Available in PDF, EPUB and Kindle. Book excerpt: As of 1 July 2013, Croatia joined the EU as the first member state from the Western Balkans. Three of the current five candidate countries are from the same region that saw the end of dictatorship in the early 1990s followed by a series of military conflicts for almost a decade. It is arguably a challenge for the EU to include these countries and, therefore, the accession process for these candidate countries differs from previous accessions. Particular attention needs to be given to the reform of the security sector. This master's thesis sets out to research security sector reform in the accession process of candidate countries from the Western Balkans. For this purpose, the European Commission's Progress Reports of the past five years have been reviewed for reforms conducted in the security sector. Contrary to the initial assumption, the review indicates that all of the three candidate countries make slow progress in their security sector reforms. This raised the question on the influence of the EU's accession process on these countries in this particular reform issue. The subsequent discussion identified a combination of institutional factors on the part of the EU and specific domestic circumstances in the candidate countries on the other hand as possible explanation for the EU's decreased leverage in this issue. A further insight provided by this thesis is that given the sensitive nature of the security sector, research of reforms of core security actors such as the military or intelligence services requires special access to information.

Book excerpt: With the European Union's 2004 round of enlargement, its neighbourhood now stretches from the Balkans to the Southern Caucasus, and from Russia to the Southern Mediterranean. This new neighbourhood suffers from serious deficits in terms of security, development and democracy, which constitute a serious challenge for the EU's own security. It is clear, however, that no genuine political and economic modernisation can be carried out as long as defence and security sectors remain unaccountable to civilian authorities, lack transparency and waste valuable national resources. This Chaillot Paper examines to what extent the EU is able to address the question of security sector reform and governance with its neighbours. Although increasingly engaged in the promotion of security sector governance, the EU has neither developed a comprehensive policy framework, nor mainstreamed its manifold activities aimed at promoting security sector governance. Moreover, it pursues the reform of security institutions such as police forces, border guards or judicial systems on a piecemeal basis, shying away from involving itself in defence-related aspects of security sector governance, even though ESDP operations are increasingly dealing with post-conflict situations that require the reform and reintegration of military forces. The main policy recommendation advanced by this Chaillot Paper is that the EU should develop a holistic approach to promoting security sector governance in its neighbourhood.

Book excerpt: This working paper explores issues of security integration in a number of external policies of the European Union (EU), and looks at both security policies per se and the security rationale contained in other policy contexts. Following a twin-track approach of presenting both a legal and a political assessment respectively, the contributions have been clustered around three themes: energy security and the EU's relations with neighbouring states, the EU's targeted sanctions policy, and security sector reform pursued by the EU in third countries. The first contribution on energy security seeks to clarify the EU's energy dependency on Russia as a security concern and assesses the EU's response, in particular the Energy Charter Treaty, to Russia's strategic use of its new energy monopoly. The second paper focuses on the countries of the European Neighbourhood Policy (ENP) and analyses a number of critiques with respect to energy policy in the context of the ENP. Within the targeted sanctions theme, one contribution discusses the legal complexities with respect to their adoption and implementation in the EU's multilevel structure, whereas the other looks more broadly at their rationale and highlights a number of problems related to their strategic use by the EU and the UN. On the last theme, the notion of Security Sector Reform (SSR), the first contribution raises the issue in the context of the Western Balkans. While acknowledging the potential importance of EU leverage through membership conditionality, it argues that - for reasons both endogenous and exogenous to the EU's SSR approach - accession is not an automatic best case scenario for sustainable reform in these countries. The second contribution looks at the EU's SSR strategy in the light of local ownership and the quest for a holistic approach by examining the reframing of some existing policies and the adoption of new instruments and actions under the SSR agenda.

Book excerpt: The NATO intervention in the wars in the former Yugoslavia from 1991 to 1999 illustrated the importance of South Eastern Europe to Atlantic security. In 2005, certain of the southern Slav nations have gained NATO and EU membership, as in the case of Slovenia, or have drawn ever closer to qualifying for membership, as in the case of Croatia and Bulgaria. However, Serbia and Montenegro and Bosnia and Herzegovina have proved more difficult to draw into the European fold due to the lingering effects of the wars in Bosnia and Kosovo. This thesis explores Serbia's ongoing attempts to integrate into EU and NATO structures. It begins with the background of the situation in Serbia of 2005 with a focus on the historical leadership, management, and missions of the security sector. It then examines the development and objectives of the security sector reform agenda and the challenges facing its practitioners. Additionally, this thesis analyses the impact of the International Tribunal for the Former Yugoslavia, Kosovo final status disposition, and the chaotic domestic political situation on Serbian reform efforts. This thesis argues that, as a result of political and social circumstances unique to Serbia as well as the institutional shortcomings of the West as concerns comprehensive democratic reform of power and arms, the ongoing SSR efforts in Serbia will take several years to come to fruition.
