This study presents an assessment of impacts achieved at the level of individual EU Member States and Associated Countries during the fifteen years of investment between 2000 and 2015 (covering the 6th, 7th and the current 8th Framework Programme Horizon 2020). For a considerable number of countries, the study is the first ever attempt to assess the extent and the impacts of participation in the FPs at a country level. This study was launched by the European Commission to better understand and communicate the impact of FPs and to further maximise its European Added Value in the future.

Book excerpt: This study is conducted in the context of the evaluation of the European Union Framework Programmes for Research, Technological developments and Demonstration Activities (FPs). It is one of the preparatory studies being undertaken for the overall ex post evaluation of the FP7 (2007-2013). It aims at assessing the participation of Research Performing Organisations (RPOs) in FPs, the impact of FPs on the different dynamics and functioning of RPOs in the EU and the role of RPOs in the development of the FPs and EU research and innovation policy. The scope of the study covers FP6 and FP7 funded research projects that involve the participation of RPOs based in the EU28 Member States and some RPOs based in Associated and Third Countries (e.g. the US). The current report presents the results of the evaluation based on information collected through primary and secondary sources of information. Primary data collection has been conducted through in-depth interviews with representatives of selected RPOs across 16 MS, Norway, and the US, as well as with European associations of RPOs and representatives of the European Commission. Secondary sources have been used to collect both qualitative information from literature reviews and quantitative information from various databases (e.g. CORDA and Scopus).

Book excerpt: The objective of the study "Assessing the reproducibility of research results in EU Framework Programmes for Research" is to assist the European Commission in understanding, testing and monitoring the progress of reproducibility over time and across the programmes. The study primarily focused on the state of reproducibility during the implementation of Horizon 2020. The study relied on a mixed-methods research design, combining qualitative textual analysis of 50 Horizon 2020 projects, quantitative assessment of 300 Horizon 2020 projects, as well as a large-scale survey programme of researchers, journal editors, and research funders. The data collected indicates that while reproducibility of research is an important principle to stakeholders overall, the level of implementation of reproducibility-related practices is very mixed depending on the specific reproducibility-related factor. Our findings suggest that the key barriers for reproducibility are cultural factors in the scientific field (e.g. pressure to publish, lack of recognition of reproducibility-related research practices) and the perception that reproducibility is costly in terms of time and resources. Based on these findings, this study provides a comprehensive set of recommendations for research funders to overcome the existing barriers and increase reproducibility of EU-funded research and innovation.

Book excerpt: Article 185 of the Treaty for the Functioning of the European Union (TFEU) gives the EU the possibility to participate financially in multiannual research programmes proposed by several Member States including countries associated to the EU's framework programmes for R&I. This Staff Working Document (SWD) builds mainly on the main findings from seven individual evaluations and the results of public stakeholder consultations. It is focused on the overarching issues that concern all initiatives. The evaluation of Article 185 initiatives shows that individual initiatives are all well on track to achieve their objectives. Article 185 initiatives have been have been successful in creating long-term R&I partnerships and networks between research funders and governments, contributing to the European Research Area (ERA). They mobilise significant investment in transnational research projects in important policy areas, both globally and/or regionally. There is substantive evidence that participation in Article 185 initiatives will not replace national programmes but is used to strengthen the transnational dimension of national R&I systems in general. While all initiatives demonstrate good achievements in scientific and managerial integration, only few show evidence of strong financial integration.

Book excerpt: Investing in research is considered essential for achieving smart, sustainable and inclusive growth and jobs in Europe. The framework programme (FP) is the EU's primary instrument for the creation of the European Research Area. FPs are expected to produce European added value, so the principle of juste retour does not apply here. Research needs to be of the highest quality, produced in international collaboration and selected on a competitive basis. Under these conditions, uneven participation is unavoidable. However, FP participation appears to be biased against an entire region of the EU. After almost 20 years of access to the opportunities of the FPs, the EU-13 countries are still lagging behind the EU-15. Moreover, the knowledge that is produced needs to be applied in national contexts, and the FPs also aim to increase cohesion and promote social responsibility. This is why uneven participation is an issue that impacts on the achievement of the higher objectives of the EU FPs as such. The aim of this study is to explore, identify and shed light on the reasons for the low participation and success rate of the EU-13 countries, in order to improve their future performance in Horizon 2020 and FP9. A combination of methods was used to achieve this aim. The study includes an extensive literature review on various aspects of EU-13 participation in FPs, a comprehensive data analysis to allow a number of hypotheses regarding the origins of the low participation and success rates of the EU-13 countries in FP7 and Horizon 2020 to be tested empirically, an online survey among public research institutions, universities and business enterprises, and interviews with policy-makers. The results point in the direction of possible solutions. Some solutions will be the responsibility of each Member State government. The EU needs to take action where low participation is caused by the design and governance of the FPs, as well as where patterns of participation, which have emerged over time and have now become self-reinforcing, create barriers to entry.

Book excerpt: The annex is a complementary input into the study supporting the European Commission's (EC) ex-post evaluation of the Societal Challenges 1, 6 and 7 of the EU Research and Innovation Framework Programme Horizon 2020. It provides a comprehensive analysis of the evaluation questions listed under tender specifications (see Table 1), supplementing the syntax analysis provided in the Final Report. Under this study, the term 'Resilient Europe' is understood as encompassing activities that contribute to building a more resilient Europe in terms of addressing the societal challenges: 1) Societal Challenge 1 (SC1): Health, demographic change and wellbeing; 2) Societal Challenge 6: Building more innovative, inclusive, resilient societies; 3) Societal Challenge 7: More secure societies. Additionally, the answers focus on specific public-public and public-private partnerships. The document is divided according to each Societal Challenge (SC1, SC6, SC7) and organised by the Better Regulation (BR) criteria. The exception applies to the Efficiency analysis, which was complemented as one chapter for all assessed programme parts upon the agreement with the EC. The table below presents short descriptions of each of the evaluation criteria. In addition, the 2 partnership-specific evaluation criteria - additionality and transparency and openness - apply to all partnerships assessed under this study.

Book excerpt: To support countries in reforming their research and innovation systems, the Directorate-General for Research & Innovation (DG RTD) of the European Commission set up a Policy Support Facility (PSF) under the European Framework Programme for Research & Innovation 'Horizon 2020'. It aims to support Member States and associated countries in improving their national science, technology and innovation systems. This report documents a mutual learning exercise on performance-based research funding systems (PRFS) for universities. Armenia, Austria, Croatia, the Czech Republic, Estonia, Italy, Moldova, Norway, Portugal, Slovenia, Spain, Sweden and Turkey all participated in the exercise, which was supported by a group of five experts. The report reviews wider international experience with PRFS as well as the specific experiences of the participating states. It constitutes a 'handbook' for policy makers and PRFS designers, providing analyses of experience, a discussion of the policy role of PRFS, key parameters of PRFS design, strengths and weaknesses of different 'models' for PRFS design including discussions of peer review, indicators, and how to consider the societal impact of research. It concludes by drawing lessons and making policy recommendations about how and when to design and use PRFS for policymakers and PRFS designers.

This study assesses whether interventions and actions linked to Horizon 2020 were relevant, coherent, efficient, generated EU added value, and whether Horizon 2020 worked as expected in achieving its objectives. This supporting study covers the rationale, implementation and achievements, and the longer-term impacts and sustainability of the measures.
