Paul Robinson, Nigel de Lee and Don Carrick: Ashgate 2008) which surveyed and critically analyzed the existing theory and practice of educating soldiers, sailors and airmen in the ethics of 'old fashioned' warfaring, this volume considers the extent to which such theory and practice is adequate to prepare members of the military to meet the more complex ethical challenges faced when engaging in irregular warfare in the 21st century. In recent years, events in Iraq and Afghanistan have highlighted the requirement that Western military personnel, drawn from the armed forces of many different countries, should behave in an ethical manner at all times. The contributors to this volume come from various disciplinary backgrounds, several are serving or former military officers and most are actively engaged in ethics education. The volume advances theoretical understanding of different approaches to ethics education and provides practical conclusions.

The relative nature of the term "justice" creates a problem for military ethics, particularly when soldiers try to determine what actions are morally acceptable when they are engaged in irregular warfare. This problem has prompted the development of a distinct way of thinking about "justice" over the course of history: the Just War Tradition. However, instead of encouraging ethical reflection, Just War Tradition has caused military ethics to drift toward legalism. What can stop this slide into strict formalism, where law eclipses ethics? The research conducted for this monograph has led the author to believe that the answer lies in a philosophical current called "personalism," which synthesizes the Aristotelian and Kantian positions. Simply stated, personalism promotes empathetic reflection prior to acting. Personalism does this by emphasizing the equal dignity of human beings, an idea that is particularly salient to irregular warfare. During irregular warfare, military actions are intended to win over the civilian population. Therefore, the value of adopting a personalist ethic is not only moral, but also pragmatic, guiding irregular warfare closer to success.

Pfaff argues that these challenges arise because irregular adversaries change the character of their war from imposing one's will on the enemy to compelling the enemy to accept one's interest. While this shift may seem subtle, Pfaff argues, it suggests a number of important practical and ethical implications for our way of war. Formerly, civilians were largely separable from warfighting, meaning that our strategies of annihilation and attrition were the most effective--and ethical--paths to victory. But now, when combating irregular threats, civilians are no longer separable from warfighting. Consequently, strategies of annihilation and attrition not only undermine a successful resolution of the conflict, but they are unethical. This last point suggests that the Army needs to adapt the PME to account for these changes and to adopt a number of policies and procedures to account for the expanded role irregular conflicts demand Soldiers play.

Not only does it challenge how U.S. forces fight, it also brings into question the ethical norms that they employ to govern the fighting. The resulting confusion is especially evident in the public debate over the use of force in Iraq and Afghanistan. For example, traditional just war thinking has permitted collateral damage that has undermined the civil order that those military operations are intended to impose, while at the same time has prohibited Soldiers from killing or detaining the enemy who threatens that order in the first place. These counterintuitive outcomes suggest that the traditional view needs to be revised in light of the demands of combating irregular threats. Revising this view will have to take into account the emphasis that combating irregular threats places on populations rather than on military capability. In doing so, it expands the ends and means of war requiring Soldiers to not only defend the state, but to impose civil-order outside the state as well. These complications fundamentally change the character of warfare and require Soldiers to rethink where they may accept and place risk when balancing the ethical demands of their profession. This point has important implications for the way the United States should fight irregular wars and the norms they should employ to govern them.

The paper considers the catastrophic geo-political discontinuity that the Great War imposed. Pre-war archival transcription of a report to Parliament by Edward Grey (1905-1916), the British Secretary of State for Foreign Affairs, along with post-war primary sources from Post-War ethicist Max Carl Otto (1876-1968) provide higher historical context for exploring the proposition: The UK, US, Commonwealth, and Western European militaries must return to a transcendent ethical framework for training officers, especially Chaplains. The rejection of metaphysical ethics (not just religious ethics, but also nontheistic-natural law frames) in exchange for, e.g., a Darwinian ethical construct, resulted in an ethical system that could not answer the Soldier's cry for the meaning of life and solace in suffering. This is a code without a creed. The paper proposes a “mother’s knee ethic,” as a transcendent encouragement that is both accessible to warfighters and serviceable by military educators. Such an ethical charter is already offered in the Army Ethic produced and promulgated by the U.S. Army Center for Profession and Ethics (2014). The paper proposes not only a response to a crisis in ethics education for military members but also offers a pedagogical method in a pluralistic environment, "Cooperation without Compromise."
