Seashore (1866–1949) is that he was deeply involved in the American eugenics movement. He was among the US academics to support eugenics long before German Nazis embraced it. A titan in a host of disciplines and a proponent of radical education reform, Seashore used his positional power to promote a constellation of education reforms consistent with central precepts of eugenics. Many of these reforms, including tracking, gifted and talented programs, and high-stakes standardized testing, were adopted and remain standard practice in the United States today. He promulgated the idea that musical talent is biologically inheritable, and he developed the first standardized tests of musical talent; these tests were used by early-twentieth-century researchers in their attempts to determine whether there are race differences in musical talent. Seashore’s ideas and work profoundly shaped music education’s research trajectory, as well as enduring “commonsense” beliefs about musical ability. An intersectional analysis, “Destined to Fail” focuses on the relationship between eugenics and Seashore’s views on ability, race, and gender. Koza concludes that Seashore promoted eugenics and its companion, euthenics, because he was a true believer. She also discusses the longstanding silences surrounding Seashore’s participation in eugenics. As a diagnosis and critique of the present, “Destined to Fail” identifies resemblances and connections between past and present that illustrate the continuing influence of eugenics—and the systems of reasoning that made early-twentieth-century eugenics imaginable and seem reasonable—on education discourse and practice today. It maps out discursive, citational, and funding connections between eugenicists of the early twentieth-century and contemporary White supremacists; this mapping leads to some of Donald Trump’s supporters and appointees.

The eugenic objectives of eliminating genetic diseases, increasing intelligence, and reducing personality disorders he argues, remain desirable and are achievable by human biotechnology. In this four-part analysis, Lynn begins with an account of the foundation of eugenics by Francis Galton and the rise and fall of eugenics in the twentieth century. He then sets out historical formulations on this issue and discusses in detail desirability of the new eugenics of human biotechnology. After examining the classic approach of attempting to implement eugenics by altering reproduction, Lynn concludes that the policies of classical eugenics are not politically feasible in democratic societies. The new eugenics of human biotechnology--prenatal diagnosis of embryos with genetic diseases, embryo selection, and cloning--may be more likely than classic eugenics to evolve spontaneously in western democracies. Lynn looks at the ethical issues of human biotechnologies and how they may be used by authoritarian states to promote state power. He predicts how eugenic policies and dysgenic processes are likely to affect geopolitics and the balance of power in the 21st century. Book excerpt: Unlike other critiques of the scientific literature on racial difference, The Science and Politics of Racial Research argues that there has been no scientific purpose or value to the study of innate differences in ability between groups. William Tucker shows how, for more than a century, scientific investigations of supposedly innate differences in ability between races have been used to rationalize social and political inequality as the unavoidable consequence of natural differences. Tucker structures his work chronologically, with each chapter describing how research on genetic difference was used in a particular era to support a particular political agenda. He begins with the use of science to support slavery in the mid-nineteenth century and ends with the effects of Jensenism in the 1970s. Highlights include one chapter describing a little-known but concerted attempt by a group of scientists to overturn the Brown v. Board of Education decision on the basis of "expert testimony" about racial differences, and another that presents a review of the eugenics movement in the twentieth century. The author also considers how to balance the rights and responsibilities of scientists, concluding that one generally neglected method is to strengthen the rights of research subjects.

The Kenyan eugenics movement of the 1930s adapted British ideas to the colonial environment: in all its extremity, Kenyan eugenics was not simply a bizarre and embarrassing colonial mutation, as it was later dismissed, but a logical extension of British eugenics in a colonial context. By tracing the history of eugenic thought in Kenya, the book shows how the movement took on a distinctive colonial character, driven by settler political preoccupations and reacting to increasingly outspoken African demands for better, and more independent, education.
