Book The Local Implementation of the Reinforced Youth Guarantee

Download or read book The Local Implementation of the Reinforced Youth Guarantee written by and published by . This book was released on 2022 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: On 2 July 2020, the European Committee of the Regions (CoR) received a Communication from the European Commission on a 'proposal for a Council Recommendation on Reinforcing the Youth Guarantee and replacing the Council Recommendation of 22 April 2013 on establishing a Youth Guarantee' (COM(2020) 277 final). The proposal was adopted by the Council in October 2020. Its objective is to better support youth employment across the European Union (EU) in the context of the COVID-19 pandemic, which generated a high youth unemployment rate and increased the number of young people not in education, employment or training (NEETs). The Council Recommendation on Reinforcing the Youth Guarantee (hereinafter referred to as '2020 Council Recommendation') significantly reorganised its guidelines through four different phases: mapping, outreach, preparation and offer. In February 2021, the CoR adopted the Opinion on 'Youth Employment Support: A Bridge to Jobs for the Next Generation Reinforcing the Youth Guarantee' (hereinafter referred to as 'CoR Opinion'), providing a regional and local perspective on the issue of youth unemployment and making specific proposals regarding the 2020 Council Recommendation. Against this backdrop, the present study aims to analyse the implementation of the 2020 Council Recommendation at local level considering the four phases mentioned above and the core elements addressed by the CoR Opinion, namely cooperation between local or regional authorities (LRAs) and relevant stakeholders, quality of offers, mobility, territoriality, evidence-based policy-making and sustainability of postings through upskilling and re-skilling. More specifically, the study provides an overview of different approaches taken by a representative sample of local providers of Youth Guarantee (YG) schemes (Public Employment Services - PESs) in order to assess the level of coherence with the 2020 Council Recommendation and propose an understanding of the reasons why certain PESs implement YG schemes differently than others. Potential good practices are also highlighted through case studies.

Book Preparatory Action on the Youth Guarantee

Download or read book Preparatory Action on the Youth Guarantee written by and published by . This book was released on 2014 with total page 38 pages. Available in PDF, EPUB and Kindle. Book excerpt: The effects of the economic crisis on employment have been particularly marked for European youth. In 2013, the rate of youth unemployment stood at 23.3% across the EU- 28 (the latest Eurostat figure of June 2014 indicates to a youth unemployment rate of 22%). The rate is nearly eight percentage points higher than the rate in 2007, before the onset of the crisis (15.7%). At present 5.2 million people in Europe under the age of 25 are unemployed (May 2014) and a total of 7.5 million are not in employment, education or training. This represents a huge untapped resource that Europe cannot afford to lose and carries serious implications for future growth and social cohesion. It has been recognised that immediate action is needed to mitigate the effect of the youth unemployment crisis on individuals and on long-term employment prospects for future generations.^In December 2012, the Commission put forward a Youth Employment Package to assist and guide Member States in combatting youth unemployment. Based on the Commission's proposal, the Council adopted a Recommendation on the Youth Guarantee in April 2013. Member States thereby committed to ensuring that all young people under the age of 25 years receive a good-quality offer of employment, continued education, an apprenticeship or a traineeship within a period of four months of becoming unemployed or leaving formal education. In the 2012 EU budget, the European Parliament asked the Commission to implement a preparatory action to support the setting-up of pilot Youth Guarantee (YG) activities in Member States. The call for proposals4 was launched in 2012 and 18 Pilot Projects were launched. These projects are currently being implement in seven countries: Ireland, Italy, Lithuania, Poland, Romania, Spain and the United Kingdom.^The Pilots were launched during the August-December 2013 period and they run for 12 months. Ultimately the experience gained from the Pilots is expected to provide Member States with practical recommendations for implementing national Youth Guarantee (YG) schemes and programming related actions under the European Social Fund and Youth Employment Initiative.

Book excerpt: Since 2012, European policy-makers have called for urgent action to respond to rising levels of youth unemployment and to help young people not in education employment or training to make the transition into work. They have called for the adoption of a Youth Guarantee, a scheme which seeks to ensure that all young people aged under 25 receive a good-quality offer of employment, continued education, apprenticeship or traineeship within four months of becoming unemployed or leaving formal education. Book Youth policy in Greece

Download or read book Youth policy in Greece written by Sladjana Petkovic and published by Council of Europe. This book was released on 2015-07-21 with total page 153 pages. Available in PDF, EPUB and Kindle. Book excerpt: Greece is the 20th country to have had its youth policy reviewed by an international review team appointed by the Council of Europe. The financial crisis and resulting high unemployment rate, especially among young people, was the major concern encountered by the review team. Although the crisis has compelled Greece to engage in profound fiscal reform and address many of its structural weaknesses, this has not been matched by labour market activation policies and other youth policy measures needed to reverse the mood of despondency and stem the tide of emigration of young people. This international review focused in particular on two aspects of youth transitions: the transition from the education system to the labour market; and the related issue of military service and conscription, which is an integral part of life for young men in Greece. The review team also considered characteristics of the public administration, which dwells on bureaucratic compliance and has limited scope and licence for fostering initiative and creativity, despite incessant rhetoric about the need for “entrepreneurship”. The review team advocates the establishment of more creative and innovative mechanisms to free the entrepreneurial and participative spirit not only of young people in Greece, but also of its regional and local administrations, youth organisations and local youth councils, in order for them to provide timely and purposeful intervention, opportunity and support according to local need and circumstances.

