For instance, the top 0.2 per cent of depositors in ASB has about 1,133 times more than the bottom 80 per cent of depositors combined. This gap is echoed by the fact that approximately two-thirds of Malaysian workers earn less than RM3,000 per month, and about 90 per cent of Malaysians have nearly zero savings. The current policies are not facilitating improvements in this wealth gap, which could lead to aristocracy where birth, not hard work or talent and effort, matter the most in wealth accumulation. Book excerpt: This study employs a synthetic panel approach based on nationally representative micro-level data to track poverty and income mobility in Malaysia in 2004-16. On aggregate, there were large reductions in chronic poverty and increases in persistent economic security, but those who remained poor in 2016 were increasingly likely to be poor in a structural sense. Further, the poverty and income dynamics differ notably across geographic dimensions. Such disparities are most striking when comparing affluent urban Peninsular Malaysia with poorer rural East Malaysia. Although there are important differences in welfare levels between the main ethnic groups in Malaysia, the mobility trends generally point in the same direction. While the findings show that there is still scope for poverty reduction through the reduction of interethnic inequalities, the study underscores the importance of taking regional inequalities into account to ensure a fairer distribution of socioeconomic opportunities for poor and vulnerable Malaysians. Hence, addressing chronic poverty is likely to require additional attention to less developed geographic areas, as a complement to the current policies that are largely ethnicity-based.

Book excerpt: Ethnic riots broke out in Malaysia in 1969, prompting a national effort at affirmative action favoring the poorer (majority) of "Bumiputera" (mainly Malays). Since then, Malaysia's official poverty measures indicate one of the fastest long-term rates of poverty reduction in the world, due to both economic growth and falling inequality. Did ethnic inequality fall since 1969 and was that a key factor in the country's success in reducing poverty and in managing inequality? New measures in this paper indicate a substantial decline in relative ethnic inequality. This brought down national relative inequality, though not enough to prevent rising absolute inequality, given the initial disparities. A new analytic decomposition of the rate of poverty reduction reveals that ethnic redistribution helped reduce poverty, although it was not as important as the overall rate of growth in household incomes. Despite past progress in reducing ethnic inequality, the responsiveness of the national poverty rate to ethnic redistribution remains high even today.
