The full Standard Eurobarometer 89 survey report consists of several volumes. The first volume presents the results of the general questions on the state of public opinion in the European Union, and economic issues in the European Union. Four other volumes present the views of Europeans on the following subjects: the European Union’s priorities, the budget of the European Union, European citizenship and Europeans and the future of Europe. This fifth volume is devoted to Europeans and the future of Europe. Several special Eurobarometer surveys about “Future of Europe” have been conducted in 2006, 2009, 2011, 2012, 2014, 2016 and 2017. This report can be considered as the eighth one of the series and presents a snapshot of the way Europeans perceive the EU and its future direction. The first chapter of this report considers citizen’s views of the EU’s present circumstances – including their opinions about the EU’s main assets – and its main challenges. The second chapter focusses on life in the EU – whether Europeans are happy, and whether they have benefited from a number of the EU’s achievements. In the final chapter, the focus shifts to Europe’s future. A range of topics are covered, including the prospects for young people in the Europe of the future, whether there should be more or less EU-level decision-making, and the factors that would be most helpful for Europe’s future. The methodology used is that of the Standard Eurobarometer surveys carried out by the Directorate-General for Communication (“Media monitoring, media analysis and Eurobarometer” Unit). It is the same for all countries and territories covered in the survey. A technical note concerning the interviews conducted by the member institutes of the TNS Opinion and Social network is annexed to this report. It also specifies the confidence intervals.

Book excerpt: This Standard Eurobarometer 86 survey was conducted between 3 and 16 November 2016 in 34 countries and territories: the 28 Member States of the European Union, the five candidate countries (the former Yugoslav Republic of Macedonia, Turkey, Montenegro, Serbia and Albania), and the Turkish Cypriot Community in the part of the country not controlled by the government of the Republic of Cyprus. The Standard Eurobarometer survey of autumn 2016 was conducted just after the European Commission published the autumn 2016 economic forecasts. In 2016, GDP was expected to reach 1.8% in the EU and 1.7% in the euro area, which is slightly lower than the figures for 2015. In comparison, the forecasts for GDP growth are 1.6% in the United States, 0.7% in Japan, 6.6% in China and 3% globally. At the same time, there has been overall improvement in the employment situation: unemployment has continued to decline within the EU (falling from 9.1% in October 2015 to 8.3% in October 2016, a drop of 0.8 percentage points). In the euro area, it fell to under 10% for the first time since April 2011 (9.8% versus 10.6% in October 2015, -0.8). Since the Standard Eurobarometer report of spring 2016, several major events have taken place: Britain held a referendum on 23 June and the British citizens voted in favour of Britain leaving the EU. This Standard Eurobarometer survey of autumn 2016 is the first to be conducted after the referendum. On 14 July, the city of Nice in France was the target of a terrorist attack leaving 86 dead and 434 wounded. Two other terrorist attacks took place in France, on 13 June in Magnanville and on 26 July in Saint-Etienne-du-Rouvray. In Germany, there were also two attacks on 18 and 24 July respectively near Wurtzbourg and in Ansbach in Bavaria. Parliamentary elections were held in Spain, Croatia and Lithuania and presidential elections were held in Estonia and Bulgaria (just after the fieldwork started on 6 November). The campaigns linked to the constitutional referendum in Italy and the second round of the presidential elections in Austria continued at the same time as the fieldwork. The abovementioned referendum and presidential election took place on 4 December. Outside the EU, the 58th American presidential election took place on 8 November 2016 and the Republican candidate, Donald Trump was elected. This edition of the Standard Eurobarometer report of autumn 2016 (EB86) studies European citizens' opinions on the European Union's policies, and more specifically the priorities set by the European Commission, a subject that has been covered through the following topics: Support for European policies: Are Europeans in favour of greater integration of policies by the 28 Member States? We focus on economic, monetary and commercial policies, but also look at foreign, defence and security policies; Opinion of the Europe 2020 strategy: Are the objectives followed by the European Commission since 2010 within the Europe 2020 strategy, whether socioeconomic and environmental targets or those related to education and research, too ambitious or too modest? Most foreign aid transactions are unilateral and financially unreciprocated, yet donors expect to benefit from them.Previous research dealing with foreign aid has analyzed the main donor motives and interests in providing financial support. This book offers an in-depth analysis of the invisible political or social 'exchange' taking place between recipient countries and donors when a grant agreement is signed. Focusing on Egypt, Jordan, Palestine and Israel - the main beneficiaries of Western foreign aid – the book uses gift theories and theories of social exchange to show how international social bonds are shaped by foreign aid and in what ways recipient countries are obliged to return the 'gift' they receive. Foreign aid is a means of buying 'stability' or 'democracy' in the region but Beata Paragi is interested here to understand the actual feasibility of Western assistance. Looking at the context of the Arab Spring, the book examines how aid impacts on a recipient country's domestic political events such as war, the quest for self-determination, the struggle against occupation and the fight for dignity. Book excerpt: This open access book, summarising the research conducted at this Jean Monnet Chair, seeks to identify the ethical spirit of European Union (EU) values. EU integration began at the economic level; human rights were only added at a later stage. Finally, the Lisbon Treaty turned the EU into a ‘Union of values’ by enshrining certain concepts in Art 2 TEU. This provision can be seen as a hub linked to various other provisions of EU primary and secondary law. The values contained therein have, amongst others, been applied to two areas (digitalisation and non-financial reporting, partly in sports), and further specified in others (health and partly in sports). This book analyses the evolution of values (ratione temporis) and the questions of who is entitled and who is obliged (ratione personae). Besides the external perspective (ratione limitis; e.g., Brexit), it focuses on the composition of the EU’s common values (ratione materiae). As Art 2 TEU can be viewed as a hub, it is essential to focus on various relations, not only between values, but also between values and other provisions of EU law, as well as other concepts. Based on this description of the status quo, the book subsequently addresses a possible future direction, arguing for an additional narrative (trust), an additional value (environmental protection), and a more communitarian Union. In closing, apart from the classical commitment of the EU and the Member States to uphold the values of the EU, the book discusses the level of individuals and values as virtues. Various figures and tables complement this overview of the status quo of the Union of values and outline of its future direction.
