Book excerpt: This book is about the process of water management decentralization in African countries, which is seen as a means of advancing river basin management at the lowest appropriate level. There are very different stages of implementing decentralization in practice. This called for research aiming to understand the following questions: (i) why do some water agencies succeed more than others? (ii) What are the variables involved in such reform process? (iii) which variables have a positive or a negative impact on the implementation of decentralization processes? (iv) Which variables could be affected by policy interventions, and how? This study aimed to answer these questions through the following objectives: (i) analyze the factors that have potentially affected the results of decentralization process in SSA basins, and (ii) analyze the performance of decentralization process in SSA basins. Qualitative and quantitative approaches were used. The main findings are that water scarcity is a major stimulus to reform; water user associations, if not well prepared and trained, may deter the decentralization process; and being part of an existing treaty over an international basin helps foster the process. Conditions improving decentralization performance include: scarcity of water resources, longer period of implementation, bottom-up creation, and appropriate budgetary support.

Available in PDF, EPUB and Kindle. Book excerpt: Over the last three decades, Mozambican water resource policy shifted from state-managed to a decentralized stakeholder based approach. Water governance aimed at making a cost-effective, democratic and sustainable management strategy that allowed the water resources to be accessible for all. The simultaneous steps towards a more neo-liberal type of macroeconomic governance has attracted an increasing amount of foreign investors and FDI at national level. In the Limpopo basin, large agricultural investments are being made, and important decisions concerning water allocation emerge. Two case studies on large foreign agricultural investments in the Limpopo Basin show that land and water allocation are not guided by decentralized stakeholder based governance. Stakeholders in water related issues are consulted through an official stakeholder platform, but this platform has a purely advisory status and smallholder farmers are hardly represented in the platform. Decisions on water allocation are eventually made in arenas at a higher policy level without further consultation of stakeholders, reducing the legitimacy of the stakeholder platform. In this thesis the current policy implementation and outcomes of stakeholder participation in water management is studied.

Book excerpt: With the introduction of the economic reforms in the late 1980s, the opening up of the political arena and the end of the civil war in the early 1990s, the decentralization process began in Mozambique. Different research developed in recent years shows that, as is the case in other countries in sub-Saharan Africa, the impact of the decentralization reforms on the promotion of local development and the strengthening of democracy in Mozambique is modest. How can this modest impact be explained? Based on three important reforms in the decentralization process in Mozambique, namely the '7 million', municipalization and decentralized provincial governance, this article seeks to answer this question by analysing how different aspects of the institutions affect the results of the reforms. The main argument in the article underlines the idea according to which the results of the decentralization reforms in Mozambique are constrained by the nature and by the operation mechanisms of the political system. Of these institutional factors/constraints, state capacity and independence from private interests, particularly political groups, stand out in the three reforms analysed throughout this article. In this context, the reforms develop according to group interests, particularly party political interests, which capture the state and use the reforms as a mechanism for maintaining and bolstering political power. In this sense, rather than being a means of improving the provision of public services and strengthening democracy, decentralization works more as an instrument for reinforcing state control and pandering to the elite. This is probably the biggest challenge decentralization is facing in Mozambique, therefore making it a fundamental issue to be taken into account in any reform in this area, within the context of strengthening democracy and promoting local development.

In recent decades, developing countries have made substantial investments in infrastructure, achieving dramatic gains for households and producers by expanding their access to services such as safe water, sanitation, electric power, telecommunications, and transport. Even more infrastructure investment and expansion are needed in order to extend the reach of services - especially to people living in rural areas and to the poor. But as this report shows, the quantity of investment cannot be the exclusive focus of policy. Improving the quality of infrastructure service also is vital. Both quantity and quality improvements are essential to modernize and diversify production, help countries compete internationally, and accommodate rapid urbanization. The report identifies the basic cause of poor past performance as inadequate institutional incentives for improving the provision of infrastructure. To promote more efficient and responsive service delivery, incentives need to be changed through commercial management, competition, and user involvement. Several trends are helping to improve the performance of infrastructure. First, innovation in technology and in the regulatory management of markets makes more diversity possible in the supply of services. Second, an evaluation of the role of government is leading to a shift from direct government provision of services to increasing private sector provision and recent experience in many countries with public-private partnerships is highlighting new ways to increase efficiency and expand services. Third, increased concern about social and environmental sustainability has heightened public interest in infrastructure design and performance.
