Anyone who wishes to give a true picture of modern Europe and its development must deal with many controversial questions. Of course no one yet knows the correct answer to many of the problems raised in this book. We have tried to give both sides of these ques tions, not always attempting to conceal our own opinions. To safe guard pupils against opinions that may be unsound we have advised them in Chapter I that this book, like any other on history, must be studied with a critical point of view.
