Book Mid Term Assessment of the EU Drugs Strategy 2013 2020 and Final Evaluation of the Action Plan on Drugs 2013 2016

Download or read book Mid Term Assessment of the EU Drugs Strategy 2013 2020 and Final Evaluation of the Action Plan on Drugs 2013 2016 written by Emilie Balbirnie and published by . This book was released on 2016 with total page 151 pages. Available in PDF, EPUB and Kindle. Book excerpt: The aim of the EU Drugs Strategy 2013–2020 is to contribute to a reduction in drug demand and drug supply within the EU. The Strategy has so far been implemented by an Action Plan covering the period 2013–2016. The report sets out the findings of an evaluation that assesses the degree of implementation of the Strategy and the Action Plan in terms of outputs and, where possible, impacts. It looks at the extent to which the objectives of the Strategy have been achieved. The evaluation aims to provide evidence to support the European Commission’s decision about whether to propose a new Action Plan for the period 2017–2020 and, if so, what changes would be needed compared to the current plan. Through applying a mixed-methods approach, the evaluation examined the effectiveness, efficiency, relevance and coherence of the actions undertaken on the basis of the EU Drugs Strategy and the Action Plan, as well as their EU added value. The evaluation makes 20 recommendations, addressed to the European Commission, Member States, the European Council and other stakeholders. The key recommendation for the Commission is that a new Action Plan should be implemented for the period 2017-2020. This should be an updated version of the current Action Plan, rather than taking a new approach or introducing more new actions.

Download or read book Final Assessment of the EU Drugs Strategy 2013 written by and published by . This book was released on 2020 with total page pages. Available in PDF, EPUB and Kindle. Book excerpt: The EU Drugs Strategy 2013-2020 was adopted in December 2012 and sets out the vision and aims of the European Union's drug policy. The Strategy is organised around two policy fields (drug demand and supply reduction) and three cross-cutting themes (coordination, international cooperation, and information, research, monitoring and evaluation). The aim of the Strategy is to contribute to a reduction in drug demand and drug supply within the EU. The Strategy is implemented through two Action Plans, for the periods 2013-2016 and 2017-2020. This study assesses the EU Drugs Strategy 2013-2020 and the EU Action Plan on Drugs 2017-2020 by looking at the effectiveness, efficiency, relevance, coherence and EU added value of the actions undertaken on the basis of the Strategy and the Action Plan. This study provides evidence to support the Commission's evaluation of the Strategy and Action Plan, with a view to proposing a new strategic document on drugs. It provides findings, conclusions and recommendations, in light of new and emerging challenges at national, EU and international level in the area of drugs. The key recommendation for the Commission is that it should adopt a new strategic document on drugs and corresponding operational document. This strategic document should have concrete and clear priorities, and further integrate drug-related security threats and trends with health, environmental, social, political and international aspects.

This book was released on 2016 with total page 280 pages. Available in PDF, EPUB and Kindle. Book excerpt: This evaluation assesses the degree of implementation of the EU Drugs Strategy 2013- 2020 and the Action Plan 2013-2016 in terms of outputs and, to the extent possible, impacts. It looks at the extent to which the objectives of the EU Drugs Strategy have been achieved, highlighting the areas where progress has been made and those where progress is lagging. In addition, the evaluation aims to provide evidence to support the Commission's decision about whether to propose a new Action Plan for the period 2017- 2020, and if so, what changes would be needed compared to the current plan. In accordance with the Better Regulation guidelines, the evaluation addresses 13 research questions that relate to the criteria of effectiveness, efficiency, relevance and coherence of the EU Drugs Strategy and the Action Plan as well as their EU added value. The evaluation addresses all parts of the Strategy; the two policy areas (or 'pillars') of drug demand and drug supply reduction, and the three cross-cutting themes of coordination, international cooperation, and information, research, monitoring and evaluation. This summary describes how the data were collected for the evaluation (and the limitations to those data), sets out the main findings in relation to each of the 13 research questions and presents some cross-cutting conclusions which highlight key messages from across the evaluation criteria. Lastly, it lists the 20 recommendations made by the evaluation.

Book excerpt: The drug control regime established by the international community has not succeeded in curbing either the demand for, or the offer of, narcotics. But, despite a series of developments in the Americas – including the legalisation of cannabis in Uruguay and in several states in the United States of America – there is still little support in Europe for repealing drug-prohibition laws. Nevertheless, a gradual policy convergence reveals the emergence of a European model favouring public-health strategies over a strictly penal approach to combatting drugs, while growing transnational support for legalisation indicates the persistence of an alternative paradigm for drug policy. This book examines the various influences on drug policies in Europe, as grassroots movements, NGO networks, private foundations and academic research centres increasingly confront the prevailing discourses of drug prohibition. Pursuing an interdisciplinary approach and bringing together legal scholars, social scientists and practitioners, it provides a comprehensive and critical assessment of drug policy reform in Europe.

