Book excerpt: This report details the second of a two part project to design, develop, implement, and evaluate an authoring system which would provide a basis for the cost effective production of computer-assisted instruction (CAI) materials. It addresses the definition of a procedural model for CAI development, development of CAI Authoring Procedures Handbook, and evaluation of the complete authoring system. The procedural model consists of six major components: selection of target content, development of CAI materials, formative evaluation, definition and evaluation of student assignment rules, summative evaluation, and on-going evaluation. The Authoring Procedures Handbook describes the authoring procedures model and provides detailed instruction on use of the software tools. Evaluation of the system documents a substantial reduction in materials development time over that of conventional approaches. Additionally, the materials developed reduced average: lesson and objective failure rates, first attempt study time, lesson and objective failure rates, first attempt study time, lesson time to criterion, end-of-block objective failure rates, and end-of-block test objective failure rates as compared to non-CAI approaches.
