Book excerpt: In March 1998 the European Union formally launched the accession process that will lead to a significant enlargement of the Union. So far ten countries from Central Europe: Bulgaria, the Czech Republic, Estonia, Hungary, Latvia, Lithuania, Poland, Romania, the Slovak Republic and Slovenia have submitted their applications for EU membership. This unique process immediately attracted attention of economists and policy makers. Nevertheless, it can be noticed that among numerous results already published, there is a distinctive shortage of books and papers in which quantitative research methods are applied. This is to a large extent justified by the fact that the transition and accession processes are new to the economic sciences, their methodology is not wellresearched, statistical data for the Central and East European countries are scarce and not always reliable and, generally, quantitative approach seems to be a risky and uncertain business. All these all problems can also be seen as a challenge rather than an obstacle. With this on mind, we have decided to clarify the status quo by organising a research seminar which focused on the methodology and quantitative analysis of the Central and East European transition and pre-accession processes. The seminar, East European Transition and EU Enlargement: a Quantitative Approach organised by Macroeconomic and Financial Data Centre (University of Gdansk and University ofLeicester) took place in Gdansk in June 2001. Our edited volume contains papers developed from this seminar.

In May 2004 the European Union will undergo the largest expansion in its history when ten countries -- Cyprus, the Czech Republic, Estonia, Hungary, Latvia, Lithuania, Malta, Poland, Slovakia, and Slovenia -- become members. The number of new members and their diversity make this "big bang" enlargement particularly challenging. Not only do these countries vary widely in language, culture, and geography, but also their per capita income is less than half that of existing members. EU officials believe that expanded integration will serve the EU's objectives of peace, stability, prosperity, and democracy; but the less abstract questions of costs and benefits of enlargement are more complex. Each of the chapters in this CESifo volume addresses a different aspect of EU expansion. The contributors, all leading international practitioners and scholars, consider such topics as the effect of euro zone expansion on European Central Bank monetary policy making; using the euro as an external anchor for a national currency; worker migration and income differentials; the Swiss experience with immigration policy in a direct democracy framework; detailed sector analysis using a computable general equilibrium model of the world economy; investment and job creation and destruction in incumbent member countries; and the asymmetric effects of enlargement on high- and low-income incumbent countries. Taken together, the chapters provide useful guidance in shaping the EU policies of the future.

Public choice theory enables us to ‘de-idealize’ the European integration process and see the interests of individual actors in the process more realistically. European integration does not occur because the actors are altruistic; rather, it comes about due to their rational pursuit of individual or group self-interests. European integration and other forms of globalization are not irreversible. For every action, there is an equal and opposite reaction. It remains a possibility that, after several decades of European integration, we are now entering an era of disintegration. This book will serve as a source of edification for academics, politicians, students, and experts, as well as the general public. Book excerpt: In this open access book, experts on integration processes, integration policies, transnationalism, and the migration and development framework provide an academic assessment of the 2011 European Agenda for the Integration of Third-Country Nationals, which calls for integration policies in the EU to involve not only immigrants and their society of settlement, but also actors in their country of origin. Moreover, a heuristic model is developed for the non-normative, analytical study of integration processes and policies based on conceptual, demographic, and historical accounts. The volume addresses three interconnected issues: What does research have to say on (the study of) integration processes in general and on the relevance of actors in origin countries in particular? What is the state of the art of the study of integration policies in Europe and the use of the concept of integration in policy formulation and practice? Does the proposal to include actors in origin countries as important players in integration policies find legitimation in empirical research? A few general conclusions are drawn. First, integration policies have developed at many levels of government: nationally, locally, regionally, and at the supra-national level of the EU. Second, a multitude of stakeholders has become involved in integration as policy designers and implementers. Finally, a logic of policymaking—and not an evidence-based scientific argument—can be said to underlie the European Commission’s redefinition of integration as a three-way process. This book will appeal to academics and policymakers at international, European, national, regional, and local levels. It will also be of interest to graduate and master-level students of political science, sociology, social anthropology, international relations, criminology, geography, and history.
