Book excerpt: Resumen: Este proyecto analiza y compara la metodología propuesta por Colciencias para medir la productividad de los grupos de investigación, la cual utiliza pesos evaluativos dados por expertos y el enfoque tras el modelo DEA (Data Envelopment Analysis) que utiliza pesos evaluativos óptimos, obtenidos tras la solución a un modelo fraccional de programación lineal. Como resultado se derivó un método alternativo para calcular e intervenir positivamente en la productividad de los grupos de investigación de la universidad Tecnológica de Pereira, cuantificando las eficiencias e ineficiencias de cada grupo, al mismo tiempo que se trazaron lineamientos para mejorarles su eficiencia. En resumen el proyecto dio respuesta entre otros a los siguientes interrogantes: -¿Existen diferencias entre el ranking de los grupos de investigación inscritos en Colciencias, obtenido usando su metodología (cálculo del índice ScientiCol, que cuantifica la productividad del grupo considerando los tres tipos de actividad que pueden generar productos evaluables de investigación) y el ranking que se obtiene aplicando el enfoque del Análisis Envolvente de Datos-DEA-? -¿Puede para los grupos de investigación de la universidad Tecnológica de Pereira, diseñarse una metodología complementaria a la de Colciencias? Esto se refiere a proveer otro método alternativo al de Colciencias para medir, de manera más económica (más simple), la productividad y eficiencia de los grupos de investigación.

In particular, the attempts to define what it means to be wealthy or poor by recognizing that a countrys wealth is the combination of various forms of capital--produced, natural, and human resources--led to new thinking on what constitutes wealth and how it might be measured. The current document, Expanding the Measure of Wealth: Indicators of Environmentally Sustainable Development, extends the earlier analysis by highlighting portfolio indicators for tracking a countrys progress toward sustainable development. These include new estimates of national wealth and genuine savings, a detailed analysis of changes in subsidies that have environmental consequences, and progress on the conceptual foundations of social capital. The new estimates reinforce the importance of the natural resource base of all economies as well as the fundamental role of human resources, including both human capital and the more difficult to define concept of social capital.
