With unprecedented force, Europeans have begun to question the need for deeper integration. Some fear threats to established national identities, while others perceive the emergence of a distant but powerful Brussels, beyond the reach of democratic control. Legitimacy and the European Union breaks with established approaches to the problem of the legitimacy of the European Union by focusing on the recent trend towards reconceptualization of the EU not as a superstate or an organization of states, but as a multi-level, contested polity without precedent. The book examines the implications of this reconceptualization for the problem of legitimacy. Individual chapters focus on policy areas, institutions and identity politics. Taken together, they reach two main conclusions. While Europeans do not strongly identify with the EU, they increasingly recognize it as a framework for politics alongside existing national and subnational structures. And while the EU lacks central democratic institutions, the integration process has spawned significant informal and pluralist forms of representation. Rethinking recognition and representation ouside the context of the nation state points to important, if little understood, actual and potential sources of EU legitimacy.

Supranationalism is the ideological driving force behind the process of European integration and so the European Union, the first supranational regional regime (SRR). But the same doctrine has bequeathed other gifts to the world and to posterity. The EU is evolving as a prominent global player, and as a result appears to have become an inspiration and model for the proliferation of other SRRs and proto-SRRs. However, as SRRs acquire greater power relative to 'traditional' global players such as nation-states, a further state of development has ensued, entailing the creation of supranational global regimes (SGRs), signalled by the progress of the United Nations and the World Trade Organisation.

We, that is, Giuseppe Caforio, Christopher Dandeker and Gerhard Kümmel who have been friends and/or colleagues of and research collaborators with Jürgen and who represent three prominent institutions and organizations with which Jürgen worked, felt that this book is something we owe to Jürgen and we are grateful that many people who at different times and at different places had contact with Jürgen and his work were willing to contribute a chapter to this anthology. Most of Jürgen’s studies, professional work and research activities took place at the Bundeswehr Institute of Social Sciences (SOWI). Jürgen, born in 1938, had joined the Bundeswehr in 1957 and had already worked at the SOWI’s predecessor institution, the Scientific Institute for Education in the Armed Forces from 1971 onwards after having finished his university? st- ies. Since this institute was renamed SOWI in 1974, Jürgen belonged to the first generation of researchers that worked at the SOWI.

Poole argues that this enlargement, more than any previous one, is closely linked with major EU projects of integration, including justice and home affairs, monetary union, a common foreign and security policy, and the effort to create a constitutional treaty. By requiring the eastern states to adopt extensive reforms in their judicial and police systems, the enlargement process makes it easier for the EU to combat terrorism and organized crime and control the flow of immigration from outside Europe. The monetary union was deliberately put in place before enlargement (which might have made the task more difficult), but now the Stability and Growth Pact requires reform to make it flexible enough to serve a larger, more diverse Union. The addition of ten new states provides one of the main incentives for drafting a constitutional treaty. Finally, the candidate countries are helping to lay the groundwork for the next EU enlargement into southeastern Europe. As the first college text to explore the impact of the eastern enlargement on European integration, this book can be used effectively in comparative government, economics, European history, and international relations courses.
