Book excerpt: The peoples of Greater Central Asia – not only Inner Asian states of Soviet Union but also those who share similar heritages in adjacent countries like Afghanistan and Pakistan, Iran, and the Chinese province of Xinjiang – have been drawn into more direct and immediate contact since the Soviet collapse. Infrastructural improvements, and the race by the great powers for access to the region’s vital natural resources, have allowed these peoples to develop closer ties with each other and the wider world, creating new interdependencies, and fresh opportunities for interaction and the exercise of influence. They are being integrated into a new, wider economic and political region which is increasingly significant in world affairs, owing to its strategically central location, and its complex and uncertain politics. However, most of its inhabitants are pre-eminently concerned with familial and local affairs. This work examines the viewpoints and concerns of a selection of groups in terms of four issues: government repression, ethnic group perspectives, devices of mutual support, and informal grounds of authority and influence. Responding to a need for in-depth studies concerning the social structures and practices in the region, the book examines trends and issues from the point of view of scholars who have lived and worked "on the ground" and have sought to understand the conditions and concerns of people in rural as well as urban settings. It provides a distinctive and timely perspective on this vital part of the world.

Book excerpt: "Recently there was a wave of celebration of the 20th anniversary of independence in all Central Asian states, yet their nation building process is not complete and the perception of the national identity is still distorted. By its nature national identity should bring people together and unite them around common values and goals, in Central Asian states, however; national identity, conceived on ethnic basis, is a divisive force fragmenting people along the lines of ethnicity, religion, language, birth place, and social status. After the collapse of the Soviet Union, Central Asian republics--Kazakhstan, Turkmenistan, Uzbekistan, Tajikistan and Kyrgyzsta--faced the difficult task of state- and nation-building. Although every Central Asian nation had its own challenges determined by its geography, ethnic and cultural composition, availability of natural resources and other factors, all of them faced same complexity that hindered the attaining of unity in those countries. As a result of abrupt dissolution of the Soviet Union, politically unstable, economically weak and interdependent, institutionally unprepared, and socially disorientated Central Asian states were in a serious crisis. In order to forge a new national identity, the political elites in all five Central Asian states decided to implement a nation building policy based on ethnicity. Ethnic nationalism was convenient and promising strategy capable of providing a sense of stability by uniting majority groups around the common and powerful link of ethnicity. In order to increase people's attachment to these new national identities, attractive myths regarding ethnic identities were created. In all of the Central Asian countries, the strategy of creating a national myth was similar. It consisted of rewriting history in order to show a strong attachment of the majority group to the present geographical location of the country as well as of choosing a historical figure that boosted the national pride of the dominant ethnic group. Consequently, Uzbeks have been putting emphasis on being successors of the famous conqueror Tamerlane who established Timurid Empire, Kyrgyz have been promoting the image of the mythical hero Manas, and Tajiks have been rediscovering their history that was linked to the Samanid Empire ruled by Ismail Samani, Kazakhs have been promoting nomadic culture and traditions, and Turkmens have been focusing on the Turkmen spiritual leader Magtymguly Pyragy. However, an important barrier to the nation building process around single ethnicity is the fact that most Central Asian states are multiethnic and multicultural societies. Thus, while ethnic nationalism provides the majority group a sense of belonging to the nation, minority ethnic groups in Central Asia do not easily embrace this new national identity and feel excluded from the nation building process. Moreover, majority ethnic groups also realize their dominance and often treat minorities unjustly. This creates tension and conflicts among the different ethnic groups. Nationalism and Identity Construction in Central Asia explores the complex and controversial process of identity formation in the region using a “3D” framework, which stands for “Dimensions”, “Dynamics,” and “Directions” of nation building. The first part of the framework—dimensions—underscores the new and complex ways in which nationalisms and identities manifest themselves in Central Asia. The second part—dynamics—is premised on the idea that nationalisms and identity construction in the Central Asian republics may indicate some continuities with the past, but are more concerned with legitimation of the present power politics in these