In the Children’s Best Interests, by Lynne Taylor, is the first work to delve deeply into the records of the United Nations Relief and Rehabilitation Administration (UNRRA) and the International Refugee Organization (IRO) and reveal the heated battles that erupted amongst the various entities (military, governments, and NGOs) responsible for their care and disposition. The bitter debates focused on such issues as whether a child could be adopted, what to do with illegitimate and abandoned children, and who could assume the role of guardian. The inconclusive nationality of these children meant they became pawns in the battle between East and West during the Cold War. Taylor’s exploration and insight into the debates around national identity and the privilege of citizenship challenges our understanding of nationality in the postwar period.

Combining business, labor, social, political, and environmental history, Dublin and Licht delve into coal communities to explore grassroots ethnic life and labor activism, economic revitalization, and the varied impact of economic decline across generations of mining families. The Face of Decline also features the responses to economic crisis of organized capital and labor, local business elites, redevelopment agencies, and state and federal governments. Dublin and Licht draw on a remarkable range of sources: oral histories and survey questionnaires; documentary photographs; the records of coal companies, local governments, and industrial development corporations; federal censuses; and community newspapers. The authors examine the impact of enduring economic decline across a wide region but focus especially on a small group of mining communities in the region's Panther Valley, from Jim Thorpe through Lansford to Tamaqua. The authors also place the anthracite region within a broader conceptual framework, comparing anthracite's decline to parallel developments in European coal basins and Appalachia and to deindustrialization in the United States more generally.

During this time commerce, politics and technology supported male privilege, while simultaneously creating the polite, consumerist and sedentary lifestyles that were perceived as damaging the minds and bodies of men. This volume explores this paradox through the figure of the sailor, a working-class man whose representation fulfilled numerous political and social ends in this period. It begins with the enduring image of romantic, heroic veterans of the Napeolonic wars, takes the reader through the challenges to masculinities created by encounters with other races and ethnicities, and with technological change, shifting geopolitical and cultural contexts, and ends with the fragile portrayal of masculinity in the imagined Nelson. In doing so, this edited collection shows that maritime masculinities (ideals, representations and the seamen themselves) were highly visible and volatile sites for negotiating the tensions of masculinities with civilisation, race, technology, patriotism, citizenship, and respectability during the long nineteenth century.

Book excerpt: Founded in 1919 under the Treaty of Versailles as part of the League of Nations’ system, the ILO is still today the main organization responsible for the international organization of work and the improvement of working conditions in the world. Widely recognized for its efforts in building international labour standards, the ILO remains little studied by development specialists and historians. This book intends to fill this gap and traces the history of international development and its early pioneers, through an analysis of the activities of the International Labour Office, the Secretariat of the International Labour Organization, between 1930 and 1946. In this book, development is used as a key to questioning the ILO's place and function in the expanding inter-war world. The development practices and discourses that emerged in the 1930s were mainly intended to support the ILO's universalization strategy, which was made necessary by the events that shook Europe at the time. Development discourses and practices were also part of the "esprit du temps", as they were closely linked to the affirmation of the planist and rationalist ideas of the 1930s. However, development for the ILO was not reduced to a project of economic modernization, but was seen as a tool for social engineering, as evidenced by the ILO's missions of technical assistance, organized since 1930. The analysis of the expertise work makes it possible to highlight the logics that prevailed in technical assistance, which was more in line with institutional objectives, than with the dissemination of a genuine expertise. This book therefore hopes to bring new insight on the history of internationalism, and international organizations during the inter-war period and the Second World War, as well as on the role of the ILO in the history of international development thinking and practices.

Drawing on the theorist Edward Said, she contends that studies of the European Union are marked by a prevailing Orientalism, rarely asking who has traditionally been able to define European identity, and whether this identity should be presented as an historical process rather than a static category. The central argument of this book is that the historical experience of being framed as simultaneously in Europe - and yet not quite in Europe – informs the current self-understandings and security imaginaries of Poland and the Baltic States. Exploring this existential condition of ‘liminal Europeaness’ among foreign and security policy-making elites, the book considers its effects on key security policy issues, including relations with Western Europe, Russia and the United States. Supported by solid empirical analyses, this book provides an innovative and interdisciplinary approach to the post-Cold War predicament of Poland and the Baltic States. Book excerpt: The onset of the 2004 EU enlargement witnessed a number of predictions being made about the approaches, capacity and ability of Central European judges who were soon to join the Union. Optimistic voices, foreshadowing the deep transformative power that Europe was bound to exercise with respect to the judicial mentality and practice in the new Member States, were intertwined with gloomy pictures of post-Communist limited formalism and mechanical jurisprudence that could not be reformed, which were likely to undermine the very foundations of mutual trust and recognition the judicial system of the Union is built upon. Ten years later, this volume revisits these predictions and critically assesses the evolution of Central European judicial mentality, institutions and constitutionality under the influence of the EU membership. Comparatively evaluating the situation in a number of Central European Member States in their socio-legal contexts, notably Poland, the Czech Republic, Slovakia, Hungary, Slovenia, Bulgaria and Romania, the volume offers unique insights into the process of (non) Europeanisation of national legal systems and cultures.
