The conference was organised through collaboration between the Interdisciplinary Centre for Ethics at the European University Viadrina Frankfurt (Oder) and the Collegium Polonicum, a joint institution of the European University Viadrina Frankfurt (Oder) and the Adam Mickiewicz University Poznań. This volume collects the contributions to this conference. The problematics of liberalism affects ethicists and philosophers not only in Europe but also in Latin America and the Middle East. Scholars from these three regions met to discuss the role that the ethical aspect of liberal thought can play in the contemporary world. They also approached ethical liberalism from a historical perspective. Focusing on ethical liberalism's interconnectedness with politics, globalisation and culture, the conference participants not only elaborated on theoretical approaches, but also turned their attention to empirical case studies. This volume presents their thoughts and contributions which, although naturally fragmentary, are symptomatic of the present day and age.

Book excerpt: The Market of Virtue - Morality and Commitment in a Liberal Society is a contribution to the present controversy between liberalism and communitarianism. This controversy is not only confined to academic circles but is becoming of increasing interest to a wider public. It has become popular again today to criticize a liberal market society as being a society in which morality and virtues are increasingly being displaced by egoism and utility maximization. According to this view the competition between individuals and the dissolution of community ties erode the respect for the interests of others and undermine the commitment to the common good. The present book, however, develops quite a different picture of a liberal society. An analysis of its fundamental principles shows that anonymous market-relations and competition are by no means the only traits of a liberal society. Such a society also provides the framework for freedom of cooperation and association. It gives its citizens the right to cooperate with other people in pursuit of their own interests. Just as the rivalry between competitors is a basic element of a liberal society so is the cooperation between partners. Thus not only self-centred individualism is rewarded. The main part of the book explains how the freedom to cooperate and to establish social ties lays the empirical foundation for the emergence of civil virtues and moral integrity. It is the basic insight of this analysis that it can no longer be maintained that a liberal society is incapable of producing moral attitudes and social commitment. If a civil society can develop under a liberal order, then one can reckon with citizens who voluntarily contribute to public goods and who commit themselves of their own accord to the society, its constitution and institutions. However this book not only develops further arguments for the current debate between liberalism and communitarianism by explaining the emergence of morality and virtue in a market society. It also provides new aspects for the present theoretical and methodological controversies over the fundaments of the social sciences and contributes to the advancement of the modern individualistic approach in social theory. In this context it aims especially at an improvement of a sociological model of behaviour.

Bellamy engages with theorists of liberalism from J. S. Mill, through T. H. Green, Guido De Ruggiero, Carl Schmitt and Joseph Schumpeter, to F. A. Hayek, John Rawls and Michael Walzer. He contends that the pluralism and complexity of modern societies have undermined liberalism's communitarian and ethical assumptions. Studies of the Poll Tax fiasco in Britain, and of the constitutional dilemmas posed by the European Union confirm the contemporary inadequacies of traditional conceptions of liberal democracy. Drawing on Max Weber, Bellamy advocates a return to a Machiavellian approach to politics to resolve the clashes resulting from competing values within complex situations. Unlike Weber however, he concentrates on the republican and democratic aspects of Machiavelli's thought. He proposes a republican strategy whereby the political dispersal of power constrains any ideal or interest from dominating another. Instead, everyone must seek mutually acceptable compromises. The essays in "Rethinking Liberalism" map a passage from the liberal democratic norms and forms characteristic of nineteenth-century nation states, to an agnostic, democratic liberal politics suitable for the transnational and plural societies of the new millennium.

These circumstances, argues John Tomasi, raise new and pressing questions: Is liberalism as successful as it hopes in avoiding the imposition of a single ethical doctrine on all of society? If liberals cannot prevent the spillover of public values into nonpublic domains, how accommodating of diversity can a liberal regime actually be? To what degree can a liberal society be a home even to the people whose viewpoints it was formally designed to include?
