Book excerpt: During last two decades, the assumptions of applying risk-based approach to identify the contaminated land and that guideline values for soil contaminants should be based on the risk assessment to human health, have been widely adopted in the developed countries. These assumptions are based on the fact that not all the soil contaminants that expose to human reach to human bloodstreams; only bioavailable portion out of total can enter into human systems. A conservative approach of using total concentration in soil to access the soil pollution would provide a sense that all the contaminant present in soil can enter the human bloodstream upon exposure. Environmental contaminants can be reached to humans in three main exposure pathways; ingestion (dietary and non-dietary), dermal and respiratory pathways. Non-dietary exposure pathway - direct ingestion of soil particles - is a predominant exposure route for soil contaminants. It is an exposure of soil contaminant that adhere to the hand and breathing soil or household dust particles, where coarser particles stuck in throat area, and directly reach into the stomach. The therapy of cadmium poisoning has not been discussed.This review on cadmium in the environment has been performed under a contract between the U.S. Environmental Protection Agency and the Department of Environmental Hygiene of the Karolinska Institute, Sweden. The report is intended to serve as a background paper for a future Air Quality Criteria document on cadmium. Therefore, particular attention has been given to information relevant for the evaluation of risks due to long-term exposure to low concentrations of cadmium. Acute effects from short-term exposure to high concentrations are dealt with briefly. In vitro studies without bearing on the main problem have not been dealt with.The report is not limited to effects from exposure via inhalation. Newly accessible information, showing that large populations may be exposed considerably via the oral route, can elucidate chronic effects of cadmium in general. Man and animals can be victims of secondary exposure through vehicles such as food and water which have been contaminated by cadmium in air.

Risk management is defined within Codex as the process of weighing policy alternatives in the light of the results of risk assessment and, if required, selecting and implementing appropriate control options, including regulatory measures. The outcome of the risk management process, as undertaken by Committees within the Codex Alimentarius system, is the development of standards, guidelines and other recommendations for food safety, m the national situation it is likely that different risk management decisions could be made according to different criteria and different ranges of risk management options.
