Normalement, le Département de SI , qui connaissait déjà le contexte, le métier et le processus de l'organisation, réalisait l'analyse, le design et la mise en oeuvre du système. Au fur et à mesure que les années ont passé et que les infrastructures et les applications sont devenues plus sophistiquées, les entreprises ont commencé à changer leurs strategies concernant les technologies : elles ont commencé à rechercher le développement de solutions ou à acheter des solutions informatiques déjà élaborées, au lieu de développer le système « à la maison ». De nouveaux acteurs : les consultants externes, ont commencé à avoir un rôle important dans le développement et la mise en oeuvre de ces solutions informatiques. Avec l'emploi accru de consultants pour la mise en oeuvre des systèmes d'information dans les organisations, de nouveaux facteurs doivent être pris en compte lorsqu'il s'agit de gérer un projet de systèmes d'information au sein d'une organisation. L'un de ces nouveaux facteurs est le processus d'apprentissage des clients et des consultants tout au long de la durée du projet, afin de garantir la réalisation d'activités pendant – et après – la mise en oeuvre du système d'information dans l'organisation. Notre niveau central d'analyse dans cette thèse est la compréhension du processus d'apprentissage des individus, de leur besoins de connaissance et leur impact dans le déroulement et les résultats d'une telle mise en oeuvre. La stratégie de recherche à utiliser dans ce travail est l'étude de cas multi-site en vue de chercher des explications au phénomène étudié dans son contexte. Les cas choisis correspondent à des projets de systèmes d'information réalisés par une entreprise consultante multinationale, propriétaire d'une solution informatique, dans trois universités colombiennes. Différents résultats sont présentés: 1. une grille d’évaluation de la mise en oeuvre des SI ; 2. une structure des connaissances créées et utilisées chez les participants dans la mise en oeuvre d'un SI ; 3. un modèle de l'influence des connaissances inter-organisationnelles sur le déroulement et les résultats du projet ; 4. un plan générale de besoins d'apprentissage des participants pendant la mise en oeuvre des systèmes d'information dans les organisations ; 5. des améliorations à la méthodologie de mise en oeuvre du SI.

Book excerpt: The 2018 FAO-OIE-WHO (Tripartite) zoonoses guide, “Taking A Multisectoral, One Health Approach: A Tripartite Guide to Addressing Zoonotic Diseases in Countries” (2018 TZG) is being jointly developed to provide member countries with practical guidance on OH approaches to build national mechanisms for multisectoral coordination, communication, and collaboration to address zoonotic disease threats at the animal-human-environment interface. The 2018 TZG updates and expands on the guidance in the one previous jointly-developed, zoonoses-specific guidance document: the 2008 Tripartite “Zoonotic Diseases: A Guide to Establishing Collaboration between Animal and Human Health Sectors at the Country Level”, developed in WHO South-East Asia Region and Western Pacific Region. The 2018 TZG supports building by countries of the resilience and capacity to address emerging and endemic zoonotic diseases such as avian influenza, rabies, Ebola, and Rift Valley fever, as well as food-borne diseases and antimicrobial resistance, and to minimize their impacts on health, livelihoods, and economies. It additionally supports country efforts to implement WHO International Health Regulations (2005) and OIE international standards, to address gaps identified through external and internal health system evaluations, and to achieve targets of the Sustainable Development Goals. The 2018 TZG provides relevant country ministries and agencies with lessons learned and good practices identified from country-level experiences in taking OH approaches for preparedness, prevention, detection and response to zoonotic disease threats, and provides guidance on multisectoral communication, coordination, and collaboration. It informs on regional and country-level OH activities and relevant unisectoral and multisectoral tools available for countries to use.
