Recognizing that the chances for effective peacebuilding vary widely across contexts, this book investigates the impact of one of the few variables that peacebuilders do control: the management and design of peace operations. Building on field research and over one hundred expert interviews, International assistance to police reform: Managing Peacebuilding systematically compares such operations in two different contexts—Kosovo and Afghanistan—by focusing specifically on international assistance for local police reform since 1999. Four comprehensive case studies examine operations in Kosovo and Afghanistan before and after the European Union took over police reform responsibilities: in Kosovo from the Organization for Security and Co-operation in Europe (OSCE) and in Afghanistan from the German government. Speaking to scholars and practitioners in domestic and international organizations, the book drills in the complex relation between headquarter diplomats and field level conflict experts. Its findings combine to a set of recommendations for policy-makers to better align their operations to the contentious politics of conflict management and peacebuilding.

This study not only shines light on the question why local actors comply, a crucial factor in mission effectiveness, but it also illuminates exactly how compliance works. The book contributes nuanced evidence about the often-heralded importance of legitimacy in peacebuilding, showing exactly in which situations local legitimacy matters and in which it does not. It is also highly relevant for policy-makers as it unpacks and explains the mechanisms behind local legitimacy, assisting in understanding this usually nebulous concept. This book demonstrates the need for micro-level analysis by revealing the relevant processes of legitimation usually hidden behind commonly perceived social fault lines, such as the Serb-Albanian divide in Kosovo. Book excerpt: By shedding light on EULEX - the EU mission to Kosovo – this open access book investigates the EU’s peacebuilding activities in that country, in the light of the normative power theory in the post-conflict setting and peacebuilding theory. Ten years after the massive engagement of the EU in the country torn by war, the authors critically assess the effects of the EU projecting its normative power – the enforcement of its standards, ‘good’ or ‘bad’ – through the EULEX mission, taking into consideration also the local aspects, so far neglected in this field of research. Inspecting thoroughly the EULEX activities in the police, customs and judiciary sector, the authors reveal that the mission can contribute to a positive change, but only in those cases which do not request a heavy political involvement and broad leverage by other international players (for example in improving standards of work in police and customs). When it comes to the most serious cases of organized crime, corruption and war crimes, EULEX, however, has not been able to address them effectively due to several internal mission’s deficiencies and external factors; the perceived ineffectiveness of EULEX among the local population led to the lowering of trust not only in this CSDP mission, but also in the EU in general. This open access book offers a comprehensive assessment of the EULEX mission, based on two Horizon2020 research projects: IECEU - Improving the Effectiveness of Capabilities in EU Conflict Prevention, and KOSNORTH – The European Union and its Normative Power in a Post-conflict Society: A Case Study of Northern Kosovo (Marie Sklodowska-Curie Individual Fellowship).
