Book excerpt: Nearly 50 years since the European Foreign Ministers issued their first declaration on the conflict between Israel and Palestine in 1971, EU continues to have close political and economic ties with the region. Based exclusively on primary sources, this study offers an up-to-date overview of EU's involvement in the Israeli-Arab conflict since 1967. It utilises an innovative methodology to analyse keyword frequency in a sample of more than 2300 declarations and statements published in the Bulletin of the European Communities/European Union (1967-2009) as well as council reports and press interviews (2009-2018) to uncover broad patterns for qualitative analysis. The outcomes suggest that the Israeli-Arab conflict is more important to the EU than any other conflict, having been key to shaping EU's foreign policy overall.

This book, a unique collaboration of Israeli and Palestinian authors, traces the history of these unofficial meetings, focusing on those that took place in the 1990s beginning just after the Gulf War. These talks were carried on without media coverage, and this book is the first sustained account of what took place. It is the inside story—the authors themselves participated in some of these discussions and interviewed participants in others.After describing the background of early Arab-Israeli discussions, the authors present six case studies of Track-II talks in the 1990s: the 1992-1993 discussions in Norway that led to the Oslo accords; Palestinian-Israeli talks held in the early 1990s under the auspices of the American Academy of Arts and Sciences; Israeli-Syrian meetings of 1992-1994; the 1994-1995 Stockholm talks convened by the Swedish government; talks held in 1995-1996 between Israeli settlers and representatives of the Palestinian Authority; and arms control and regional security discussions throughout the decade. Despite their different perspectives, the book's two Israeli and two Palestinian authors are able to reach shared conclusions about the effectiveness and consequences of Track-II talks. Track-II Diplomacy not only makes a valuable contribution to the historical record of Arab-Israeli diplomacy but also offers insights into the role of informal and non-official discussions in resolving conflicts.

Departing from the literature that sees the United States, Europe, and Russia as outside diplomatic actors, and regional powers such as Egypt, Iran, Saudi Arabia, and Turkey as part of the conflict, Daniela Huber instead conceptualizes all of them as actors in the regional/international dimension of the conflict, which they (re)produce through their role performances. Anchored in grounded theory and critical discourse analysis, she examines the scripts that have been performed by these powers at the United Nations and how the authoritative international framing of the conflict has evolved in the UN Security Council and General Assembly, identifying periods of continuity and ruptures in these scripts, as well as alternatives to them.

Book excerpt: A critical examination of the history of US-Palestinian relations The United States has invested billions of dollars and countless diplomatic hours in the pursuit of Israeli-Palestinian peace and a two-state solution. Yet American attempts to broker an end to the conflict have repeatedly come up short. At the center of these failures lay two critical factors: Israeli power and Palestinian politics. While both Israelis and Palestinians undoubtedly share much of the blame, one also cannot escape the role of the United States, as the sole mediator in the process, in these repeated failures. American peacemaking efforts ultimately ran aground as a result of Washington’s unwillingness to confront Israel’s ever-deepening occupation or to come to grips with the realities of internal Palestinian politics. In particular, the book looks at the interplay between the U.S.-led peace process and internal Palestinian politics—namely, how a badly flawed peace process helped to weaken Palestinian leaders and institutions and how an increasingly dysfunctional Palestinian leadership, in turn, hindered prospects for a diplomatic resolution. Thus, while the peace process was not necessarily doomed to fail, Washington’s management of the process, with its built-in blind spot to Israeli power and Palestinian politics, made failure far more likely than a negotiated breakthrough. Shaped by the pressures of American domestic politics and the special relationship with Israel, Washington’s distinctive “blind spot” to Israeli power and Palestinian politics has deep historical roots, dating back to the 1917 Balfour Declaration and the British Mandate. The size of the blind spot has varied over the years and from one administration to another, but it is always present.

Growing doubts about the viability of the two-state solution raise the question of which, if any, possible alternatives could succeed, if appropriately supported by the international community. RAND researchers conducted 33 focus groups in the region to gather qualitative and quantitative data on the viability of five alternatives: the status quo, the two-state solution, a confederation, annexation, and a one-state solution. The focus groups, conducted in July 2018 and May 2019, collected detailed opinions of more than 270 individuals, including West Bank Palestinians, Gazan Palestinians, Israeli Jews, and Israeli Arabs. These data provide a novel means of investigating whether there are any areas of overlap between Palestinians and Israelis that might form the basis for renewed dialogue. None of the alternatives was acceptable to a majority of both Israelis and Palestinians. The two-state solution was the most politically viable alternative, although all four populations voiced skepticism toward it. The status quo was preferred by Israeli Jews but strongly disliked by Palestinians. West Bank Palestinians' preferred alternative was the two-state solution, while Gazans ranked a one-state solution slightly above the two-state solution. The data highlight the deep distrust and profound animosity of each side for the other. It is hard to imagine a departure from present trends and where they might lead unless and until strong, courageous leadership among Israelis, Palestinians, and the international community articulates a desire for a better future for all.
