Book excerpt: The European Community Household Panel is a new survey on household income and living conditions. It has been carried out during 1994 in the 12 Member States. It is a panel survey, so that the individual members of the 1994 initial sample are interviewed again in the following years. This will allow the study of the transitions such as from school to work of from work to retirement, as well as social exclusion dynamics, consequence of major events such as unemployment, divorce, etc. Though the central point of the ECHP questionnaire is household income, this panel survey is multidimensional, as it covers simultaneously employment, education, housing, health, social relations, together with the detailed components of income of each member of the household aged 16 or older. The first volume explains how the survey has been conceived and carried out in the 12 Member States, while the second volume gives the results of the first wave.

It provides an introduction to instruments for collecting internationally comparable data of interest to survey researchers. It shows how seven key demographic and socio-economic variables can be harmonised and employed in European comparative surveys. The seven key variables discussed in detail are: education, occupation, income, activity status, private household, ethnicity, and family. These demographic and socio-economic variables are background variables that no survey can do without. They frequently have the greatest explanatory capacity to analyse social structures, and are a mirror image of the way societies are organised nationally. This becomes readily apparent when one attempts, for example, to compare national education systems. Moreover, a comparison of the national definitions of concepts such as "private household" reveals several different historically and culturally shaped underlying concepts. Indeed, some European countries do not even have a word for "private household". Hence such national definitions and categories cannot simply be translated from one culture to another. They must be harmonised.

This key work addresses this problem, employing data from a nationally representative survey of British households to quantify levels of social exclusion and the composition of the socially excluded population. It also incorporates data from a European Commission-funded household survey to compare social exclusion in Great Britain with eleven other countries in the European Union. In the book, Matt Barnes argues that social exclusion refers to enduring disadvantage on a wide range of living standards, not just those that reflect economic values. As well as looking at standard measures of poverty he looks at more relational measures of disadvantage such as neighbourhood discontent and social isolation, in order to determine exclusion from the economic, social and cultural systems that determine the integration of a person in society.
