Ever since it was implemented as a political project of the post-World War II reality in Western Europe, European integration has been credited with performing conflict resolution functions. It allegedly transformed the long-standing adversarial relationship between France and Germany into a strategic partnership. Conflict in Western Europe became obsolete. The end of the Cold War further reinforced its role as a regional peace project. While these evolutionary dynamics are uncontested, the deeper meaning of the process, its transformative power, is still to be elucidated. How does European integration restore peace when its equilibrium is broken and conflict or the legacies of enmity persist? This book sets out to do exactly that. It explores the peace and conflict-resolution role of European integration by testing its somewhat vague, albeit well-established, macro-political rationale of a peace project in the practical settings of conflicts. The analytical lens of that of Europeanization. The central argument of the book is that the evolution of the policy mix, resources, framing influences and political opportunities through which European integration affects conflicts and processes of conflict resolution demonstrates a historical trend through which the EU has become an indispensable factor of conflict resolution . It begins with the pooling together of policy-making at the European level for the management of particular sectors (early integration in the European Coal and Steel Community) through the functioning of core EU policies (Northern Ireland) to the challenges of enlargement (Cyprus) and the European perspective for the Western Balkans (Kosovo). The vagaries of this process are clearly visible, yet insufficiently explained in the EU policies towards the post-Soviet space. EU Foreign Policy and Post-Soviet Conflicts examines EU intervention and non-intervention in conflict resolution, with a specific focus on the EU’s role in the post-soviet conflicts in the South Caucasus and Moldova: Abkhazia, South Ossetia, Nagorno-Karabakh and Transnistria. It explains how EU foreign policy affected these conflicts, but more importantly what EU intervention in these conflicts reveal about the EU itself. Based on extensive field research, the author argues that the reluctant EU intervention in post-Soviet conflicts results from a dichotomous relationship between EU institutions and some EU member states. Popescu argues this demonstrates that EU institutions use policies of ‘stealth intervention’ where they seek to play a greater role in the post-Soviet space, but they do so through relatively low-profile, uncontroversial and depoliticised actions in order to avoid visible Russian opposition. Exploring an array of questions related to the EU as a foreign policy actor, this book traces the politics of conflict intervention by EU institutions using original empirical data related to the EU decision making process and will be of interest to students and scholars of European politics, conflict resolution, foreign policy and Post-Soviet politics.

Existing members fear their membership privileges will diminish and candidates are loath to concede the expected benefits of membership. Despite these conflicts, enlargement has always succeeded - so why does the EU continue to admit new states even though current members might lose from their accession? Combining political economy logic with statistical and case study analyses, Christina J. Schneider argues that the dominant theories of EU enlargement ignore how EU members and applicant states negotiate the distribution of enlargement benefits and costs. She explains that EU enlargement happens despite distributional conflicts if the overall gains of enlargement are redistributed from the relative winners among existing members and applicants to the relative losers. If the overall gains from enlargement are sufficiently great, a redistribution of these gains will compensate losers, making enlargement attractive for all states.
