Book excerpt: Work began in 1990 to harmonise the criteria and methodologies used to record data on accidents at work in Europe. There have been three phases to the project. The first looked at the economic activity of the employer, age and sex of the victim and nature of the injury. The second supplemented this information with data on the size of the enterprise and the victims' nationality and employment status. The third phase looked at harmonising the classifications and variables of causes and circumstances of accidents at work. This publication represents the work on the methodology of the three phases and presence a full set of variables with their classifications, explanatory notes and coding guides. It is intended primarily for the institutions responsible for recording and processing information on accidents at work, e.g. statistical offices, insurance companies and mutual societies. More widely it will be of interest to experts working in the field and businesses in general.

Knowing costs is important because it allows comparisons across such disparate health conditions as AIDS, Alzheimer's disease, heart disease, and cancer. This book presents the results of a major study estimating the large and largely overlooked costs of occupational injury and illness--costs as large as those for cancer and over four times the costs of AIDS. The incidence and mortality of occupational injury and illness were assessed by reviewing data from national surveys and applied an attributable-risk-proportion method. Costs were assessed using the human capital method that decomposes costs into direct categories such as medical costs and insurance administration expenses, as well as indirect categories such as lost earnings and lost fringe benefits. The total is estimated to be $155 billion and is likely to be low as it does not include costs associated with pain and suffering or of home care provided by family members. Invaluable as an aid in the analysis of policy issues, Costs of Occupational Injuryand Illness will serve as a resource and reference for economists, policy analysts, public health researchers, insurance administrators, labor unions and labor lawyers, benefits managers, and environmental scientists, among others. This "unacceptable level of fatalities" led to the commissioning of this inquiry, though Rita Donaghy remarks that there is no public sense of shock at the regular toll of fatalities in the industry and there is a need to raise the profile of these tragedies so that a construction fatality becomes socially unacceptable. The construction industry generally is modelled to provide maximum flexibility. Consequently the majority of functions are contracted out and at least 40 per cent of workers are self-employed or in the Construction Industry Scheme. The advantages are obvious in that it reduces overheads and some commentators argue that it improves profitability and productivity. The disadvantages are that it becomes more difficult for a safety culture to flourish, worker engagement is weak, employment security and continuity is minimal and skills training is at best patchy. The findings of the Review's investigation of a number of case studies reveal a combination of factors for each fatal accident of which the most frequently cited are: (a) the incidence of training factors, experience; (b) information and advice deficiencies; (c) risk perception; (d) rescheduling of work without planning; (e) minor / one-off jobs; (f) compliance; (g) equipment operability, space, personal protective equipment (PPE) issues and tools not designed to fit the user / task. 28 recommendations are made.
