The term Persian translates to "from or of Persis" which is a region north of the Persian Gulf located in Pars, Iran. It was from this region that Cyrus the Great the founder of the Achaemenid empire, united all other Iranian empires (such as the Medes and the Elamites), and expanded the Persian cultural and social influences by incorporating the Babylonian empire, and the Lydian empire. Adams offers unique insight into nation building in Central Asia during the post-Soviet era through an exploration of Uzbekistan’s production of national culture in the 1990s. As she explains, after independence the Uzbek government maintained a monopoly over ideology, exploiting the remaining Soviet institutional and cultural legacies. The state expressed national identity through tightly controlled mass spectacles, including theatrical and musical performances. Adams focuses on these events, particularly the massive outdoor concerts the government staged on the two biggest national holidays, Navro’z, the spring equinox celebration, and Independence Day. Her analysis of the content, form, and production of these ceremonies shows how Uzbekistan’s cultural and political elites engaged in a highly directed, largely successful program of nation building through culture. Adams draws on her observations and interviews conducted with artists, intellectuals, and bureaucrats involved in the production of Uzbekistan’s national culture. These elites used globalized cultural forms such as Olympics-style spectacle to showcase local, national, and international aspects of official culture. While these state-sponsored extravaganzas were intended to be displays of Uzbekistan’s ethnic and civic national identity, Adams found that cultural renewal in the decade after Uzbekistan’s independence was not so much a rejection of Soviet power as it was a re-appropriation of Soviet methods of control and ideas about culture. The public sphere became more restricted than it had been in Soviet times, even as Soviet-era ideas about ethnic and national identity paved the way for Uzbekistan to join a more open global community.

Book excerpt: Throughout its history the concept of “Uzbekness,” or more generally of a Turkic-speaking sedentary population, has continuously attracted members of other groups to join, as being Uzbek promises opportunities to enlarge ones social network. Accession is comparatively easy, as Uzbekness is grounded in a cultural model of territoriality, rather than genealogy, as the basis for social attachments. It acknowledges regional variation and the possibility of membership by voluntary decision. Therefore, the boundaries of being Uzbek vary almost by definition, incorporating elements of local languages, cultural patterns and social organization. This book combines an historical analysis with thorough ethnographic field research, looking at differences in the conceptualization of group boundaries and the social practices they entail. It does so by analysing decision-making processes by Uzbeks on the individual as well as cognitive level and the political configurations that surround them.

Morgan Liu illuminates many of the challenges facing Central Asia today by unpacking the predicament of Osh, a city whose experience captures key political and cultural issues of the region as a whole. Situated on the border of Uzbekistan and Kyrgyzstan—newly independent republics that have followed increasingly divergent paths to reform their states and economies—the city is subject to a Kyrgyz government, but the majority of its population are ethnic Uzbeks. Conflict between the two groups led to riots in 1990, and again in 2010, when thousands, mostly ethnic Uzbeks, were killed and nearly half a million more fled across the border into Uzbekistan. While these tragic outbreaks of violence highlight communal tensions amid long-term uncertainty, a close examination of community life in the two decades between reveals the way Osh Uzbeks have created a sense of stability and belonging for themselves while occupying a postcolonial no-man's-land, tied to two nation-states but not fully accepted by either one. The first ethnographic monograph based on extensive local-language fieldwork in a Central Asian city, this study examines the culturally specific ways that Osh Uzbeks are making sense of their post-Soviet dilemmas. These practices reveal deep connections with Soviet and Islamic sensibilities and with everyday acts of dwelling in urban neighborhoods. Osh Uzbeks engage the spaces of their city to shape their orientations relative to the wider world, postsocialist transformations, Islamic piety, moral personhood, and effective leadership. Living in the shadow of Solomon's Throne, the city's central mountain, they envision and attempt to build a just social order.

A secondary objective is to explore how Uzbekistan could continue to provide a peace among its population and thereby prevent the destabilization of other states. Results of this study present a promising future for Uzbekistan, and therefore for the stability of the region. Nevertheless, the study also shows that the continuity of stability depends on the understanding of current realities by other concerned states and ethnic minorities of Uzbekistan.

Book excerpt: Increasingly, ethnic and religious variables are taken into account to explain conflict and relations between nations. However, ethnic and religious groups exist beyond the confines of frontiers. In Africa, for example, hundreds of ethnic groups were divided by colonial borders, and many retained kinship connections to their brethren in other countries, thus creating “cross-border ethnic/religious affinity.” Such cross-border connections affect a variety of foreign policy, from diplomacy to the use of force. An internal problem can spread to other states, or external actors can become involved in domestic disputes due to such factors. Therefore data on cross-border connections are essential to measure and assess their actual or potential effects on foreign policy or conflict. This unique resource serves both qualitative and quantitative researchers. For ease of use, it is divided in sections for each region of world, with the entries organized by pairs of contiguous countries. Each entry for a pair of countries briefly discusses the ethnic and religious groups that are common to both countries and the historical and current connections between these groups. The entries are organized based on the Correlates of War country codes, which are widely used by researchers and allow for country pairs to be organized geographically within each section to facilitate easy use of the data.
