The European External Action Service (EEAS) was created to coordinate the supranational and intergovernmental areas of EU external relations, but it is unclear whether and how it may attain this objective. Through an analysis of law and practice, Gatti demonstrates that the EEAS is capable of effectively promoting coherence in EU external relations. Although working independently from EU institutions and Member States, the EEAS can coordinate their activities at an administrative level. The EEAS is thus ideally placed to bring together EU external action instruments, including diplomatic efforts, development cooperation, and security policies.

Firstly, many institutional innovations were introduced, most notably the high-ranking posts of the High Representative and the President of the European Council as well as Union s diplomatic service the European External Action Service. Secondly, there is an attempt to create a more unified legal order through the formal abolition of the pillar structure, the introduction of a single legal personality and the abolition of the hierarchical relationship between pillars. Finally, the Lisbon Treaty re-organised the EU s external action. With the Treaty of Lisbon entering into force, the external action of the Union encompasses the common foreign and security policy (CFSP), the common security and defence policy (CSDP), the common commercial policy (CCP), the development cooperation and economic, financial and technical cooperation with third countries. According to Article 13 of the Treaty on European Union (TEU): The Union shall ensure consistency between the different areas of its external action and between these and its other policies. Consistency in EU external relations can be seen as a multi-layered concept, consisting of variety of dimensions, intertwined with other concepts and legal obligations in the Treaty as well as a political objective of the Union. Most importantly, it is a legal requirement through which the TEU accords to the Union the general responsibility for ensuring consistency of its external action as a whole but it charges the High Representative, the Council and the Commission with ensuring the implementation of these policies each in accordance with its respective powers. The dissertation will focus on horizontal consistency as an issue in EU external action and the legal as well as political implications of the institutional innovations brought about by the Lisbon Treaty. Whereas vertical consistency applies to the relations between the Member States and the Union, horizontal consistency designates consistency on European level, either inter-policy or inter-institutional consistency. Inter-institutional horizontal consistency is responsible for omitting gaps, avoiding conflicts and ensuring there are no overlapping competences between the European institutions. Book excerpt: As a result of the Lisbon Treaty, the High Representative of the Union for Foreign Affairs and Security Policy and the newly established European External Action Service (EEAS) have been granted participation in the programming and manage-ment cycle of the European Union's (EU) instruments for development cooperation. This paper analyses the extent to which these reforms are likely to help or hinder the achievement of the primary objective of the EU's development cooperation: the reduction and, in the long term, the eradication of poverty. With the loss of development policy's independent status, the underlying hypothesis of many representatives of the development community is that the poverty focus of EU development cooperation will be undermined by the emergence of a dominant and unchecked EEAS in the programming and management cycle of development cooperation instruments. This paper, however, shows that the loss of development policy's independent status does not necessarily lead to a weakening of the EU's commitment to poverty eradication. It is argued that if an institutional capacity is put in place to maintain the system of checks and balances in the programming cycle alive and, by consequence, to ensure that aid regulations reflect a clear focus on poverty eradication, development cooperation could in fact even benefit from the Lisbon reforms. To this end, the paper offers a set of policy recommendations for the institutional architecture of the EEAS.

The time was characterized by an intensive and controversial discussion between the European Union (EU) institutions and member states on the setup of arguably the most important institutional innovation besides the new post of the High Representative of the Union for Foreign Affairs and Security Policy (HR): the European External Action Service (EEAS).The EEAS has the purpose of serving its head, HR Ashton, in fulfilling her tasks of, inter alia, conducting the EU’s Common Foreign and Security Policy (CFSP) and increasing the efficiency and coherence of EU external relations. Regarding hither to the execution of EU foreign policy, the HR admitted in the run-up to the establishment of the EEAS that “the EU can be too slow, too cumbersome and too bureaucratic”1. With the setup of the new diplomatic service the EU wished to overcome occurring difficulties that result out of the complex net of responsibilities that characterise the external relations of the EU and thus ‘give the EU a stronger voice around the world, and greater impact on the ground’2.Given the fact that the EEAS constitutes a whole new de facto institution without predecessor and was therefore built from scratch,it is very interesting from a political scientist point of view to see where and how the new service is positioned in the institutional architecture of the EU system. Since the EEAS was ought to bring together rather intergovernmental (e.g. CFSP) and supranational (e.g. development cooperation) policy spheres of EU external action, a discussion on how it can be scrutinized by grand theories of European integration seems to offer valuable insights.In section 2 this research paper first takes a deeper look at two of the most influential grand theories of European integration, neofunctionalism and intergovernmentalism. Basic assumptions and logics of the two approaches will be used to build indicators with which the overall research question of the analysis will be assessed: ¿can the two grand theories explain the institutional setup of the newly established EEAS? The empirical examination of the topic,which will mainly be based on the relevant treaty provisions and the existing decisions and reports of the EU institutions on the EEAS, follows in section 3 of the paper. Furthermore, findings of various academic articles that dealt with the EEAS in the last two years are taken into account. A conclusion summarizes the results of the analysis in section 4.
