La introducción del referido proyecto señalaba: Resulta de gran importancia estudiar profundamente la "Estrategia de Seguridad Nacional" de los Estados Unidos y otros documentos rectores, derivados de ella como la "Revisión Cuatrienal de la Diplomacia" estadounidense, que se publica por primera vez en la historia, la "Estrategia Militar Nacional", la Estrategia Internacional para el ciberespacio y otros no menos importantes como la "Estrategia de Seguridad de la Unión Europea" o el nuevo "Concepto Estratégico de la Organización del Tratado del Atlántico Norte (OTAN)", que permite desentrañar las diferentes vertientes extremadamente coincidentes que Estados Unidos y sus aliados emplearán para tratar de alcanzar sus objetivos en todo el mundo. El autor destaca los antecedentes que caracterizan a los Estados Unidos desde su fundación, como fue el avance desde la costa Este del continente, arrasando a su paso asentamientos de diferentes pueblos originarios, –flora y fauna incluidas– y arrebatando una gran parte del territorio de México, con diversos pretextos. Toda esa etapa estuvo caracterizada por el uso indiscriminado de la fuerza militar. Una vez logrado el objetivo geopolítico de ampliar el país entre las costas Atlántica y del Pacifico, el naciente imperio comenzó a esbozar públicamente sus futuras tendencias hacia el apoderamiento del resto del mundo. Así surgen las diferentes doctrinas presidenciales que guiaron la actuación estadounidense y concepciones acerca de la importancia del poder como la de Theodore Roosevelt, quien tratando de definir la paz expresaba que esta no tiene ninguna victoria tan grande como los supremos triunfos de la guerra, y que una nación que no sabe defender sus derechos con las armas, no puede mantener su categoría ni desempeñar en el mundo una misión útil.
