Like other Western democracies, European Union member states, because of their wealth, relative military competence and commitment to human rights, bear a particular responsibility to expand the international communitys capacity for action. But while the EU has succeeded in defining a complex military-technical and political-strategic framework to boost its role and that of its member states in crisis management, its performance so far has fallen well short of its ambitions. This paper analyses what the EU wants to be able to do militarily its level of ambition and contrasts this aspiration with the current reality. To explain the gap between the two, the paper examines national ambitions and performance across the EU and analyses their domestic determinants using the examples of Austria, Germany and the United Kingdom. The paper concludes by suggesting that the EU might need to strike a new balance between the inclusiveness and the effectiveness of its activities in this area if it wants to increase its military crisis-management performance and live up to its declared ambitions.

The success of EU crisis management has varied greatly and this book aims to identify the key factors that explain the differing degrees of coherence through a comparative analysis of its multidimensional crisis responses in Africa. The empirical focus lies on three prominent EU crisis management cases, namely Libya in 2011, Somalia in 2011-2012, and the Sahel in 2012-2013. It analyses the activities and interaction of EU institutional actors and member states, with a focus on France, the United Kingdom, and Germany. The book argues that the EU represents a rather unpredictable security actor, whose multi-level coherence is contingent on the congruence of domestic economic and electoral interests, as well as national threat perceptions, and the extent to which EU-level coherence norms resonate with national norms on the use of force and modes of multilateral cooperation. In sum, this book offers systematic insight into EU crisis management and clarifies the conceptual and empirical boundaries of the comprehensive approach. Finally, the study of the micro-foundations of coherence allows for policy-relevant suggestions on the EU’s future role as a security actor. This book will be of much interest to students of EU policy, European Security, Peace and Conflict Studies, African Politics and IR in general.

Since the Union’s European (now Common) Security and Defence Policy (ESDP/CSDP) became operational in 2003, the EU has conducted more than 20 civilian and military operations that broadly served to either deter aggression in host countries, and/or to build or strengthen the rule of law. This sudden burst of EU activity in the realm of external security is interesting from both a scholarly and a policy perspective. On one hand, institutionalised cooperation in the field of foreign, security and defence policy challenges the mainstream in IR theory which holds that in such sovereignty-sensitive areas cooperation would necessarily be limited. On the other hand, the sheer quantity of operations suggests that the ESDP may represent a potentially significant feature of global governance. In order to understand the drivers behind CSDP, EU Foreign Policy and Crisis Management Operations analyses the policy output in this area, including the operations conducted in the CSDP framework. The contributions highlight the challenges small states and the European Union faced in addressing the massive irregular flow of migrants and refugees into Europe and the Schengen Area. Small states adopted a number of coping strategies and proved relatively effective in navigating the storm they faced. Externally they pursued strategies of shelter-seeking, hiding, hedging and norm entrepreneurship, while domestically they tended to securitize migration and to pursue scapegoating by blaming the EU and other states for the nature and magnitude of the crisis. During this crisis management, their small administrations proved resilient and flexible in their responses, despite suffering from limited resources and being subject to the shifting preferences of stronger actors. This book shows that independent of whether we view the migration crisis as a crisis for the European Union or Europe as a whole, or how we interpret the intensity and severity of the crisis, this was a crisis for small states in Europe. The crisis disrupted the liberal and institutionalized order upon which small states in the region had increasingly based their policies and influence for more than 60 years.

As Europe strives to further strengthen its architecture in preparation for any possible future crises, it is important to reflect upon how the euro area reinvigorated its fortunes and draw the relevant lessons for future crisis management in Europe and beyond.
