Book excerpt: The central focus of this research project was the investigation of causes of weak South African student performance in literacy and numeracy in the Foundation Phase (Grades 1-3). Many South African children complete these grades without being able to read properly in their home-language, with little understanding of the language in which they will be taught from Grade 4 (English), and with an inability to move from basic counting to true calculation using the four operations. Less than half of all students learn to read for meaning in this critical period. These weak foundations provided in Grades 1-3 constitute one of the major factors leading to poor learning outcomes in later grades.This research project has taken a system view to analyse how these problems interact to create the low level equilibrium South African education finds itself in. This research has been undertaken through the lens of the 'instructional core', evaluating what happens in Foundation Phase classrooms and how this influences learning. The departure point is the view that any attempt to raise the quality of education in South Africa must focus on the 'instructional core' in Foundation Phase classrooms, i.e. “actual interactions between teachers, students, and content in the classroom” (City et al., 2009). All other factors are important only to the extent that they impact on these three components.

Book excerpt: Britain’s two recent referenda - on Brexit (2016) and on Scottish independence (2014) - have raised in the public mind fundamental questions about the future of the UK. It seems that for the first time, the public, the media and the political elite have woken up to the fact that in different parts of the UK, there are different histories, different aspirations and different imagined futures in relation to a whole range of vitally important political issues. But what the public debate often fails to recognise is that in many areas of public life – perhaps especially education – the UK is already a federal state and in key respects has been so for many years. The aim of this volume is therefore to take stock: to try and capture what the current state of educational policy and practice is across the whole of the UK. This has been achieved by commissioning two different papers from each of the four countries – Wales, Scotland, Northern Ireland and England. The first is an overview, exploring the distinctive history, principles and current policies of each country. The second paper has been specifically chosen as a case study of a key policy that highlights the distinctiveness of each country – the Foundation Phase for Wales, assessment policy in Scotland, ‘shared education’ initiatives in Northern Ireland and higher education policy in England. Taken together these eight papers give an important insight into the complexities of educational policy and practice across the whole of the UK today. This volume was originally published as a special issue of Oxford Review of Education.

Moreover, there is a high concentration of poor outcomes in some schools and a big gap in performance that is partially linked to social deprivation. In addition, there can be a wide variation in the results achieved by schools with apparently similar intakes. Overlaying this, girls generally achieve higher standards than boys across the school sector, and among disadvantaged communities, maintained schools generally outperform schools in the controlled sector. The Committee concluded that the operation of a number of key elements consistently underlies the performance of schools that achieve high standards of literacy and numeracy: a belief that each child can learn and build on basic literacy and numeracy skills regardless of background; convincing evidence which indicates that the greatest improvements in literacy and numeracy skills will come from systematic and sustained intervention in children's early years; the engagement of parents to provide educational development in the home and in local communities; strong leadership and management practices, involving whole-school approaches to the teaching of literacy and numeracy; the provision of quality teaching and learning by teachers who have acquired, during their pre-service teacher training, and in-service professional learning, evidence-based teaching practices that are shown to be effective in meeting the developmental needs of each child; effective school governance based on a balance between supporting and challenging the school leadership team

Book excerpt: This report describes the findings from the first three years of the ACER longitudinal Literacy and Numeracy Study (LLANS). The longitudinal study was established in 1999 in a context in which there was significant national interest in improving achievement in literacy and numeracy for all Australian children, and a particular interest in the development of foundational skills in the early years of school. A nation wide sample of 100 schools was selected in proportion to the population of each state and territory and ten students were randomly selected from each of these schools. This provided a cohort for LLANS of 1000 children who commenced school in 1999. The longitudinal study continued beyond the first three years of school until 2005 when the students in the sample were in year 6.
