Book excerpt: Chapter 1 tests whether the longer unemployment spells observed in older workers can be explained by no-discriminatory, age-related economic factors. This research analyzes the unemployment spells of males ages 25 to 64 observed in the 1996 Survey of Income and Program Participation (SIPP). The empirical methods used minimize the bias stemming from the aggregation of time or censoring of long spells. The key finding is that reemployment probabilities are significantly lower for individuals ages 50 and older after accounting for all the economic factors that influence labor market behavior at the individual level. A second finding is that there are large biases in the estimates of age & sim;related reemployment differentials based on Current Population Survey data due to the fact that the spell durations are approximations of true durations. Chapter 2 tests whether state enterprise zone tax incentives get capitalized into commercial property values. This research analyzes parcel transactions data in the California Enterprise Zone areas made available from CoStar Group Inc. The key finding is that enterprise zone status results in a premium over the value of similar properties of approximately 6 percent. Since increases in property values reflect economic growth, an empirical analysis of the relationship between capitalization and enterprise zone employment effects is needed to evaluate the political implications of this finding. Chapter 3 tests the hypothesis that local government officials in jurisdictions that have higher local sales taxes are more likely to use fiscal zoning to encourage retailing. We find that total retail employment is not significantly affected by local sales tax rates, but employment in big box and anchor stores is higher significantly in jurisdictions with higher sales tax rates. This suggests that local officials in jurisdictions with higher sales taxes concentrate on attracting large stores and shopping centers. We also find that the effect of local sales taxes on big box and anchor store retail employment is larger in county interiors, where residents tend to be captive to local retailers. Finally, fiscal zoning has the opposite effect on manufacturing employment, suggesting that local officials' efforts to attract shopping centers and large stores crowd out manufacturing.
