In its place are scores of new concerns: the challenge of system transformation and political and economic reconstruction in central and eastern Europe; the re-emerging threats of ethnic conflict from the former Yugoslavia to the new central Asian republics; and, perhaps most important, the problems associated with the reconstruction of the Russian superpower—including economic and political instability, the threat from the right, the safety of nuclear stockpiles, and the nation's legitimate security interests as it attempts to regain influence. As these threats change, so must existing European security institutions. In this book, Catherine Kelleher examines emerging trends in post-cold war European security. She provides an overview of existing security structures and relationships and of the dynamics of changes within them. She offers insightful analysis into the strengths and weaknesses of the these structures, as well as the challenges to closer cooperation. Kelleher details recent events in Europe's most important security institutions—NATO, the Conference on Security and Cooperation in Europe (CSCE), and the Western European Union (WEU)—with special emphasis on new programs being designed to fit the changing landscape, programs like the Partnership for Peace, the Eurocorps, and the Combined/Joint Task Forces. She examines how they have responded to events in central and eastern Europe—from economic and security outreach efforts toward the emerging democracies to the response of these institutions to the Gulf and Yugoslav crises. Initial outbreaks in such places as Bosnia, Chechnya, and Rwanda, if not contained, appear capable of setting off epidemics of catastrophic proportions. In this volume, David Lake and Donald Rothchild have organized an ambitious, sophisticated exploration of both the origins and spread of ethnic conflict, one that will be useful to policymakers and theorists alike. The editors and contributors argue that ethnic conflict is not caused directly by intergroup differences or centuries-old feuds and that the collapse of the Soviet Union did not simply uncork ethnic passions long suppressed. They look instead at how anxieties over security, competition for resources, breakdown in communication with the government, and the inability to make enduring commitments lead ethnic groups into conflict, and they consider the strategic interactions that underlie ethnic conflict and its effective management. Saideman, Sandra Halperin, and Paula Garb argue that ethnic conflict today is primarily a local phenomenon and that it is breaking out in many places simultaneously for similar but largely independent reasons. Stephen D. Krasner, Daniel T. Froats, Cynthia S. Kaplan, Edmond J. Keller, Bruce W. Jentleson, and I. William Zartman focus on the management of transnational ethnic conflicts and emphasize the importance of domestic confidence-building measures, international intervention, and preventive diplomacy.

Book excerpt: Ethnic conflict is an elemental force in international politics and a major threat to regional security and stability. Ethnicity as a source of conflict has deep historic roots. Many such conflicts lay dormant, suppressed by the Soviet empire or overshadowed by the ideological competition of the cold war. Both protagonists in the cold war demonstrated unwarranted optimism about their ability to defuse ethnicity and ethnic conflict. Marxists believed that ethnicity would give way to "proletarian internationalism." Social class and economic welfare would determine both self-identity and loyalty to political institutions that would transcend ethnic identification or religious affiliation. Western democracies assumed that "nation building" and economic development were not only vital components in the strategy to contain communist expansion, but that capitalism, economic prosperity, and liberal democratic values would also create free societies with a level of political development measured by loyalty to the state rather than to the narrower ethnic group. Instead, the goals of assimilation and integration within the larger context of economic and political development are being replaced by violent ethnic corrections to artificially imposed state boundaries. The Balkan and Transcaucasian conflicts, for example, are ancient in origin and have as their object the territorial displacement of entire ethnic groups. Such conflicts by their nature defy efforts at mediation from outside, since they are fed by passions that do not yield to "rational" political compromise. They are, as John Keegan describes in his most recent study of war, "apolitical" to a degree for which Western strategists have made little allowance.1 The demise of European communism and the Russian empire has unleashed this century's third wave of ethnic nationalism and conflict. The first came in the wake of the collapsing Ottoman, Russian, and Austro-Hungarian empires which came to a climax after World War I; the second followed the end of European colonialism after World War II.

Jesse and Kristen P. Williams develop an argument favoring a solution that links resolving issues of identity and perceptions of inequality to the establishment of cross-national, democratic institutions. These institutions can affect deeply held attitudes by promoting overlapping identities and pooling sovereignty. Overlapping identities reduce tension by creating an atmosphere where different ethnic groups lose their strict definitions of Self and Other. Pooling sovereignty across a number of international (and national) representative bodies leads to increased access to governmental policymaking for all parties involved, with each nationalist/ethnic group having a stake in government. Increased access, moreover, reduces threat perceptions and ethnic security dilemmas, and increases trust—all of which play an important role in overcoming such conflicts.

Eurasian security governance has received increasing attention since 1989. The North Atlantic Treaty Organisation, the institution that best served the security interests of the West in its competition with the Soviet Union, is now relatively ill-equipped resolve the threats emanating from Eurasia to the Atlantic system of security governance. This book investigates the important role played by identity politics in the shaping of the Eurasian security environment. It investigates both the state in post-Soviet Eurasia as the primary site of institutionalisation and the state's concerted international action in the sphere of security. This investigation requires a major caveat: state-centric approaches to security impose analytical costs by obscuring substate and transnational actors and processes. The terrorist attacks on the World Trade Center and the Pentagon marked the maturation of what had been described as the 'new terrorism'. Jervis has argued that the western system of security governance produced a security community that was contingent upon five necessary and sufficient conditions. The United States has made an effort to integrate China, Russia into the Atlantic security system via the Partnership for Peace (PfP) programme and the Euro-Atlantic Partnership Council. The Black Sea Economic Cooperation has become engaged in disseminating security concerns in fields such as environment, energy and economy. If the end of the Cold War left America triumphant, Russia's new geopolitical hand seemed a terrible demotion. Successfully rebalancing the West and building a collaborative system with Russia, China, Europe and America probably requires more wisdom and skill from the world's leaders.
