Book excerpt: This document records the oral and written testimony given by witnesses at a series of three Congressional hearings conducted in 1993 to review federal retraining programs for dislocated workers. Witnesses included representatives of federal and state agencies, and Private Industry Councils. Witnesses testified about their programs and what has worked and has not worked in their efforts to retrain dislocated workers. The existing programs were described and suggestions made for improvements, including putting programs in place before layoffs, and shortening the timeframe for retraining programs so workers can afford to complete them. However, according to witnesses, whatever successes have occurred have been tempered by the sluggish economy and the reality that most of the new jobs for which workers can be retrained pay substantially less than the jobs they have lost. Book excerpt: This study comprises a review of oil palm development and management across landscapes in the tropics. Seven countries have been selected for detailed analysis using surveys of the current literature, mainly spanning the last fifteen years. Indonesia and Malaysia are the obvious leaders in terms of area planted and levels of production and export, but also in literature generated on social and environmental challenges. In Latin America, Colombia is the dominant producer with oil palm expanding in disparate landscapes with a strong focus on palm oil-based biodiesel; and small-scale growers and companies in Peru and Brazil offer contrasting ways of inserting oil palm into the Amazon. Nigeria and Cameroon represent African nations with traditional groves and old plantations in which foreign land grabs to establish new oil palm have recently occurred.
Download or read book Entrepreneurship Education and Training Programs around the World written by Alexandria Valerio and published by World Bank Publications. This book was released on 2014-05-06 with total page 287 pages. Available in PDF, EPUB and Kindle. Book excerpt: Entrepreneurship has attracted global interest for its potential to catalyze economic and social development. Research suggesting that certain entrepreneurial mindsets and skills can be learned has given rise to the field of entrepreneurship education and training (EET). Despite the growth of EET, global knowledge about these programs and their impact remains thin. In response, this study surveys the available literature and program evaluations to propose a Conceptual Framework for understanding the EET program landscape. The study finds that EET today consists of a heterogeneous mix of programs that can be broken into two groups: entrepreneurship education and entrepreneurship training. These programs target a range of participants: secondary and post-secondary education students, as well as potential and practicing entrepreneurs. The outcomes measured by program evaluations are equally diverse but generally fall under the domains of entrepreneurial mindsets and capabilities, entrepreneurial status, and entrepreneurial performance. The dimensions of EET programs vary according the particular target group. Programs targeting secondary education students focus on the development of foundational skills linked to entrepreneurship, while post-secondary education programs emphasize skills related to strategic business planning. Programs targeting potential entrepreneurs generally are embedded within broader support programs and tend to target vulnerable populations for whom employment alternatives may be limited. While programs serving practicing entrepreneurs focus on strengthening entrepreneurs knowledge, skills and business practices, which while unlikely to transform an enterprise in the near term, may accrue benefits to entrepreneurs over time. The study also offers implications for policy and program implementation, emphasizing the importance of clarity about target groups and desired outcomes when making program choices, and sound understanding of extent to which publicly-supported programs offer a broader public good, and compare favorably to policy alternatives for supporting the targeted individuals as well as the overall economic and social objectives.

Book excerpt: Since 1957, Malaysia’s economic development has been an account of growth, transformation, and of structural change. More than 75 per cent of its gross domestic product (GDP) comes from the manufacturing and services sectors. However, Malaysia is stuck in a middle-income trap and is facing challenges on the economic and political front. In June 2010, Prime Minister Najib Razak unveiled the 10th Malaysian Plan (2011-15) to chart the development of Malaysia from a middle- to high-income nation. This publication represents a policy-oriented stocktake and evaluation by academics, policy-makers, and business people on Malaysia’s achievements, present work-in-progress endeavours, and some of the future challenges facing the nation in its pursuit to achieve a developed high-income country status.