states. It calls for the identification of the main actors, strategies, tactics, interests, and reactions to the processes of nationalism and identity construction. The third part of the framework—directions—addresses implications of nationalisms and identity construction in Central Asia for regional and international peace and cooperation. Jointly, the chapters of the volume address domestic and international-level dimensions, dynamics, and directions of identity formation in Central Asia. What unites these works is their shared modern and post-modern understanding of nations, nationalisms, and identities as discursive, strategic, and tactical formations. Characterized by authoritarianism since 1991, the region’s ruling elites have enjoyed disproportionate access to knowledge and to deciding what, how and when that knowledge should be applied. The first of its kind on Central Asia, this book not only widens our understandings of developments in this geopolitically important region but also contributes to broader studies of representation, ritual, power and identity. Indeed, the country of Tajikistan suffered a five-year civil war from 1992 to 1997. The factors that the literature on civil wars in general and on the Tajikistan civil war in particular cites as the causes of war were also present in Uzbekistan – but this country had a peaceful transition. Examining this empirical puzzle by isolating the crucial factors that caused war to break out in Tajikistan but not Uzbekistan, this book applies a powerful comparative approach to the broader question of why civil wars occur. Based on fieldwork in both countries, it challenges many common explanations of civil war both generally and in Tajikistan in particular. This includes highlighting the importance of elites’ power perceptions, which have their origins in the interaction of structural-, process-, and network-related variables. Without examining these interactions, macro-structural explanations alone cannot explain the occurrence of civil war in one country and its absence in another. Applying the insights of bargaining theories of war from the literature on international relations to the civil war in Tajikistan, this book will be of interest to students of violent conflict, civil wars, Central Asia and Asian Politics.

Boris Rumer argues that the successor states to the Russian and British empires have renewed the struggle for hegemony in the center of the Asian continent. As the world shifts from a bipolar to a multipolar focus, the nations of Asia search for new trans-regional security arrangements. More specifically, the breakup of the Soviet Union and the creation of five Central Asian republics (Kazakhstan, Kyrgyzstan, Uzbekistan, Turkmenistan, and Tajikistan), have complicated the security relations of the Asian states. (See Figure 1.) But, this new struggle is not a repeat of the 19th century "Great Game," by which the Central Asian states are but pawns of great powers as they jockey for power and position. Instead, the Central Asian states themselves are active players in this struggle for power, in a unique geo-strategic position to influence immediate neighbors Russia, China, and Iran, and even beyond into the Indian subcontinent. Once considered a backwater of little importance during the Soviet era, Central Asia could play a pivotal role in Asian politics in the next decade.Enlargement and Engagement set domestic political stability, regional peace, and the maturation of market economies in the five Central Asian states as policy goals of the United States. The key to Asian, especially Central Asian, regional security is economic. A strong, vibrant market economy is a prerequisite for political stability and the growth of democracy. Political stability, however, is itself a key element to economic development; peace in the region, especially in Tajikistan, Afghanistan, and Kashmir, must be gained before that economic takeoff can occur.Serious political, economic, ethnic, religious, and social challenges confront the five new Central Asian states in this quest for regional security. How each state is able to confront and resolve these problems will determine its ability to emerge as a viable force in this struggle for influence, in this new "Great Game." Instability might seem to provide opportunities for states such as Iran or China to expand their influence, but the risks that such instability would ricochet back on them are too great. Thus, Iran, Pakistan, India, Russia and China each seek, in their own way, to promote stability within Central Asia while expanding their own regional influence.Implications for American security from this struggle derive from the U.S. desire to prevent existing problems within Central Asia from escalating into crises that might engage Iran, Pakistan, India, Russia or China. Therefore, we must first identify those centrifugal forces threatening Central Asia, then review each of these states in turn, to analyze their behavior, identify their regional objectives and state policies in relation to Central Asia, and evaluate the impact of Central Asia upon their own security. Doing so offers a better perspective on our own strategic interests in post-Cold War Asia.
