Book excerpt: Ethnic Leadership and Midwestern Politics investigates the notion of ethnic identity as it relates to Scandinavian Americans and political affiliations in Wisconsin, from 1890-1914. Jørn Brøndal traces the evolution of their political alliances as they move from an early patronage system to one of a more enlightened social awareness, prompted by the Wisconsin Progressives led by Robert M. La Follette. Brøndal's exceptionally thorough research and cogent arguments combine to explain the workings of a political system that accorded nationality a major role in politics at the expense of real political, social, and economic issues in the early 1890s, and how (and why) the Progressives determined to change that system. Brøndal explains the change by looking at several important Scandinavian-American institutions, including the church, mutual aid fraternities, the temperance movement, the Scandinavian-language press, political clubs, and labor and farmer organizations, showing how these institutions impacted the construction of a nascent sense of Scandinavian American national identity and made a lasting mark on the Scandinavian-American role in politics.

Book excerpt: Following significant interethnic violence beginning in 2008, Chinese intellectuals and policymakers are now engaged in unprecedented debate over the future direction of their country's ethnic policies. This study attempts to gauge current Chinese opinion on this once-secretive and still highly sensitive area of national policy. Domestic Chinese opinion on ethnic policies over the last five years is reviewed and implications for future policies under the new leadership of CPC Secretary General Xi Jinping are explored. Careful review of a wide spectrum of contemporary Chinese commentary identifies an emerging consensus for ethnic-policy reform. Leading public intellectuals, as well as some party officials, now openly call for new measures strengthening national integration at the expense of minority rights and autonomy. These reformers argue that divisive ethnic policies adopted from the former USSR must be replaced by those supporting an ethnic "melting pot" concept. Despite this important shift in opinion, such radical policy changes as ending regional ethnic autonomy or minority preferences are unlikely over the short-to-medium term. Small-yet-significant adjustments in rhetoric and policy emphasis are, however, expected as the party-state attempts to strengthen interethnic cohesiveness as a part of its larger agenda of stability maintenance. About the author James Leibold is a senior lecturer in Politics and Asian Studies at La Trobe University in Melbourne, Australia. He is the author of Reconfiguring Chinese Nationalism (2007) and co-editor of Critical Han Studies (2012) and Minority Education in China (forthcoming). Book excerpt: Despite implicating ethnicity in everything from civil war to economic failure, researchers seldom consult psychological research when addressing the most basic question: What is ethnicity? The result is a radical scholarly divide generating contradictory recommendations for solving ethnic conflict. Research into how the human brain actually works demands a revision of existing schools of thought. Hale argues ethnic identity is a cognitive uncertainty-reduction device with special capacity to exacerbate, but not cause, collective action problems. This produces a new general theory of ethnic conflict that can improve both understanding and practice. A deep study of separatism in the USSR and CIS demonstrates the theory's potential, mobilizing evidence from elite interviews, three local languages, and mass surveys. The outcome significantly reinterprets nationalism's role in CIS relations and the USSR's breakup, which turns out to have been a far more contingent event than commonly recognized.

The analysis is located within the framework of the shift from Fordism to post-Fordism.From 1965 to 1980 ethnic communities increased their access to scarce resources including political influence by engaging in ethnic politics. Using membership of religious organisations as structures of support, elected men deployed ethnic identities to compete with others for ethnic support and influence over local decision-making processes. This gave ethnic minorities a positive role in local politics. With the support of local community relations councils (CRCs), ethnic politics flourished. It gave ethnic communities real opportunities to participate as ethnic communities in politics. Using local events, ethnic leaders competed for political influence and ethnic support. After 1977 the shift from Fordism to post-Fordism brought about a decline in ethnic political participation. While conferment of citizenship secured their right to stay in Britain, the rise in consumerism undermined the manufacturing sector on which they depended for work. With no ethnic political identity, today, these communities are again politically disadvantaged.
