected rates of habitat loss.

Book excerpt: Historically, the Prairie Pothole Region (PPR) of North America was characterized by myriad semi-permanent, seasonal, and temporary wetlands interspersed among rivers in a context of prairie uplands. These wetlands have supported millions of en route and breeding wetland-dependent birds. Today, expanses of the PPR landscape are dominated by intensive agriculture, and many of the remaining habitats have been impacted by altered water regimes, increasing sedimentation, and changes in plant communities. Climate change is likely to cause further alterations by shifting the seasonal availability and distribution of water and vegetation communities. Climate change will also affect the phenology (annual recurrence of phenomena) of vegetation green-up, seed production, and insect emergence. In concert, these changes could alter the capacity of PPR habitats to support waterbirds. Consequently, natural-resource managers and conservation planners in the PPR have an immediate need for effective tools that can evaluate the effects these changes would have on wetland-dependent bird communities. To that end, a team of U.S. Geological Survey (USGS) scientists and cooperators with expertise in the sciences of climate, hydrology, and ecology has convened to address the potential impacts of climate change on wetland-dependent bird species in the PPR. This team is developing a set of products, including: (1) a synthesis of current knowledge on the interrelationships of climate, wetlands condition, and bird communities; and (2) data on historical and future projections of climate (these projections will be formatted for use in standard mapping software). We will develop models to: (1) forecast effects and biological outcomes of climate change on water quality and quantity in wetlands and riverine ecosystems of the PPR; (2) elucidate relationships between climate, streamflow, water management, and wetland plants; and (3) understand and forecast bird responses to changing habitat conditio
