This volume also contains a broader analysis of EU trade politics towards the South, focusing on agricultural policy reform, Europe’s evolving relationship with ACP countries (ex-colonies from Africa, the Caribbean and the Pacific), it links EBA with Europe’s negotiating position within the World Trade Organization. Contributions to this volume also consider the continuing negotiation leverage of EBA within the Doha Development Agenda, make comparisons with United States trade policy vis-à-vis the LDCs, and focus on the economic effectiveness of EBA in terms of its stated objectives as well as on the institutional skirmishing within the EU.

Gabriel Siles-Brügge examines the EU's decision following the 2006 'Global Europe' strategy to negotiate such agreements with emerging economies. Eschewing the purely materialist explanations prominent in the field, he develops a novel constructivist argument to highlight the role of language and ideas in shaping EU trade policy. Drawing on extensive interviews and documentary analysis, Siles-Brügge shows how EU trade policymakers have privileged the interests of exporters to the detriment of import-competing groups, creating an ideational imperative for market-opening. Even during the on-going economic crisis the overriding mantra has been that the EU's future well-being depends on its ability to compete in global markets. The increasingly neoliberal orientation of EU trade policy has also had important consequences for its economic diplomacy with the developing economies of the African, Caribbean and Pacific group of states.

Despite the EU’s huge market power, it had limited success with the EPAs; an outcome that confounds materialist narratives equating trade power with market size. Why was the EU unable to fully realise its prospectus for trade and regulatory liberalisation through the EPA negotiations? Emphasising the role of social legitimacy in asymmetrical North–South trade negotiations, Murray-Evans sets the EPAs within the broader context of an institutionally complex global trade regime and stresses the agency of both weak and strong actors in contesting trade rules and practices across multilateral, regional and bilateral negotiating settings. Empirical chapters approach the EPA process from different institutional angles to explain and map the genesis, design, promotion and ultimately limited impact of the EU’s ambitious prospectus for the EPAs. Book excerpt: Despite the growing academic interest in the development policy of the European Union (EU) and the booming literature on Europeanisation, the impact of Europe on national development policies has largely been overlooked. By exploring Member State interactions with and through the EU level across a number of different issues, this volume looks to herald a new research agenda. The picture emerging from the empirical evidence is that of modest degrees of Europeanisation. Resistance to Europe can be attributed to different factors, some operating at the domestic level (e.g. established cultural and normative structures, different types of veto players) and others related to the existence of several groupings with alternative policy prescriptions (e.g. Nordic donors, like-minded countries, former colonial powers). Even where there are signs of convergence (or divergence) between the development policies of the various Member States, they may be due to other influences rather than pressures coming from the EU.
