Youth Labor in Transition examines young people's integration into employment, alongside the decisions and consequences of migrating to find work and later returning home. The authors identify key policy challenges for the future related to NEETS, overeducation, self-employment, and ethnic differences in outcomes. This illustrates the need to encompass a wider understanding of youth employment and job insecurity by including an analysis of economic production and how it relates to social reproduction of labor if policy intervention is to be effective. The mapping and extensive analysis in this book are the result of a 3«-year, European Union-funded research project (Strategic Transitions for Youth Labour in Europe, or STYLE; http://www.style-research.eu) coordinated by Jacqueline O'Reilly. With an overall budget of just under 5 million euros and involving 25 research partners; an international advisory network and local advisory boards of employers, unions, and policymakers; and non-governmental organizations from more than 20 European countries, STYLE is one of the largest European Commission-funded research projects to exist on this topic. Book excerpt: In this volume, the European research project YUSEDER ("Youth Unemployment and Social Exclusion: Dimensions, Subjective Experiences and Institutional Responses in Six Countries of the EU"), supported by the EU Commission (Directorate General Research) as a part of the programme Targeted Socio-Economic Research (TSER), addresses the question of what effects long-term unemployment has on young people in regard of their feeling of belonging to society. Does long-term unemployment imply the risk of social exclusion for young people? How does social exclusion develop, and which factors counteract the processes of exclusion? Thus far, research into unemployment has seldom performed comparative studies. This interdisciplinary project in six European countries has conducted for the first time a qualitative study with 300 long-term unemployment young people from age 20 to 25. The inquiry was carried out in the three northern European countries Sweden, Belgium and Germany and in the three southern European countries Greece, Italy and Spain. Researches from psychology, sociology, public health and psychiatry participated in this research project coordinated by Thomas Kieselbach (University of Bremen, Germany). The volumes in the series published up to now within the YUSEDER project represent a state of the art overview of the topic of youth unemployment and health (volume 1) and youth unemployment and social exclusion (volume 2) in the six participating countries. This third volume focuses on the personal experiences and assessments of young people affected by unemployment. Besides presenting the country-specific manifestations of social exclusion, this new study identifies those important key mechanisms which increase (vulnerability factors) or reduce (protective factors) the risk of social exclusion. Book excerpt: This book breaks new ground by bringing together recent research into the determinants of marginalization risks for the unemployed and research into new social policies for combating marginalization. It examines the major controversies about how far entrapment in unemployment is due to resource constraints, motivational problems, or skill deficiency. It examines the forms that new policies have taken, the way they vary between EU countries, and the effects they have had on the life experiences of the unemployed. Its central concern is how far the new policies developed in the 1990s, in particular the spread of activation and welfare-to-work policies, address the major sources of vulnerability of the unemployed. The chapters draw on the results of a number of major comparative research programmes funded by the European Commission. These provide for the first time rigorous comparative data across a range of different countries. They bring together the insights of researchers from different disciplines: economists, jurists, social-psychologists, and social policy analysts. The book shows that while the new policy initiatives helped to mitigate the severity of the experience of unemployment, they were far from providing an adequate response to the underlying factors that put people at risk of marginalization. These were primarily due to skill deficiencies that were rooted in disadvantages that people experienced when they were young and in the persisting inequalities in training opportunities during people's work careers. The case is made for a major new policy initiative to improve the quality of working life of the low-skilled and their opportunities for skill development.

In the 90s it can be observed that in most Western countries, the rate of youth unemployment have risen dramatically, in some of these countries the unemployment problem can be considered primarily a problem of refused entry to the labour market for members of the younger generation. This development increases the risk of psychosocial impairment to the individuals affected as well as to the social fabric in general. The present volume draws attention to the health effects of long-term youth unemployment in six European countries. It is based upon the results of an international research project (Youth Unemployment and Social Exclusion: Dimensions, Subjective Experiences, and Innovative Institutional Responses in Six Countries of the EU) (YUSEDER) conducted in the framework of the research programme Targeted Socio-Economic Research (TSER) of the European Commission. Partners with different scientific backgrounds (health psychology, public health research, psychiatry, industrial sociology, medical sociology) from six European countries participated in this project. The contributions in this volume illustrate an initial approach to analysing and comparing empirical evidence on youth unemployment and health from a comparative perspective for three Northern European countries (Sweden, Germany, Belgium) and for three Southern European countries (Spain, Italy, Greece). For each country a specific national report is presented. The comparative section describes and attempts to explain the similarities and dissimilarities between countries having rather diverse historical and social understandings of being in and out of work for young people.

The 2008 global financial crisis resulted in sharp increases in youth unemployment, particularly long-term. While the E.U. has created the Youth Guarantee Scheme to assist Member States in their policy initiatives, national governments are responsible for implementing individual strategies. Research on the effectiveness of active labor market policies (ALMP) in tackling youth unemployment, both historic and recent, provides mixed results, and there is a particular lack of research involving cross-country and long-term effects. Using panel regression methods, this study analyzes the extent, if any, ALMP are affecting youth unemployment, specifically those neither in employment, education, or training (NEET). Further analysis explored how political ideology affects the adopting of youth ALMP, and how income inequality may affect overall policy efforts to reduce unemployment. The analysis found similarities to existing literature in the positive effects of training schemes, and the ambiguous results from other policies. However, this research notably found differences within Europe and in particular those countries in the south and east.

Book excerpt: The crisis has intensified what was previously a chronic unemployment problem in Europe; youth unemployment is now at unprecedented highs in some European countries. This paper assesses the main drivers of youth unemployment in Europe. It finds that much of the increase in youth unemployment rates during the crisis can be explained by output dynamics and the greater sensitivity of youth unemployment to economic activity than adult unemployment. Labor market institutions also play a significant role in explaining the persistently high levels of youth unemployment, especially the tax wedge, minimum wages relative to the median wage, spending on active labor market policies, the opportunity cost of working (measured by the unemployment benefits), vocational training, and labor market duality. This suggests that policies to address youth unemployment should be comprehensive and country-specific, focused on reviving growth and advancing labor market reforms.
