This book emphasizes the long-term link between the CAP and the budget. It examines the aims of the Common Agricultural Policy as set out in the Treaty of Rome and discusses to what extent they have been achieved and whether they are relevant to the 21st century. The factors that have shaped the 1992 and 1999 CAP reforms are outlined, with the latter, in particular, demonstrating the budget's effect on CAP and CAP reforms. The internationalization of CAP with constraints being placed on it by the World Trade Organization is another important factor covered by the book. The 1999 reforms are measured against what may be allowed by the WTO and the demands of EU enlargement. WTO Members have made a commitment to continue the reform process initiated during the Uruguay Round by starting new WTO negotiations on agriculture by 2000. This book combines academic analysis with practical expertise to discuss, in an accessible and systematic way, some of the principal aspects of these agricultural negotiations, and aims to make recommendations for viable and successful negotiating positions in the new WTO talks on agricultural trade. There have thus been fears of the market being flooded by cheap agricultural exports and controversy about the extension of CAP payments. This report, therefore, looks at the impact of enlargement on agriculture both in the new Member states and in the UK. It concludes that structural fragmentation and the lack of capital investment mean that the new Member states are not in a position to undermine EU agricultural markets. However there are concerns about the quality of inspection and food quality. For the UK the Committee think that enlargement is more of a challenge than a threat, especially if the government does more to help promote UK food exports and investments.

By creating a single market without borders and a single currency (the Euro), the EU has given a significant boost to internal trade and employment. Many farmers in the candidate countries have already benefited from membership ahead of enlargement. Targeted EU-funded rural development and investment schemes are in place in these countries, and the progressive liberalisation of trade in agricultural products with the EU has helped farmers to prepare for operating and competing within the enlarged market. Economic operators in the EU and the enlargement countries have gained from open borders and easier trading conditions. Turkey and the western Balkans increased exports of basic agricultural products and processed agricultural products to the EU under preferential trade provisions -- EU Bookshop.

As in all previous enlargements the agricultural chapter proves to be one of the most sensitive fields of the negotiations. This book examines the effects of enlargement on agricultural markets and government expenditure in the candidate countries as well as possible effects of different choices in the politically sensitive areas of direct payments and production quotas. The ten candidate countries have quite diverse economic and agricultural characteristics. Membership in the European Union, therefore, leads to varying macroeconomic effects. Furthermore I analyzed the impact of the enlargement on the Wheat industry The last part of the report is a short conclusion about this topic.