Book Drugs and Decision making in the European Union

Download or read book Drugs and Decision making in the European Union written by Tim Boekhout van Solinge and published by . This book was released on 2002 with total page 182 pages. Available in PDF, EPUB and Kindle. Book excerpt: Drugs are a perennial topic within the institutions of the European Union--the Commission, Council and Parlia-ment. The "drug problem" is also regularly tabled on the agenda of the European Council, the biannual summit of the government leaders of the fifteen member states. The E.U. systematically brings drug-related issues into virtually all of its political dialogues with Third World countries and regional organizations. It even stresses the importance of anti-drug measures as part of trade agreements and development cooperation. By such means, the European Union has become an important player in the world of international drug control. This book gives an overview of the European Union's anti-drug measures and focuses on its decision-making process. It looks at why drugs have acquired a prominent position on the European political agenda and identifies the political function they serve in terms of domestic drug policy and international relations. This study shows that instead of solving the drug problem, the European Union's bureaucracy actually helps to keep it alive and well. Tim Boekhout van Solinge is a researcher at the Centre for Drug Research of the University of Amsterdam.

Book Policies and Strategies to Combat Drugs in Europe

Download or read book Policies and Strategies to Combat Drugs in Europe written by Georges Estievenart and published by BRILL. This book was released on 2023-08-28 with total page 443 pages. Available in PDF, EPUB and Kindle. Book excerpt: This volume arose from a European Scientific Seminar on `Strategies and Policies to Combat Drugs', which was organized by the Commission of the European Communities at the European University Institute in Florence in December 1993. The significance of the seminar lay in the manner in which it sought to address the full range of issues associated with the drug problem at international, national and local level. Equally important was its success in attracting participants from a number of different disciplines -- scientific experts, national and EU administrators working in the drugs field, and members of the European Parliament. That provided for a lively and wide-ranging exchange of views and ideas which is reflected in the contributions and conclusions contained in this publication, which comprises varied contributions and approaches to drug policies at international, European, national and local level. It also focuses on the possibilities of a comprehensive Drug Strategy within the framework of the European Union.

Download or read book The EU drugs strategy written by Great Britain: Parliament: House of Lords: European Union Committee and published by The Stationery Office. This book was released on 2012-03-16 with total page 64 pages. Available in PDF, EPUB and Kindle. Book excerpt: In 2008, an estimated 34billion euros was spent on the drugs problem in the EU. Much more needs to be done - and must be done - in the battle against the EU's drugs problem. The EU must be more effective in its fight against drugs trafficking, and should call on Member States to be more ready to learn from each other's experiences and to encourage cross-border dialogue between their local governments and cities. Following a six month-long inquiry, the Committee agree that the Member States should, as now, retain responsibility for their own drugs policies. They recommend that the new EU Strategy should concentrate on three key areas. Firstly, co-ordination, through Europol, of the fight against drug trafficking ensuring that any new measures actually reduce the supply of drugs and do not merely move trafficking elsewhere. Secondly, improvement of the collection, analysis, evaluation and distribution of information by the European Monitoring Centre. Thirdly, reliance on the EU's public health obligations and use of public health duties to encourage Member States to devote more resources to harm reduction and to engage in dispassionate and evidence-based discussions on how best to treat the possession and use of drugs. The Committee believes that the creation of a new drugs strategy, lasting until 2020, should provide the perfect platform for a wider and better informed public debate on different Member States' policies and approaches

Book Strategy Making in the EU

Download or read book Strategy Making in the EU written by Pol Morillas and published by Springer. This book was released on 2018-09-15 with total page 212 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book provides a detailed analysis of the policy-making processes of EU strategies in foreign and security policy and external action. It uses the European Security Strategy and the EU Global Strategy to assess their policy-making dynamics both before and after the Lisbon Treaty. Inter-institutional relations in strategy-making are put into the context of current debates in European integration, questioning the assumption that the EU is a body increasingly ruled by intergovernmentalism - as reflected by the new intergovernmentalism literature. The book also provides a categorisation of EU strategies and considers them as policy-inspiration documents, acting as frameworks for policy-making. This reading of strategies lies behind the analysis of the policy-making processes of the ESS and the EUGS, unpacked into four phases: agenda-setting, policy formulation, policy output and implementation. By looking at the shifting policy-making dynamics from foreign and security policy to external action, the author sheds light on the current shape of EU integration.