Book The Youth Guarantee

Download or read book The Youth Guarantee written by and published by . This book was released on 2015 with total page 4 pages. Available in PDF, EPUB and Kindle. Book excerpt: Member States of the European Union made a promise to young people in April 2013. They undertook to ensure that no young person under 25 after leaving education or becoming unemployed is left without support to obtain a job, a traineeship, or an apprenticeship, or to get into continued education. Member States set themselves a 4 month time limit for providing such an offer. This offer should be of good quality to contribute to sustainably improved labour market prospects. Member States' commitment involves reaching out to the young who are currently outside the labour market and not participating in formal education or training. Ultimately all this aims at tackling youth unemployment and the current huge waste of young people's potential.

Book excerpt: This essay discusses the determinants of youth unemployment within the EU and then the alternative policy options currently at stake. We argue that youth unemployment regards especially some peripheral EU countries and is due to a mix of factors that should be addressed more vigorously, starting from expansionary fiscal and monetary policy. The guiding line should be to reform the Maastricht Treaty so as to allow eacg EU country to reach the Europe 2020 targets. Moreover, especially in the peripheral countries drastic reforms of the school-to-work transition regimes are needed, including not only the European Youth Guarantee, which is underfinanced, but also the introduction of better links between the education system and the labor market. The past emphasis on labor market reforms, instead, should be reconsidered.

Book European Youth Labour Markets

Download or read book European Youth Labour Markets written by Miguel Ángel Malo and published by Springer. This book was released on 2017-11-10 with total page 259 pages. Available in PDF, EPUB and Kindle. Book excerpt: This timely analysis examines the complex state of youth unemployment across Europe and offers cogent policy suggestions for addressing this longstanding societal problem. The findings reveal numerous national and regional factors affecting youth joblessness—not only market and economic challenges, but also deep sociocultural and political dynamics underlying the situations. Coverage details how the standard transition from school to work is disrupted in an already depressed adult job market, and compares a wide range of responses in terms of both young people’s educational decision-making and national youth policy. In particular, contributors assess whether the current crop of Youth Guarantee programs can/should be a model for employment policy across the continent. Among the topics covered: Youth labour market prospects and recent policy developments. Youth labour market in Central and Eastern Europe. Early school dropout in Spain: evolution during the Great Recession. Overeducation among European university graduates: a constraint or a choice? Promoting youth employment in Europe: evidence-based policy lessons. The evaluation of a Finnish youth guarantee: lessons for Europe? European Youth Labour Markets is of interest to an international audience of economists, sociologists, and leaders in governmental, non-profit, and corporate sectors through its broad and comparative macroeconomic focus and implications for policymaking, research, resource allocation, and policy evaluation.

Book Europe s Lifelong Learning Markets Governance and Policy

Download or read book Europe s Lifelong Learning Markets Governance and Policy written by Marcella Milana and published by Palgrave Macmillan. This book was released on 2020-05-17 with total page pages. Available in PDF, EPUB and Kindle. Book excerpt: This book explores European governance and policy coordination within lifelong learning markets. Using an instruments approach, the editors and contributors examine the ways in which governance mechanisms employed by the European Union influence policy to regulate lifelong learning, and intervene in lifelong learning markets, at both European and national levels. Filling an important gap in the current literature, this book examines how strengthened policy coordination at the EU level contributed to the blurring of boundaries between policy fields and the redefinition of the function of adult education after the 2008 recession. Divided into three parts, this book draws on a range of case studies from countries including Spain, Denmark, Bulgaria and the UK. It will be of interest and value to students and scholars of education policy and governance, adult education and lifelong learning.

Book Youth Unemployment in the EU A Scarred Generation HL 164

Download or read book Youth Unemployment in the EU A Scarred Generation HL 164 written by The Stationery Office and published by The Stationery Office. This book was released on 2014-04-10 with total page 88 pages. Available in PDF, EPUB and Kindle. Book excerpt: With the rate of young jobless in the EU still at nearly double its pre-crisis level, and the UK experiencing exceptionally high levels of unemployment, this report calls on the Government to rethink the way it uses European funding. The Government needs to use EU money to support the introduction of a Youth Guarantee, rather than putting the funds towards existing domestic measures such as the Youth Contract. The Youth Contract had underperformed and was not popular in the private sector, while the Youth Guarantee had been successful in other European countries. Five regions in the UK were highlighted in the report as having unemployment levels so high that they qualified for additional EU funding. These areas were: Tees Valley & Durham; West Midlands; South Western Scotland; Inner London; and Merseyside. The Committee is urging the Government use the European funding to run pilot Youth Guarantee schemes in these five areas. Other recommendations made in the report include: a move away from a centralised management of EU funds and make the most of local authorities and Local Enterprise Partnerships, who have links to specialist organisations in their areas; when it comes to careers advice, the Government should use EU money to fund more traditional face-to-face careers advice, rather than focusing on online support; and more needs to be done to address the skills mismatch in the EU - a particular example being in ICT
