Book excerpt: Stochastic production frontiers are used for estimating regional matching functions where unemployment outflow is 'produced' by the unemployed and vacancies. The frontier is estimated using regional panel data from Finland from 1988 to 1997 and the Battese and Coelli frontier model, where the explanatory factors are included in the inefficiency term. The stochastic frontier matching function has constant returns, whereas in OLS estimation with fixed effects the returns are slightly increasing. Unemployment and vacancies in neighbouring regions have a spillover effect on efficiency. Excess job reallocation in a region deteriorates matching efficiency. The decomposition of total factor productivity change in matching to efficiency change and change in matching technology is also investigated by interpreting the matching frontier as a distance function and using Malmquist indexes. There is a downward trend in the technology, but short-term variations are dominated by cyclical changes in efficiency.

The key contribution of this research is the estimation of matching efficiency at the state level because the estimates can be used for a state-level measure of labor market conditions. Next, we explore the relation between estimated matching efficiency and population density (or labor market flexibility. The results show that matching efficiency is heterogeneous across states with considerable variation in accordance with the regional diversity in India. However, we find that there is no relationship between the estimated matching efficiency and the well-known labor market conditions of interest. The correlations are either close to zero or not statistically significant, suggesting that other regional diversity may affect mathching efficiency in India.

Book excerpt: The purpose of this dissertation is to apply stochastic frontier analysis methodology to the study of efficiency and productivity in industry and in education. It is comprised of three separate studies employing stochastic frontier analysis. First, stochastic frontier analysis is used to study technical efficiency in Indian industry and its impact on India's recent economic growth. The Indian economy has sustained a consistently high rate of growth since initiating economic reforms in the early 1990's. This encouraging growth episode has the rest of the world watching their economic progress closely. This study examines the role of industrial productivity and efficiency in the post reform Indian economy by using the stochastic frontier production function model over the period 1998 through 2004. We find that industry in India has moved closer to the production frontier and the gap between the states with the highest and lowest technical efficiency in industry has narrowed across time. Most of the growth in industrial output is attributed to total factor productivity. As Indian industry approaches the production frontier, growth will necessarily require further technological innovation and/or increasing input resources. In the second study, efficiency of public education in Illinois is estimated. Public education in the United States has received a great deal of attention from both constituents and policy makers alike over the past thirty years. Identifying less efficient school districts and examining the sources of inefficiency has important policy implications. School districts might improve efficiency by managing educational resources differently. In this study, we estimate technical efficiency for all three types of school districts in the state of Illinois K-12 public education system. Technical efficiency in the Illinois school system averaged 90% for unit school districts, 85% for elementary school districts, and 82% for high school districts. Possible factors associated with inefficiency in Illinois school districts are also investigated. The percentage of student enrollment that qualifies as low income and the size of the school district are positively related to inefficiency. School districts that have a larger percentage of teachers with advanced degrees are more efficient. Having a lower ratio of students per administrator in a school district increases technical efficiency. The final study analyzes efficiency among schools within a particular school district. Efficiency of public high schools in the City of Chicago School District is estimated. Technical efficiency of Chicago public high schools averaged 72%. We also investigate possible factors associated with inefficiency. The percentage of student enrollment that is chronically truant, mobility rate, and percentage of nonwhite students are all positively related to inefficiency. Schools with higher parental involvement are more efficient. Larger high schools display greater technical efficiency than smaller high schools.

Book excerpt: The literature on the measurement of regional convergence at different spatial scales and over different time periods is extensive. This study explores the potential role of variations in European regional technical efficiency as a contributing factor in providing explanation for convergence or divergence. To control for spatial dependence among regions, the paper uses a spatial stochastic frontier approach that integrates spatial econometric techniques with stochastic frontier models, also allowing for non-linear technical progress jointly with time and cross-sectional varying technical efficiency. From the estimated production function, we obtain estimates of the technical efficiency of the investigated 120 NUTS-2 regions of the European Union over the period 1995-2007. Our findings show that geographical externalities affect the EU frontier level, and that European regions have been converging to the frontier at a rate of about 0.8% per year. However, the analyses of the efficiency scores reveal that there is a strong geographic pattern of regional efficiency while the degree of average regional efficiency has increased steadily year by year. Overall, it appears that European regions have converged during the 1995-2007 period in terms of their ability to utilize physical capital and labor to maximize output.

Book excerpt: Published in 1998. Migration patterns at the global level have become more complex, affecting more countries, more people and for a greater variety of reasons. Consequently, international migration is receiving increasing attention throughout the world. Migration is an inherently spatial phenomenon. But while the spatial patterns themselves have been described in recent surveys of global contemporary international migration, the causes and consequences of the spatial patterns have received surprisingly little systematic attention. Often migration is seen just from a host country perspective, or from a sending country perspective, without explicit consideration of the sub-national origin and destinations of the flows or linkages between countries. It is well known that migration flows follow certain gravity-like properties, that there is chain migration, that certain regions attract more migrants than others, that migrants are highly urbanised, and that within urban areas there are also concentrations of migrants leading to a reshaping of the urban landscape. However, such observations are often the result of purely descriptive research or case study research. Consequently, there is still a need for an integrated multi-disciplinary study of the spatial impact and the resulting socio-economic and political issues concerning migration. This book aims to fill this gap by bringing together a collection of papers which are primarily concerned with the spatial impact of contemporary international migration patterns, or with related issues. The topics of the papers are wide ranging and the focus varies from broad international perspectives to specific urban areas. Two general themes run through the papers. The first of these is that migration is an inherently dynamic process which may have either equilibrating or self-reinforcing (cumulative) effects. The importance of considering international migration in a dynamic context has come to the fore in several theoretical frameworks which are available in the literature to study this phenomenon. The second major theme of the book is the emphasis on the importance of personal networks in shaping international migration patterns, leading to pronounced clusters of (urban) areas from which migrants are drawn and of migrant settlement.

Conventional econometric practice has generally followed this paradigm, and least squares based regression techniques have been used to estimate production, cost, profit and other functions. In such a framework deviations from maximum output, from minimum cost and cost minimizing input demands, and from maximum profit and profit maximizing output supplies and input demands, are attributed exclusively to random statistical noise. However casual empiricism and the business press both make persuasive cases for the argument that, although producers may indeed attempt to optimize, they do not always succeed. This book develops econometric techniques for the estimation of production, cost and profit frontiers, and for the estimation of the technical and economic efficiency with which producers approach these frontiers. Since these frontiers envelop rather than intersect the data, and since the authors continue to maintain the traditional econometric belief in the presence of external forces contributing to random statistical noise, the work is titled Stochastic Frontier Analysis.
