At the global level, a growing number of states are now challenging the Western-led liberal order defended by the EU. At the European level, a similar battle has begun over principles, values and institutions. The most vocal critics have been anti-globalization movements, developmental NGOs, and populist political parties at both extremes of the left-right political spectrum. This book, based on ten case studies, explores some of the most important current challenges to EU foreign policy norms, whether at the global, glocal or intra-EU level. The case studies cover contestation of the EU's fundamental norms, organizing principles and standardized procedures in relation to the abolition of the death penalty, climate, Responsibility to Protect, peacebuilding, natural resource governance, the International Criminal Court, lethal autonomous weapons systems, trade, the security-development nexus and the use of consensus on foreign policy matters in the European Parliament. The more conceptual contributions posit an explanation for the EU’s choice of regulatory cooperation strategy and take stock of Market Power Europe as a dynamic conceptual framework for understanding and researching the EU as a power. Collectively, this volume advances three arguments: the utility of the EU’s regulatory power resources is context specific; debates about what kind of power the EU is, at least as currently conceived, are unproductive; and that the EU’s engagement in the world is better explained through general theories of international political economy. It provides a unique comparative analysis of the EU’s capacity for projecting its policies outward. Focusing on trade policy, agriculture, food safety, competition, social rights, environmental policy, transport, migration, nuclear non-proliferation, or financial regulation, each chapter contributes to a better understanding of the EU’s role in shaping global policies, the mechanisms it uses and the conditions leading to success or failure. The contributors’ comparative research highlights that policy export is a demanding phenomenon that faces severe limitations and frequently comes with drawbacks.
