The US-National Academy of Sciences has encouraged environmental protection agencies to foster citizen participation and public involvement for making environmental policy making and natural resource management more effective and democratic (Stern and Fineberg 1996). The report emphasizes the need for a combination of assessment and dialogue which the authors have framed the "analytic-deliberative" approach. Unfortunately, early public involvement of the public in deliberative processes may compromise, however, the objective of efficient and effective policy implementation or violate the principle of fairness (Cross 1998, Okrent 1998). Another problem is that the public consists of many groups with different value structures and preferences. Without a systematic procedure to reach consensus on values and preferences, the public's position often appears as unclear (Coglianese 1997, Rossi 1997). Participatory processes are thus needed that combine technical expertise, rational decision making, and public values and preferences. The country has overcome the political unrest of the early years of the new millennium and the previous heritage laws were finally modified in 2003, although the terms of the new legislation are still a matter of debate and have produced a great deal of criticism. In the course of this period, a new chapter in the story of the three case studies included in the book - the 'Pucará of Tilcara', the 'Quilmes' Ruins' and 'Menhires' Park' - has opened. The Humahuaca ravine, where the 'Pucará of Tilcara' is located, was included on the World Heritage List in 2003; the concession of the Quilmes' Ruins has expired and the members of the Indigenous Quilmes community are campaigning to be recognized as partners in the management of the site; and all the menhires were relocated to a plot of land in El Mollar. The Menhires' Park itself no longer exists, yet the monoliths remain unprotected. The Northwest region of Argentina - where the three sites are located - has become an important tourist destination for national and international visitors thanks to the devaluation of the national currency and the improvement of the economic conditions among the local population. Consequently, changing winds are bringing new challenges for each of these sites, although much of their fate remains in the same hands. Nevertheless, their future - as well as that of the entire archaeological heritage in Argentina - is heavily dependent on a deeper understanding of the past and present circumstances of such sites. Finally, the goal of this book is to analyze the state of archaeological heritage management in Argentina, although many of the conclusions reached also provide clues to understanding contested heritage issues in many other countries, particularly those relating to the Third World.

Quite apart from its important role in the development of ophthalmology and related medical disciplines, the vertebrate eye is an exemplar of the ingenuity of living systems in adapting to the diverse and changing environments in which vertebrates have evolved. The wonder is not so much that the visual system, like other body systems, has been able to adapt in this way, but rather that these adaptations have taken such a variety of forms. In a previous volume in this series (VII/I) Eakin expressed admiration for the diversity of invertebrate photoreceptors. A comparable situation exists for the vertebrate eye as a whole and one object of this volume is to present to the reader the nature of this diversity. One result of this diversification of ocular structures and properties is that the experimental biologist has available a number of systems for study that are unique or especially favorable for the investigation of particular questions in visual science or neurobiology. This volume includes some examples of progress made by the use of such specially selected vertebrate systems. It is our hope that this comparative approach will continue to reveal new and useful preparations for the examination of important questions.
