Book excerpt: The Lighting Research Center (LRC) at Rensselaer Polytechnic Institute examined the use of in-pavement flashing warning lights at crosswalks. These warning lights help make crosswalks more conspicuous by day and night, but they are more expensive than conventional striping and marking. The LRC's study evaluated the effects of striping alone and striping with in-pavement flashing lights on the behavior of drivers. Striping alone made the crosswalk more noticeable to drivers who were not familiar with the site. Adding in-pavement flashing warning lights made the crosswalk even more noticeable to such drivers.

Book excerpt: This purpose of the study was to identify problems associated with pedestrian-vehicle interactions at intersections, develop countermeasure concepts that would reduce these problems, and evaluate the most desirable countermeasures to determine their effectiveness. As an additional phase, Federal Highway Administration included a study to evaluate alternatives to full signalization at pedestrian crossings. The study was divided into three phases: Phase I was reported in Volume II, Identification of Safety and Operational Problems and was directed at identifying and defining the safety and operational problems associated with the interaction of pedestrians and vehicles at intersections. Phase II was divided into two tasks. Task A conducted research dealing with signal timing for the pedestrian. Task B was directed towards pedestrian signal display and operation research. Task A reported in Volume III, Signal Timing for the Pedestrian was directed at making recommendations concerning improvements in the timing of pedestrian traffic signals, both to maximize safety and to minimize delay. The report was divided into three sections: 1. Timing for a Combined Pedestrian-Vehicle Interval. 2. Alternative Phasing Schemes. 3. Other Areas of Pedestrian Signal Research. Task B was reported in Volume IV. Pedestrian Signal Displays and Operation was directed at evaluating pedestrian signal displays and operations. The study was divided into three parts: 1. Lunar vs. Clear White "WALK" Lens Study. 2. Word Message and Operation Study. 3. Symbol Message Study. Phase III reported in Volume V, Evaluation of Alternatives to Full Signalization at Pedestrian Crossings, was to develop traffic control devices that could be used as alternatives to full signalization at pedestrian crossings that are located at intersections. These traffic control devices were evaluated at the intersection of an arterial street with a low-volume residential street where adequate gaps in the traffic steam do not exist to allow pedestrians to cross the arterial street safely. The study was divided into two parts: identification of alternative pedestrian crossing designs, and field evaluations.

Book excerpt: This report provides a procedure for the evaluation of uncontrolled pedestrian crossing locations that takes into account accepted practice, safety and delay. Safety considerations have been paramount to the analysis of crossings but delay is often not considered. The Highway Capacity Manual (HCM) provides a methodology for determining delay that can be included in the analysis of a crossing location. The analysis procedure takes into account previous research procedures and adds in delay considerations to develop a methodology appropriate for use by jurisdictional agencies in the evaluation of what is needed for treatments at uncontrolled pedestrian crossings. The evaluation procedure developed runs through a multi-step process from field data review through the consideration of appropriate treatment options. The evaluation procedure takes into account field data collection; safety/crash history; stopping sight distance; HCM Level of Service (LOS); pedestrian sight distance; origins and destinations/alternate routes; access spacing and functional classification; roadway speed and pedestrian use; FHWA guidance for placement based on safety considerations; school crossings; and appropriate treatment options. Treatment options include four different classes: Signing and Marking Treatments; Traffic Calming Treatments; Uncontrolled Crossing Treatments; and High Level Treatments.

Book excerpt: Pedestrian fatalities and injuries represent a growing percentage of all traffic fatalities and injuries. This project used a multifaceted approach to improving compliance to the Minnesota crosswalk law in Saint Paul, Minnesota, including: (1) education, (2) measurement, (3) enforcement efforts, (4) social norming, and (5) engineering treatment. The multifaceted activities were planned and implemented in Saint Paul with city traffic engineers and enforcement officers. The study initially observed 32% yielding and frequent multiple threat passing at 16 unsignalized, marked crosswalks throughout Saint Paul, measured through staged pedestrian crossings by the research team. A program was implemented that used a phased treatment approach of disseminating educational materials, conducting four waves of high visibility enforcement (HVE), displaying yielding averages on feedback signs across the city, and introducing low-cost engineering solutions through in-street signs. The results demonstrated a significant impact from education, HVE, and engineering to increase yielding to as high as 78% at enforcement sites and 61% at untreated sites. Multiple threat passing was also reduced. Overall, the study demonstrated that the HVE program and combined low-cost engineering were effective at improving compliance to the crosswalk law.

Book excerpt: A before/after evaluation of pedestrian crosswalk markings was performed in Maryland, Virginia, and Arizona. Six sites that had been recently resurfaced were selected. All sites were at uncontrolled intersections with a speed limit of 56 km/h (35 mi/h). Before data were collected after the centerline and edgeline delineation was installed but before the crosswalk was installed. After data were collected after the crosswalk markings were installed. Speed data were collected under three conditions: no pedestrian present, pedestrian looking, and pedestrian not looking. All pedestrian conditions involved a staged pedestrian. The results indicate a slight reduction at most, but not all, of the sites. Overall, there was a significant reduction in speed under both the no pedestrian and the pedestrian not looking conditions. It appears that crosswalk markings make drivers on relatively low-speed arterials more cautious and more aware of pedestrians.
